WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING AUGUST 9, 2000
A regularly scheduled meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Robert S. White at 4:03 p.m. on Wednesday, August 9, 2000, at the West Goshen
Township Administration Building. All members were present. Dr. White opened the meeting with the Pledge of Allegiance to the Flag.
Dr. White opened the floor for public comment.
Peg Temoyen, resident of 1115 Nottingham Drive, questioned the time of the Board of Supervisors meetings. Ms. Temoyen argued that the time of the meetings is too early for most individuals who work. Dr. White and Mr. Meakim responded by advising that the number of individuals who attended did not necessarily increase with a later meeting time. Dr. White advised that the earlier time suited senior citizens since a majority of senior citizens do not like to drive at night. Mrs. Evelyn Baker, resident of 900 Sheridan Drive, corrected Dr. White by advising that, as a senior citizen, she did not mind driving at night and preferred later meetings as well. Mrs. Baker further advised that she had been informed that the meetings were held at an earlier time because it was more convenient for the Board of Supervisors and employees. Dr. White did advise that meeting times have been changed in the past when the topic being discussed impacts a large number of people.
Dr. White announced that a special meeting of the Board of Supervisors would be held on September 13, 2000 at 5:00 p.m. where members of the Jerrehian Partnership will present conceptual
development plans for their property.
Ms. Nancy Rodgers, Zoning Officer, announced that the Zoning Hearing Board will meet on August 10, 2000 at 7:30 p.m., to consider the following applications: ZHB 8-00 - The applicant, Omnipoint Communication Enterprises, L.P., of 400 Street Road, Bensalem, PA., is seeking Variances and any other relief necessary to permit the erection of a wireless communications facility designed to appear as a flagpole. ZHB-9-00 - . The applicant, Stancato and Abdala, Inc. of 7 West Gay Street, West Chester, Pa. is seeking a Special Exception as provided by Section 84-72-A-(6), and provided for under Section 84-15-D-(1), "Multi-Family Dwellings". The applicant is also seeking a Variance from Section 84-16 and any other relief necessary to permit the construction of a 16,500 Sq. Ft. building for 27 apartment units and 59 parking spaces.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved the Board of Supervisor meeting minutes of July 12, 2000 and July 26, 2000.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved the Treasurer's Report dated July 31, 2000, for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and
the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.
Lieutenant Joseph J. Gleason presented the police report for the month of July, 2000.
Ralph Brown, Fire Marshal, presented the Fire Marshal's report for the month of July, 2000.
Mr. Brown advised that the fire companies had not turned in their reports for the month; therefore, no statistics would be provided. Mr. Brown extended appreciation to the Board of Supervisors and the employees who volunteered at the Goshen Fair. Mr. Brown advised that preliminary calculations revealed a profit loss of $17,000 from the previous year possibly due to the inclement weather during the week of the fair.
Ralph Brown, Fire Marshal, presented the Building Official's Report for the month of July, 2000.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the adoption of Resolution No. 24-2000, Traffic Regulatory Signs, establishing the speed limit of 25 mph on Nottingham Drive.
Mr. Gary Zimmerman, resident of 1114 Nottingham Drive, requested information as to when the 25 mph speed limit signs would be posted on Nottingham Drive.
Mr. Kenneth E. Lawrence, Jr., Township Engineer, advised that the signs would be posted by August 11, 2000.
Mr. Zimmerman questioned if anything else could be done to alleviate the increased volume in traffic.
Mr. Zimmerman suggested the posting of a one way sign that was restricted to certain hours. Dr. White commented that one-way signs with restricted hours were illegal and could not be enforced. Lt. Gleason and Mr. Lawrence confirmed this information.
Dr. White advised that the street could be posted one way if a unanimous petition was signed by all neighboring residents stating they were in agreement with this proposal.
Once the petition was received by the Township, it would be forwarded to Sgt. Camlin for a feasibility traffic study. Dr. White suggested that the homeowners on Nottingham Drive wait for approximately 3 months before deciding to make their road one way.
Mr. Ed Hunt, resident of 1124 Nottingham Drive, agreed with the option of a one way street all of the time.
Mrs. Evelyn Baker, resident of 900 Sheridan Drive, advised the residents of Nottingham Drive to be considerate of how traffic on the surrounding streets would effect neighboring residents on
other streets prior to making any final decisions.
The Board extended appreciation to those individuals on Nottingham Drive who came to the meeting to express their concerns and opinions.
No further comments were made.
There being no further business, on motion by Dr. White, seconded by Mr. Meakim, the meeting was adjourned at 4:42 p.m.
