WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING JULY 14, 1999
A regularly scheduled meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward G. Meakim, Jr., at 4:00 p.m. on Wednesday, July 14, 1999, at the Township
Building. All members were present. Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.
Mr. Meakim opened the floor for public comment and there was none.
Ms. Sharon Lynn, Township Manager, announced that the second concert in the Summer Concert Series, New Orleans Mardi Gras, was held on June 27, 1999 and was a success with over 400 people in attendance.
Ms. Lynn further announced that the first play in the theater series will be performed by West Chester University on July 17, 1999 at 6:00 p.m. Ms. Lynn thanked the Board for allowing such events to be performed at the Community Park as it provides the ideal setting to present such talented entertainers to the residents of West Goshen Township.
Nancy D. Rodgers, Zoning Officer, announced that the Zoning Hearing Board will hold a public meeting on Thursday, July 15, 1999, at 7:30 p.m., in the Township Building to render a decision for ZHB
3-99. The applicant, James Miller, is seeking a variance to convert a single family dwelling into an office and to construct a separate building on the property located at the intersection of Old
Westtown and Eachus Mill Roads. The Zoning Hearing Board will also render a decision for ZHB 4-99. The applicant, Chester County SPCA, is seeking a special exception and variance to the front
yard setback in order to construct a 320 square foot, two story addition to a detached building on the property. The addition will be used to accommodate additional office staffing requirements.
On motion by Dr. White, seconded by Mr. Halvorsen, the Board unanimously approved the Board of Supervisors meeting minutes of June 9, 1999 and June 23, 1999.
On motion by Mr. Halvorsen, seconded by Dr. White, the Board unanimously approved the Treasurer's Reports dated June 30, 1999, for the General Fund, the Sewer Revenue Fund, the Capital Reserve Fund, and
the Waste and Recycling Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.
Sgt. Joseph Burt presented the police report for the month of June, 1999.
Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of June, 1999. Mr. Brown also gave the reports for the West Chester Fire Company, Goshen Fire/Ambulance, and Good Fellowship
Ambulance Club. Mr. Brown requested that the Board place an immediate ban on all outside burning until further notice due to the extreme heat conditions and the diminished water supply.
On motion by Mr. Halvorsen, seconded by Dr. White, the Board approved the decision to ban all outside burning until further notice and to have the same published in the newspaper for public notice.
Richard Hicks, Building Official, gave the Building Inspection Activity Report for June, 1999.
Mr. Hicks further provided an update report for the new Municipal Complex. The report is as follows:
BUILDING A (Administration)
1. Drywall finished on the first floor 2. 2nd floor insulation and drywall in progress 3. Elevator in progress of installation
4. Permanent power installed to all buildings 5. Finishing HVAC ducting 6. Brick finished
BUILDING B (Police Department)
1. Interior painting 75% complete 2. Floor tile and carpet in progress 3. Elevator installed 4. Ceiling grid system being completed 5. Cabinetry delivered today
6. Exterior glazing is in progress on 2nd floor walls
BUILDING C (Public Works)
1. South side - painting complete, ready for interior 2. Ceiling grid work is finished 3. North side – steel is set as far as it can go, proceeding with masonry walls and roof trusses
and concrete in garage areas
On motion by Mr. Halvorsen, seconded by Dr. White, the Board unanimously approved the adoption of Resolution No. 16-99, accepting the dedication of a portion of North Five Points Road.
On motion by Mr. Halvorsen, seconded by Dr. White, the Board unanimously awarded the bid for 1999-2000 Sodium Chloride to Oceanport Industries as bid by West Bradford Township.
Kenneth E. Lawrence, Township Engineer, opened and read the following bids for the cleaning/maintenance contract for the new Municipal Complex:

On motion by Mr. Halvorsen, seconded by Dr. White, the Board unanimously agreed to review the bids for both contracts and authorized Sharon Lynn, Township Manager, to contact any successful vendors who
have met all of the Township's requirements.
The floor was opened for public comment.
No further comments were made.
There being no further business, on motion by Mr. Meakim, seconded by Mr. Halvorsen, the meeting was adjourned at 4:25 p.m.
