WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
APRIL 14, 1999

A regularly scheduled meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward G. Meakim, Jr., at 4:00 p.m. on Wednesday, April 14, 1999, at the Township Building.  Edward G. Meakim, Jr. and Dr. Robert S. White were present and Raymond H. Halvorsen was ab- sent.  Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.

Mr. Meakim opened the floor for public comment and there was none.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the appointment of April L. Breniser as Assistant Township Secretary. Ms. Evelyn Baker, resident of 900 Sheridan Drive, requested that the salary for this appointed position be announced.  The Board advised that this announcement was not necessary. The Board further advised that the only position that requires a public announcement of salary is that of the Township Manager. All other appointed position salaries are open record but do not require public announcement.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the Board of Supervisors meeting minutes from March 10, 1999 and March 24, 1999.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the Treasurer's Reports dated March 31, 1999, for the General Fund, the Sewer Revenue Fund, the Capital Reserve Fund, and the Waste and Recycling Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Lt. Joseph G. Gleason presented the police report for the month of March, 1999.  Lt. Gleason reported that the annual Skatarama was held on April 12, 1999 and was a complete success with over 900 youngsters in attendance.

Mr. Meakim made a special announcement congratulating Lt. Gleason on his successful completion and graduation from the F.B.I. National Academy on March 26, 1999 in Quantico, Virginia.

Harry Johnson, resident of 806 Old Westtown Road, remarked on the 116 responses to alarms for the month of March.  Mr. Johnson inquired as to the maximum number of responses allowed per business/residence and the fee imposed if the number of responses exceeded the number allowed.  Mr. Johnson also requested information on how the police department keeps track of and collects those fees imposed.

Lt. Gleason responded that from he could not ascertain from the report how many were repeat alarms.  Lt. Gleason did advise that a computer program was implemented to keep track of the fees imposed and the collection of such fees.

Dr. A.O. Finburg, resident of 1136 West Warren Road, questioned, in an actual emergency, if the alarm exceeded the maximum number of alarms allowed for the month/year, would the fee be imposed. 

Lt. Gleason responded that a fee would not be imposed if the alarm proved to be an actual emergency.

Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of March, 1999. Mr. Brown also gave the reports for Goshen Fire/Ambulance and Good Fellowship Ambulance Club.

Richard Hicks, Building Official, gave the Building Inspection Activity Report for March 1999.

Mr. Hicks further reported on the progress of the new Township Municipal Complex.

BUILDING A = ADMINISTRATION
*  Walls built on first floor with duct work being done
*  Layout for doors and walls progressing on 2nd floor
*  Panels to arrive on Monday, April 19, 1999
*  Paving to start on April 15, 1999

BUILDING B = POLICE DEPARTMENT
*  Interior studding complete. HVAC and plumbing almost complete. Electrical data being checked.
*  Sprinkler system to be installed
*  Interim masonry complete to the point of awaiting cell doors to be installed in masonry walls
*  Exterior brick due April 25, 1999
*  Roofing in progress

BUILDING C = PUBLIC WORKS DEPARTMENT
*  Fitting a new garage door and installing a new washbay.
*  Using this area to fall back on with subcontractors so they can catch up in different areas of the project.

Mr. Hicks also extended thanks to everyone for their patience and understanding with inconveniences that the project may have caused.

Kenneth E. Lawrence, Jr., Township Engineer, opened and read the following sealed bids for one (1) 1999 4-wheel drive, rubber tire-loader with 3 point hitch and hydraulic outlets for attachments. The loader is for use at the Sewer Treatment Plant.

Prior to the possible adoption of Ordinance No. 3-99, which included a segment for an amendment to Section 84-5, paragraphs (b) and (c), pertaining to the Zoning Map, Dr. Finburg requested clarification of the definitions for districts and boundaries as stated in Section I, Paragraph B of Section 84-5.  The Board advised that these definitions could be found in another section of the Codes Book and that Dr. Finburg could be provided with a copy, if necessary.

On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved the adoption of Ordinance No. 3-99 which amended the West Goshen Township Revised Zoning Ordinance of 1990 to reflect an amendment to Section 84-5, paragraphs (b) and (c), pertaining to the Zoning Map; amending the definitions of Antenna and Microwave Antenna for Satellite Communications; amendment to Sections 84-57.01 and 84-57.02 relating to Antennas; and amendment to Section 84-57.3 relating to Bed-and-Breakfast Inns.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the adoption of Resolution No. 10-99, authorizing the Chairman to sign Pennsylvania Department of Transportation Traffic Signal Maintenance Agreement for the signal at West Chester Pike and Five Points Road.

The floor was opened for public comment:

Harry Johnson, resident of 806 Old Westtown Road, questioned the traffic counter strips on Greenhill Road.  The Board responded that the traffic study was being done based on a request from a resident.

Mr. Johnson expressed the opinion that he felt that there was enough traffic at Greenhill Road and Karen Lane to justify the installation of a traffic signal at that intersection.  The Board responded by saying that results from a previous traffic study indicated that a light was not justified due to the minimal traffic on Karen Lane.  The Board further reinforced that a significant amount of traffic flow is required from each of the two roadways and Karen Lane did not have a substantial amount of traffic to warrant a traffic signal.

David McCoach, resident of 114 Fox Knoll Lane, inquired about a traffic study being conducted once McDermott's Athletic Club was complete in the Greenhill Industrial Park.

Mr. Johnson expressed the need for a new study to be conducted once McDermott's was in operation since traffic would seemingly increase.

The Board advised that this would cause a three-leg traffic pattern. The Board further noted that McDermott's might be doing a traffic study upon completion of their new complex.

No further comments were made.

There being no further business, on motion by Mr. Meakim, seconded by Dr. White, the meeting was adjourned at 4:29 p.m.
