Board of Supervisors Meeting
March 24, 1999

Minutes

A regularly scheduled meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward G. Meakim, Jr., at 4:00 PM on Wednesday, March 24, 1999, at the Township building, with all members present.

Mr. Meakim opened the meeting with a Pledge of Allegiance to the Flag.

Mr. Meakim opened the floor for public comment.

On motion by Mr. Halvorsen, seconded by Dr. White, the Board unanimously approved the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Mr. Meakim announced that a bid opening occurred on March 10, 1999, for a 4-wheel drive rubber tire loader with PTO and a three-point hitch. The bids did not comply with specifications due to a change by the manufacturer; therefore both bids were rejected. Mr. John M. Scott, Wastewater Treatment Plant Manager, will prepare a re-bid for this piece of equipment and will advertise accordingly.

Sharon Lynn, Township Manager, announced that on March 23 and 24, 1999, in conjunction with West Chester Borough, West Goshen Township hosted a mandatory training seminar on Sexual Harassment. A Labor Attorney, Mr. Richard Strouse, Esquire from the law offices of Ballard, Spahr, Andrews and Ingersoll conducted this very informative seminar.

On motion by Mr. Halvorsen, seconded by Dr. White, it was unanimously approved to take all bids under advisement, upon Mr. Lawrence's review to award the contracts to the low bidder.

On motion by Dr. White, seconded by Mr. Halvorsen, unanimous approval was given of a Final 2-Lot Subdivision located at 850 South High Street for Ms. Patricia P. Crane. Ms. Crane was present.

On motion by Dr. White, seconded by Mr. Halvorsen, unanimous approval was given of a Final Land Development Plan for a 164,400 square foot self storage facility located on the southeast corner of Phoenixville Pike and Greenhill Road for Bituminous Service Company. Mr. Donald N. Radbill was present to represent the plan.

On motion by Dr. White, seconded by Mr. Halvorsen, unanimous approval was given of a Final Land Development Plan for a 27,000 square foot office building located on the northeast corner of Airport Road and Ward Avenue for Terramics/Brandywine Associates. Mr. W. Brian Sundermeir was present to represent the plan.

On motion by Mr. Halvorsen, seconded by Dr. White, unanimous approval was given for the adoption of Resolution No. 9-99, requesting permission to participate in the Pennsylvania Department of General Services Cooperative Purchasing Program.

Mr. Meakim opened the floor for public comment.

There being no further business, on motion by Mr. Meakim, seconded by Dr. White, the meeting was adjourned at 4:30 PM.
