WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
FEBRUARY 9, 2000

A regularly scheduled meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Robert S. White, at 4:00 p.m. on Wednesday, February 9, 2000, at the West Goshen Township Administration Building.  All members were present. Dr. White opened the meeting with the Pledge of Allegiance to the Flag.

Dr. White opened the floor for public comment and there was none.

Sharon Lynn, Township Manager, announced that a free concert, performed by the Shaw Symphonette, would be held on Sunday, February 13, 2000 at 3:00 p.m. at the Township Administration Building. This event is being sponsored by the Pennsylvania Department of Community and Economic Development.

On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved the Board of Supervisor meeting minutes of January 12, 2000 and January 26, 2000, with one minor correction to the minutes of January 26, 2000. On page 2, first paragraph, Dr. White requested that the word Board be inserted so that the sentence would read as follows: "an executive meeting was held on January 12, 2000 with members of the West Chester Area School Board in attendance."

On motion by Mr. Halvorsen, seconded by Dr. White, the Board unanimously approved the Treasurer's Report dated January 31, 2000, for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.  Dr. White requested that an amendment be made to the Treasurer's Report. The first page should reflect that the report is for the month of December and not for the month of October.

Lieutenant Joseph J. Gleason presented the police report for the month of January, 2000. Lt. Gleason announced that Cpl. Holland has had an active schedule within the schools and has been providing tours of the new municipal facilities to several local Boy Scout units.

Mr. Halvorsen requested that the Board of Supervisors publicly present Cpl. Holland with a plaque and resolution recognizing his accomplishments at the ceremonies to be held on Friday, April, 28, 2000 when Cpl. Holland will be sworn in as President of the Pennsylvania Juvenile Officers Association. All members were in agreement.

Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of January, 2000. Mr. Brown also gave the reports for the West Chester Fire Departments, Good Fellowship Ambulance Company and Goshen Fire and Ambulance Company.

Mr. Brown recognized Good Fellowship Ambulance Club for doing an excellent job in 1999 with their response time considering the numerous amount of calls for service to West Goshen Township residents. Mr. Brown requested that a plaque be presented at a public meeting to Good Fellowship Ambulance for their outstanding service to the community. On motion by Dr. White, seconded by Mr. Meakim, the board unanimously agreed to direct the Township Manager to prepare a resolution and plaque.

Richard E. Hicks, Building Official, gave the Building Inspection Activity Report for January, 2000.

Mrs. Evelyn Baker, resident of 900 Sheridan Drive, questioned the Board of Supervisors as to the reason for the meeting with the West Chester Area School District board members.

Dr. White advised that the intended purpose of that meeting was to discuss the location of a new high school. He advised that the Board of Supervisors would prefer to not have a new high school in West Goshen Township but, rather, to locate it in another municipality located within the school district boundaries.

Mrs. Baker suggested a better location would be on Ellis Lane in East Goshen Township, across from the present site of East High School. Mrs. Baker further commented about the behavior of students.  She stated that schools are no longer a value to neighborhoods, but, rather, a detriment with students displaying poor behavior and committing acts of vandalism.

Mr. Harry Johnson, resident of 806 Old Westtown Road, questioned the alarm responses made by the police department. Mrs. Baker expressed concern for a police officer who responds to numerous false alarms, as this may cause the police to be unavailable, should a more serious matter present itself.

Dr. White explained the procedure for response to false alarms and when the homeowner would be sent a fine.  Dr. White agreed to look at the amount assessed for the fine of a false alarm. Mr. Halvorsen further suggested that the current ordinance be sent to Ronald C. Nagle, Township Solicitor, in order that he might review it and compare it with other municipalities.

Mrs. Baker questioned why handicapped accommodations were still noted on the Zoning Hearing Board notices since the new Administration Building is equipped with an elevator making handicapped accessibility possible.

Dr. White explained that there could be other instances of disabilities and/or hearing impaired infirmities.

No further public comments were made.

There being no further business, on motion by Dr. White, seconded by Mr. Meakim, the meeting was adjourned at 4:28 p.m.
