WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING JULY 26, 2000
A regularly scheduled meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Robert S. White, at 4:02 p.m. on Wednesday, July 26, 2000, at the
West Goshen Township Administration Building. All members were present. Dr. White opened the meeting with the Pledge of Allegiance to the Flag.
Dr. White opened the floor for public comment.
Mrs. Evelyn Baker, resident of 900 Sheridan Drive, wanted to know who was responsible for answering the non-emergency telephone line for the police department when a dispatcher was not on duty. Mrs. Baker advised that approximately two weeks ago at 12:30 a.m., she had called the non-emergency line to report a complaint of loud music. Mrs. Baker stated that the telephone rang numerous times and it was not answered. Mr. Halvorsen advised that when a dispatcher is not on duty, the non-emergency line should be answered by an individual at the County Radio Room. Ms. Lynn advised that she would review the matter and advise Mrs. Baker of the findings.
On motion by Mr. Halvorsen, seconded by Mr. Meakim, the Board unanimously approved the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the
Waste and Recycling Fund.
On motion by Mr. Halvorsen, seconded by Mr. Meakim, the Board unanimously approved Resolution No. 23-2000, accepting the dedication of Mercer Lane.
The Board further approved and signed the Maintenance Escrow.
On motion by Mr. Meakim, seconded by Mr. Halvorsen, the Board unanimously approved the final land development for a 600 S.F. equipment storage building located at 601 Westtown Road for West
Chester Sports Association. Mr. Al Kelly was present to represent the plan.
The Board of Supervisors announced the official retirement of George B. Joseph, Court Stenographer for the Township.
The Board advised that Mr. Joseph deserved special recognition for the 45 years of service that he provided to the Township. Dr. White presented Mr. Joseph with a plaque that contained Resolution No. 22–2000, recognizing George for his dedicated years of service. The Honorable Elinor Z. Taylor, State Representative, was in attendance to provide Mr. Joseph with a citation recognizing his achievements. Senator Robert Thompson, who was not in attendance, also provided a citation to Mr. Joseph recognizing his achievements. This was read aloud by Dr. White.
The Board presented Mr. Joseph with a chair that had the Township Seal, Mr. Joseph's name and years of service, engraved on it. Mr. Robert Lambert, former Supervisor,
applauded Mr. Joseph's career and presented Mr. Joseph with a gift certificate. Mr. Harry Johnson, Chairman of the Zoning Hearing Board, made a brief statement and presented Mr. Joseph
with the gift of a golf shirt with the Township Seal embroidered on it. Mr. Ronald Agulnick, Esquire, Mr. Ronald C. Nagle, Esquire, and Joseph DeFippes, Vice Chairman for the Zoning
Hearing Board, all spoke briefly about Mr. Joseph and his career.
Dr. White opened the floor for public comment.
Mr. Gary Lawrence, resident of 806 Spruce Avenue, questioned the petition submitted by the residents on Norfolk Avenue concerning the closing of Norfolk Avenue. Mr. Lawrence requested a copy of the petition and copies of the traffic studies completed in the surrounding areas of the Roslyn Development.
Mr. and Mrs. James and Isabel Marshall, residents of 808 Roslyn Avenue, Ms. Linda Mahan. resident of 805 Spruce Avenue, and Mr. James DeWitt, resident of 808 Spruce Avenue, each
expressed their opposition to the closing of Norfolk Avenue.
Dr. White confirmed that Norfolk Avenue is not being closed. Dr. White stated that he was in agreement with closing Norfolk Avenue, but that this solution would only divert
the traffic onto another street, causing more problems.
Dr. White advised that there is no specific deadline for this decision to be made. He advised that the township was attempting to find solutions to all traffic issues and would work with residents as well as West Chester University.
Mr. Halvorsen agreed with Dr. White and advised that the Board would not agree to close one roadway to overburden another.
Mr. Halvorsen stated that the Board was working with West Chester University in order to find a solution that was amicable to everyone involved.
Mrs. Evelyn Baker, resident of 900 Sheridan Drive, advised that she had not received any notices concerning meetings that the University was conducting with various residential
neighbor- hoods. The Board advised that Steve Quigley, representative for West Chester University, would be contacted concerning the mailing list.
There being no further business, on motion by Mr. Halvorsen, seconded by Mr. Meakim, the meeting was adjourned at 4:40 p.m.
