WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING
JANUARY 26, 2000
A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Robert S. White,
at 4:01 p.m. on Wednesday, January 26, 2000, at the West Goshen Township Administration Building. Mr. Raymond H. Halvorsen was absent. Dr. White opened the meeting with the Pledge of Allegiance
to the Flag.
Dr. White opened the floor for public comment. No public comments were made.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved the bills to be paid from the General
Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.
On motion by Mr. Meakim, seconded by Dr. White, unanimous approval was given for the adoption of Resolution No. 5-2000, appointing William R.
Keenan as Tax Collector for the Township. Mr. Keenan was appointed due to the recent resignation of Patricia B. McIlvaine.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved the Final Land Development Plan for a
540 S.F. loading dock for the Office Depot store located at 1115 West Chester Pike. Grant Hitchens, of NePo Associates, Inc., was present to represent the plan.
Representatives from ICI Americas, Inc., were in attendance to provide an update to their original presentation of
February 10, 1999 concerning the on-going environmental investigation in and around the Turner Lane Industrial Park.
Daniel P. Sheehan, Environmental Consultant with Malcolm Pirnie, Inc., and Sam Oliver, Vice President of
Health/Safety, conducted a PowerPoint presentation that outlined the investigation of the Former Tetraloy Facility located in the Turner Lane Industrial Park. The results of the investigation found
TCE in the soil at the Turner Lane Industrial Park as well as in groundwater in the local area. ICI discovered that twelve residential locations along Garfield Avenue were not on public
water. All but one of these residential locations have been placed on the public water system at the expense of ICI.
At the conclusion of this presentation, ICI requested the Supervisor's consideration to adopting an Ordinance
requiring and regulating connections to the public water supply system in the southwest industrial area. When implementing the Ordinance, ICI recommends that the Township include the following
provisions: (1) require all improved properties to be connected to the Philadelphia Suburban Water Company, (2) prohibit any building permits for new or expanded construction unless the provision
for the connection has been made, and (3) permit industrial and agricultural use of groundwater for non-potable uses.
David J. Brooman, Esquire, representative of ICI Americas, Inc., was also in attendance to answer any questions.
Dr. White expressed appreciation to these representatives for the updated information contained within the PowerPoint
presentation. Dr. White advised that the Board would take the matter under advisement and would consult with the Township Solicitor pertaining to the issue of adopting an Ordinance.
Dr. White announced that an executive session was held on January 12, 2000 with members of the West Chester Area School Board in
attendance. Discussions were held concerning the Jerrehian property as a possible site for a new high school.
Mr. Richard Menn, resident of 21 Primrose Lane, requested that a speed limit sign be placed on Route 100. Mr. Lawrence advised that this
was a state highway but that his request would be submitted to PennDOT.
Mr. John Mullin, resident of 412 Monteray Lane, discussed his opposition to the connector street being proposed as a
result of a new development that is being proposed in East Bradford Township, adjacent to his development, Idlewilde.
Ms. Lynn advised that a letter had been forwarded to East Bradford Township concerning this issue. Mr. Mullin
expressed appreciation to the Board for their prompt attention. Mr. Mullin further expressed his concerns of the excessive traffic that would result if a connector street was constructed from Route
322 through his development.
The Board advised that they would review the entire situation prior to making any final decisions on the matter.
Mr. Dan Morjeluzi, resident of 424 Monteray Lane, was also in attendance and agreed with the comments provided by Mr.
Mullin. He further advised that the extra traffic would be a safety hazard to children playing in the area. Mr. Morjeluzi extended appreciation to the Board for their review of this matter.
Mr. Marvin Baughman, resident of 543 Georgia Lane, extended his appreciation to the road crew for the excellent job done during the recent
snowfall.
No further public comments were made.
There being no further business, on motion by Dr. White, seconded by Mr. Meakim, the meeting was adjourned at 4:31 p.m.
