WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
MAY 12, 1999
A regularly scheduled meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward G. Meakim, Jr., at 4:02 p.m. on Wednesday, May 12, 1999, at the Township
Building. All members were present. Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.
Mr. Meakim opened the floor for public comment, and there was none.
Mr. Meakim made two announcements.
He expressed his condolences to Mr. Harry Johnson, Chairman of the Zoning Hearing Board, on the recent death of his mother. Mr. Meakim announced the death of Mr. Anthony (Tony) Pasquarello. Mr. Pasquarello was a member of the BOCA Appeals Board as well as an alternate member on the Zoning Hearing Board. Mr. Meakim stated that the time he committed to the Township of West Goshen through his participation on these Boards will be missed by many.
Mr. Halvorsen commented on the completion of 1999 Budget Book as prepared by Mr. Corey Kemp, Finance Director, and Ms. Sharon Lynn, Township Manager.
Mr. Halvorsen remarked on the outstanding job done by all those involved. Dr. White and Mr. Meakim agreed. Dr. White further commented that the numbers were impressive.
On motion by Dr. White, seconded by Mr. Halvorsen, the Board unanimously approved the Board of Super- visors meeting minutes of April 14, 1999, and April 28, 1999.
On motion by Mr. Halvorsen, seconded by Dr. White, the Board unanimously approved the Treasurer's Reports dated April 30, 1999, for the General Fund, the Sewer Revenue Fund, the Capital Reserve Fund, and
the Waste and Recycling Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.
Lieutenant Joseph G. Gleason presented the police report for the month of April 1999.
He reported that the final attendance count for the Annual Skate-a-rama, which was held on April 12, 1999, was 905. He further reported that the Juvenile Officer was involved with the VFW's Annual Bike Rodeo. This event was held on May 8, 1999, at the Township Community Park and was a success.
Mr. Meakim advised that he had recently spoken to a resident of Hershey's Mill. This resident wanted to convey her appreciation to Sergeant Donald Loane who assisted her this past winter when her
car broke down. Lieutenant Gleason advised that he would relay the message to Sergeant Loane.
Mr. Halvorsen asked Lieutenant Gleason about the possible return of radar (speed timing device). Lieutenant Gleason advised that the most recent decision rendered would still not allow local law
enforcement officials to use radar. He had no further details on the outcome of the case.
Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of April, 1999.
Mr. Brown also gave the reports for the West Chester Fire Company, Goshen Fire/Ambulance, and Good Fellowship Ambulance Club.
Mr. Brown commented that July 1, 1999, is the projected completion date of the Goshen Fire Company Substation, located at Boot Road and Route 202. Harry Johnson, resident of 806 Old Westtown Road,
commented on the possible traffic hazard at that location, once the station becomes fully operational. The Board advised that all parties involved are closely monitoring the traffic issue.
Richard Hicks, Building Official, gave the Building Inspection Activity Report for April, 1999. Mr. Hicks gave special recognition to his secretary, Barbara Reaney, for her diligent work efforts
during the month of April. It was a very busy month for issuing permits, and Ms. Reaney did a great job handling the extra workload.
Mr. Hicks gave the following report on the progress of the new Township Municipal Complex:
BUILDING A (ADMINISTRATION)
- Interior work is underway with framing and installation of HVAC, electric, plumbing, and sprinkler systems
- Roof installation is underway
BUILDING B (POLICE DEPARTMENT)
- Exterior brick finishing is underway
- Drywall on second floor is almost complete
- Electric, security system, and HVAC systems are roughed in
- Sprinkler system tested
- First floor drywall to begin as soon after the second floor is completed
BUILDING C (PUBLIC WORKS DEPARTMENT)
- Roofing to be complete by next week so interior can progress
LANDSCAPING
- Landscaping is in full progress. The planting of the large trees has been completed
On motion by Mr. Halvorsen, seconded by Dr. White, the Board unanimously approved the adoption of Resolution No. 11-99, authorizing the Township Manager to apply for a Chester County Park Facilities Grant.
On motion by Dr. White, seconded by Mr. Halvorsen, the Board unanimously approved the adoption of Resolution No. 12-99, which is an application to install and operate a traffic signal at the intersection
of Phoenixville Pike, Goshen Road, Fern Hill Road, and Old Fern Hill Road.
Mr. Harry Johnson, resident of 806 Old Westtown Road, noted the construction at Route 202 and Westtown Road.
The Board acknowledged this comment by advising that a traffic light was finally being installed at that location, after taking approximately six years to approve and implement. The Board further commented that the ramps would be widened to accommodate the intersection.
Mrs. Evelyn Baker, of 900 Sheridan Drive, asked who would be responsible for the expense of the traffic signal. The Board advised that the state was paying the costs involved.
On motion by Mr. Halvorsen, seconded by Dr. White, the Board unanimously approved the adoption of Resolution No. 13-99, for traffic regulatory signs. Specifically, to place a Parking Prohibited At
All Times sign on the west side of Elton Circle.
The floor was opened for public comment:
Mrs. Baker asked if there was a Township policy that ensured that the Traffic Regulatory Signs have been placed in the correct location after they are approved. Mr. Halvorsen responded that there is
not a written policy to check for the implementation; however, the Roads Department does periodically check for these signs. Mr. Halvorsen further noted that if the residents knew that a sign was
approved to be installed and it was not, he was sure that the residents would notify the Township of such a problem.
Mrs. Baker also questioned the recent advertisement in the legal section of the newspaper concerning the Earned Income Tax Ordinance, soon to be revised and adopted at the May 26, 1999, Board of
Supervisors Meeting.
Ms. Lynn, provided a brief description of the case involved and the outcome of the case. It was felt that the ruling in this case will affect many townships and that, as a result, many townships will be forced to change their own Earned Income Tax Ordinances.
No further comments were made.
There being no further business, on motion by Mr. Meakim, seconded by Mr. Halvorsen, the meeting was adjourned at 4:25 p.m.
