WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
OCTOBER 11, 2000

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Vice Chairman Edward G. Meakim Jr., at 4:02 p.m. on Wednesday, October 11, 2000, at the West Goshen Township Administration Building.  Dr. Robert S. White was absent.  Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.

Mr. Meakim opened the floor for public comment.  Mrs. Evelyn Baker, resident of 900 Sheridan Drive, extended appreciation to the Board of Supervisors for the fog lines that were recently painted on Spruce Avenue, near the Roslyn Swim Club.

Nancy D. Rodgers, Zoning Officer, announced that ZHB 8-00, for Omnipoint Enterprises, L.P., has been continued to a date certain of November 13, 2000 at 7:00 p.m.  Ms. Rodgers advised that Omnipoint is seeking Variances to permit the erection of a wireless communications facility designed to appear as a flagpole.

On motion by Mr. Halvorsen, seconded by Mr. Meakim, the Board unanimously approved the Board of Supervisor meeting minutes of September 13, 2000, and September 27, 2000.

On motion by Mr. Halvorsen, seconded by Mr. Meakim, the Board unanimously approved the Treasurer's Report dated September 30, 2000, for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Sgt. Anthony Storti presented the police report for the month of September, 2000.

Mr. Harry Johnson, resident of 806 Old Westtown Road, questioned whether the Police Department was aware of the traffic safety issue on Westtown Road at Route 202. Mr. Johnson advised that on several occasions he has witnessed vehicles using the shoulder of the road to make right turns onto the ramp leading to Route 202 North. Mr. Johnson advised that this is a dangerous issue that should be addressed by the Police Department.  Mr. Johnson did advise that signs are posted prohibiting the use of the shoulder of the road but further advised that these signs are being ignored.

Sgt. Storti advised that the Police Department is aware of this issue and advised that Sgt. William Camlin of the Traffic Safety Unit has been to the area to review the situation.  Sgt. Storti further advised that Sgt. Camlin has written several citations for this violation.

Mr. Kenneth E. Lawrence, Jr., Township Engineer, advised that he requested that the lane be painted so as to prohibit vehicles from using the shoulder as an additional lane. Mr. Lawrence further advised that the intersection still belongs to the contractor so modifications are limited until the traffic control responsibility is transferred to the Township.

Mr. Johnson advised that painting the shoulder would not correct the problem and he further advised that the posted signs prohibiting use of the shoulder were obviously not working. Mr. Johnson requested that the Board find some other type of solution to correct this problem before someone is seriously injured. Mr. Halvorsen advised that relief should be available. Mr. Halvorsen further advised that the Board will consult with PennDot in order to come to a solution.

Mr. Richard E. Hicks, Building Official, presented the Fire Marshal's Report, Good Fellowship Ambulance Report, and the Goshen Fire Company Report for the month of September, 2000.

Mr. Hicks also presented the Building Official's Report for the month of September, 2000.

On motion by Mr. Halvorsen, seconded by Mr. Meakim, the Board unanimously approved Resolution No. 40-00, renaming Freedley Field as Richard C. Cloud Park. Mr. Halvorsen advised that the official dedication ceremonies would occur at Richard C. Cloud Park on Monday, October 23, 2000, at 5:00 p.m.

On motion by Mr. Halvorsen, seconded by Mr. Meakim, the Board unanimously approved Resolution No. 41-00, distributing funds received from the Commonwealth to the three pension funds.

On motion by Mr. Halvorsen, seconded by Mr. Meakim, the Board unanimously approved 2000 Foreign Fire Relief Distribution Allocation Formula. The total allocation received from the Commonwealth of Pennsylvania was $121,644.16.  This amount was divided and distributed to the following agencies: Good Fellowship Club of Chester County, Inc. - $15,205.52, Goshen Fire Department - $60,822.08, and West Chester Fire Department - $45,616.56.

Sharon Lynn, Township Manager, announced that next regularly scheduled meeting of the Board of Supervisors is scheduled for Wednesday, October 25, 2000, at 4:00 p.m. Ms. Lynn further announced that a special meeting would be held on October 25, 2000, at 7:00 p.m. to discuss the concerns of area residents regarding West Chester University Expansion Plans.

Mrs. Baker inquired whether this meeting would be advertised in the local paper. Ms. Lynn confirmed that it would be advertised in the local paper.

No further comments were made.

There being no further business, on motion by Mr. Meakim, seconded by Mr. Halvorsen, the meeting was adjourned at 4:40 p.m.
