WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING
NOVEMBER 10, 1999
A regularly scheduled meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman
Edward G. Meakim, Jr., at 4:02 PM on Wednesday, November 10, 1999, at the West Goshen Township Administration Building. All members were present. Mr. Meakim opened the meeting with the Pledge
of Allegiance to the Flag.
Mr. Meakim opened the floor for public comment. No public comments were made.
Ms. Sharon Lynn, Township Manager, announced that the Board of Supervisors meeting scheduled on Wednesday, November
24, 1999 will be held at 2:00 PM instead of 4:00 PM. Ms. Lynn further announced that a budget meeting will be conducted following today's meeting at 5:00 PM. Ms. Lynn advised that any members
of the public were invited to attend.
On motion by Dr. White, seconded by Mr. Halvorsen, the Board unanimously approved the Board of Supervisor meeting minutes of October 20, 1999.
On motion by Mr. Halvorsen, seconded by Dr. White, the Board unanimously approved the Treasurer's Report dated October 31, 1999, for the General
Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste
and Recycling Fund.
Chief Michael J. Carroll presented the police report for the month of October 1999. Chief Carroll announced that Santa Claus would be
arriving at the Community Park by fire truck on December 18, 1999 at 11:00 AM. Chief Carroll noted that over 1100 children participated in this event last year.
Chief Carroll presented commendations to Officer Melvyn Levine, Officer Cheryl Taylor, Officer Brian Griesser and Dispatcher Jeremy Rubincan for
exhibiting extreme courage and professionalism while handling a recent call. Chief Carroll advised that on September 4, 1999, a call came in that involved a man with a rifle at the West Goshen
Shopping Center. When officers responded to the Shopping Center, the suspect had fled the scene and a slow speed chase ensued into a residential neighborhood. During the entire incident, the
suspect had pointed the rifle at several individuals, including the officers, threatening them. The outcome of this incident included the apprehension of the suspect. Minor injuries were
sustained by the suspect and members of the Westtown-East Goshen Police Depart- ment, who had responded to assist at the scene. The Board congratulated those involved on their
commendations. Mr. Halvorsen further extended the Board's appreciation to those individuals present at the meeting who came to show their support for the courageous police officers.
Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of October, 1999. Mr. Brown also gave the report for Good Fellowship
Ambulance and Goshen Fire and Ambulance Companies. Mr. Brown gave the report for West Chester Fire Company for the month of September. Mr. Brown further noted his recent success with the fire
prevention program con- ducted at the open house for the new Station 54. Mr. Brown stated that he had an enjoyable time with the "Hazard House" which is a teaching tool used to show children fire
safety within the home.
Richard E. Hicks, Building Official, gave the Building Inspection Activity Report for October 1999.
Mr. Hicks further announced the progress of the construction of the new Municipal Complex. Mr. Hicks advised that Building C was nearly one
hundred percent complete. Completion would occur during the week of Thanksgiving.
Mr. Meakim introduced Joseph Waters, Chairman of the Park and Recreation Board, and Kelly Cifone, President of the Friends of the
Parks. Mr. Waters and Mrs. Cifone presented certificates of recognition to the following sponsors of the Park and Recreation Events:

Mr. Meakim acknowledged appreciation to Mr. Waters and Mrs. Cifone, who assisted in raising approximately $16,000 for the programs that were
attended by West Goshen Township residents.
On motion by Mr. Meakim, seconded by Mr. Halvorsen, the Board unanimously agreed to the appointment of R. Douglas
Stewart to the Planning Commission as an alternate member.
On motion by Mr. Halvorsen, seconded by Dr. White, the Board unanimously agreed to the appointment of Richard Menn to
the Zoning Hearing Board as an alternate member.
On motion by Mr. Halvorsen, seconded by Dr. White, the Board unanimously approved the adoption of Resolution No. 29-1999, for the following
traffic regulatory signs:

On motion by Dr. White, seconded by Mr. Halvorsen, the Board unanimously approved the adoption of Resolution 30-1999, authorizing the imposition
of an Administrative Fee for Certifications of both Sewer Rentals and Waste and Recycling Fees.
On motion by Mr. Halvorsen, seconded by Dr. White, the Board unanimously approved the adoption of Resolution No.
31-1999, amending the Non-Uniformed Employee Handbook to include a section prohibiting the use of the internet and e-mail systems within the Township, except for business use.
On motion by Dr. White, seconded by Mr. Halvorsen, the Board unanimously approved the adoption of Resolution No.
32-1999, setting the compensation amount for the Tax Collector and appointing the new Tax Collector, Patricia McIlvaine.
On motion by Dr. White, seconded by Mr. Halvorsen, the Board unanimously approved and signed the Public Improvement
Escrow for Phase 4 of the Applegate Subdivision. The amount of the escrow was $550,782.37.
Mr. Meakim opened the floor for public comment:
Mr. Larry D'Antonio, resident of 103 Caswallen Drive, was present to discuss the damage done to a curb located in his neighborhood. Mr.
D'Antonio produced pictures of this condition and advised the Board that he believes that the "catastrophic damage" has been caused by the Township snow plows over the past several years. Mr.
D'Antonio further advised that this is the fourth time that he has made the request to the Township for some kind of assistance in fixing this "eyesore". Mr. Halvorsen acknowledged Mr. D'Antonio's
concerns and requested time to discuss this matter further. Mr. Halvorsen further advised that a response will be made by the next meeting.
Mr. Harry Johnson, resident of 806 Old Westtown Road, questioned the foundation that was dug next to his
property. Mr. Johnson explained that when this foundation was dug, some damage had been caused to his property. The builders had agreed to repair the damage. Mr. Hicks responded to Mr.
Johnson's question. Mr. Hicks advised that he had been informed by the builders that the repair would be made within ten days. Mr. David Mushrush, Roadmaster, and Mr. Lawrence had also
investigated the matter and were informed that the repairs and clean up would be taken care of by Friday, November 12, 1999.
Mrs. Evelyn Baker, resident of 900 Sheridan Drive, wished to make a suggestion that one of the requirements for
issuing an occupancy permit should be that the street number must be visible on the commercial or residential property. Mr. Hicks assured Mrs. Baker that this is a requirement of the township and
when he and Mr. Brown conduct their inspections, they confirm that the street number is visible.
Ms. Leslie Boyko, resident of 783 Mercer Lane, wished to make a request that speeding enforcement be addressed at
Greenhill and Ashbridge Roads. Ms. Boyko suggested that a stop sign should be installed to slow down traffic. Ms. Boyko stated that Sergeant Camlin, of the Traffic Safety Unit, had been
notified and had conducted a traffic survey on a previous occasion but no recommendations were made. Ms. Boyko advised that she wrote to PennDOT and was informed that although Greenhill Road is a
state road, local law enforcement are responsible for traffic safety matters. Ms. Boyko would like to see another study conducted for the safety of the children. Chief Carroll acknowledged Ms.
Boyko's concerns and advised that he would have Sergeant Camlin conduct another study.
No further public comments were made.
There being no further business, on motion by Dr. White, seconded by Mr. Halvorsen, the meeting was adjourned at 4:40
p.m.
