West Goshen Township Board of Supervisors Meeting
February 10, 1999
Minutes
A regularly scheduled meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman
Edward G. Meakim, Jr., at 4:00 PM on Wednesday, February 10, 1999, at the Township building, with all members present. Mr. Meakim opened the meeting with a Pledge of Allegiance to the Flag.
Mr. Meakim opened the floor for public comment and there was no discussion.
Sharon Lynn, Township Manager, introduced James Elliot to the Board of Supervisors. Ms. Lynn explained that James is a
Township resident and Boy Scout with Troop 43 of West Chester. He has obtained the rank of First Class and attends the seventh grade at Fugett Middle School. James is participating in the "Good Citizen
Program" for the Boy Scouts, spending the day learning about the daily activities of Local Government.
On motion by Dr. White, seconded by Mr. Halvorsen, unanimous approval was given for the Board of Supervisors Meetings'
minutes of January 13, 1999, and January 27, 1999.
On motion by Mr. Halvorsen, seconded by Dr. White, the Board unanimously approved the Treasurer's Report dated January
31, 1999, for the General Fund, the Sewer Revenue Fund, the Capital Reserve Fund, and the Waste and Recycling Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital
Reserve Fund, and the Waste and Recycling Fund.
Chief Michael J. Carroll presented the police report for January 1999. Chief Carroll reported that Corporal Robert M.
Holland has begun preparations for the annual Skatearama to be held on Saturday, April 10, 1999. The following three skating sessions have been scheduled:
5:30 PM to 6:30 PM 6:45 PM to 8:00 PM 8:30 PM to 10:00 PM
Ralph Brown, Fire Marshal, gave the Fire Marshal Report for January 1999, and the Goshen Fire Company and Good
Fellowship Ambulance reports. Mr. Halvorsen asked Mr. Brown if there was anything that the Township could do to aid him with his "Save A Life" program. Mr. Halvorsen suggested that perhaps a notice in
the Township Newsletter could be helpful. Mr. Brown agreed, stating that any assistance in notifying the public about this important issue would be greatly appreciated.
Richard Hicks, Building Official, gave the Building Inspection Activity Report for January 1999.
Mr. Hicks also presented the Board with an update on the progress of the new Municipal Complex. He stated that
Building C, the Roads and Parks Building, has had the panels set into place on the Paoli Pike side of the building. The roof trusses are currently being installed, and the roof will go on next week. Once
the roof is on, interior work will begin in the office areas.
Building B, the Police Building, will have the base slab poured this week. Metal stairs will be installed followed by
the second floor concrete slab being poured. Before the end of February the roof trusses will be set into place and the roofing will begin and proceed into the beginning of March. Building A, the
Administration Building, will begin with the erection of the structural steel before the end of the week. Once the roof is completed on the Police Building the same process will begin on the
Administration Building. Mr. Hicks informed the Board of Supervisors that construction has been going as smooth as possible despite less than favorable weather conditions.
Kenneth E. Lawrence, Jr., Township Engineer, opened and read the following re-bids for one new 4-wheel drive sport
utility vehicle. This is a replacement for the Building Official's vehicle. The older vehicle and the Township Manager's vehicle will be used as trade-ins to purchase the new vehicle.

On motion by Mr. Halvorsen, seconded by Dr. White, it was unanimously moved to take the bids under advisement and,
upon meeting all specifications, to award the bid to the lowest bidder.
On motion by Dr. White, seconded by Mr. Halvorsen, unanimous approval was given for the adoption of Resolution No.
7-1999, establishing the schedule of deposits and fees for Zoning Applications and for Appeals to the Township Zoning Hearing Board and Board of Supervisors decisions.
On motion by Dr. White, seconded by Mr. Halvorsen, unanimous approval was given for the adoption of Resolution No.
8-1999, appointing the Township Manager as authorized representative of West Goshen Township to conduct business with appointed Earned Income Tax Collector, Berkheimer Associates. Resolution No. 8-1999
specifies that the Township Manager may request and receive confidential tax information and records from Berkheimer.
Mr. Meakim opened the floor for public comment.
Representatives from ICI Americas, Inc., were present to give an informative presentation to the Board of Supervisors
and Township residents pertaining to the environmental investigation currently underway in and around the Turner Lane Industrial Park.
David J. Brooman, Esquire, explained that the Company ICI Americas, Inc., formerly known as Tetrology Company, has
been involved in an extensive investigation of the ground water in the area of Turner Lane Industrial Park, the previous site of the Tetrology Company. Mr. Brooman turned the presentation over to Samuel
E. Malovrh, Director, Environmental Remediation ICI Americas, Inc.
Mr. Malovrh displayed an overhead map of the areas being investigated around Turner Lane Industrial Park. He explained
that when Tetrology Company was located in this area the function of the company was primarily the production of Teflon coating. Mr. Malovrth introduced Daniel P. Sheehan, Environmental Consultant, to
explain the investigation process.
Mr. Sheehan informed the Board that in 1997, during an unrelated investigation of the ground water in this area, high
levels of a toxin called TCE were found in the groundwater. At that time monitoring wells were installed in strategic locations around the old Tetrologly site. A comprehensive study was performed to
determine how many residents in the area were not on public water. With the help of the Department of Environmental Protection and the local water companies, ICI was able to establish that twelve
residential locations along Garfield Avenue were not on public water. Of the twelve locations two showed unacceptable levels of TCE in their wells. At that time bottled water was provided to those
residents and ICI began the process of connecting all twelve residents to public water at the expense of ICI.
Mr. Sheehan informed the Board that he has been in contact with Township Manager, Sharon Lynn, throughout the most
recent process and will continue to inform her of their findings. Currently, an off site well expansion is underway to better determine the boundaries of the ground water contamination. Once the study
has been completed ICI will have the appropriate knowledge to determine what actions need to be taken.
There being no further business, on motion by Mr. Meakim, seconded by Dr. White, the meeting was adjourned at 4:45 PM.
