WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
December 12, 2001

A regularly scheduled meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Robert S. White at 4:01 p.m. on Wednesday, December 12, 2001, at the West Goshen Township Administration Building.  Dr. White opened the meeting with the Pledge of Allegiance to the Flag.

Dr. White opened the floor for public comment. No public comments were made.

Dr. White announced that on November 30, 2001, Senior Trash Rebates in the amount of $136.80 were mailed to 45 residents who applied and were approved to receive a rebate as part of the Township's Trash Rebate Program.

Sharon Lynn, Township Manager, announced that the last in the series of Movie Nights will be on Saturday, December 15, 2001, at the Township Administration building.  She added that between 70 and 100 people have been attending each time.  Ms. Lynn also announced that the Holiday Event will be held on Friday, December 14, 2001, from 6:00 p.m. to 7:00 p.m. at the Community Park and that Santa Claus will be arriving at the Community Park on Saturday, December 15, 2001, at 2:00 p.m.

Ms. Lynn announced that the Zoning Hearing Board will hold a public meeting on Thursday, December 13, 2001, at the West Goshen Township Administration Building at 7:30 p.m. to hear ZHB 13-01. The applicant is Scott Roberts, 510 East Barnard Street, West Chester, PA. The legal owner of the property affected is Patrick Barr and Kenneth Beswick, 207 South Bolmar Street, West Chester, PA.  The non-conforming property for which the application is made is .131 acres, located at 207/209 South Bolmar Street, zoned I-3 General Industrial District. The applicant is seeking a variance for relief from "Nonconforming Uses, Premises, Structures and Lots" as the present building is non-conforming on the lot and the lot is non-conforming.

On motion by Mr. Meakim, seconded by Mr. Little, the Board unanimously approved the Board of Supervisors minutes from November 14, 2001 and November 28, 2001.

On motion by Mr. Meakim, seconded by Mr. Little, the Board unanimously approved the Treasurer's Report dated November 30, 2001 for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Chief Michael Carroll gave the Police Report for the month of November, 2001.  Chief Carroll added to Ms. Lynn's announcement about the Santa program on Saturday, December 15, 2001, by saying that Santa is scheduled to arrive by helicopter.

Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of November, 2001.  Mr. Brown also gave the reports for Good Fellowship Club of Chester County and Goshen Fire Company.

Richard Hicks, Building Official, gave the Building Inspection Activity Report for November, 2001.

On motion by Mr. Little, seconded by Mr. Meakim, the Board unanimously approved Resolution 36-01 increasing the compensation paid to members of the Zoning Hearing Board from $50.00 to $60.00 for each hearing attended.

On motion by Mr. Little, seconded by Mr. Meakim, the Board unanimously approved Resolution 37-01 increasing the compensation paid to members of the West Goshen Sewer Authority from $55.00 to $60.00 for each meeting attended.

Prior to the consideration of Resolutions 38-01 through 41-01 accepting the dedication of the streets in the Idlewilde Development, Dr. White stated for the record he was hesitant to approve the dedication of the streets because he felt the work was not complete, but if the Board of Supervisors did not approve the dedication, the streets could not be plowed by the Township this winter.

Mrs. Evelyn Baker, 900 Sheridan Drive, asked what the liability to the Township would be if the streets were dedicated and there is still work to be done. Dr. White said that 15% of the escrow will be held to cover any work to be completed in the future. Mr. Richard J. Craig, Township Engineer, added that some of the work can not be done until spring because of the weather.  He added that most of the repairs are minor involving cleaning the basins and filling in around the edges.

Mr. Samuel V. Dixon, Vice President of S & S Development Co., Inc., the developer of Idlewilde, said he had completed the original punch list for the development. He assured the Supervisors that the additional work to be done will be completed in the spring.

Mr. Craig said that the roads in the Idlewilde Development are complete and that there is nothing to present a liability issue to the Township. Mrs. Baker asked Mr. Craig about the basins and Mr. Craig said they are functioning as per plan.  He added that there is some erosion but the problem is cosmetic in nature, not structural, and it is okay to delay until spring correcting the problems.

Mrs. Baker said she remembers that in years past the Township had to pressure banks for the escrow needed for things not completed and that the Township ended up paying for the work to be done. She added she has the same hesitations that Dr. White has, to which Dr. White replied he was relying on the opinions of Mr. Craig that there is not a liability issue.

On motion by Mr. Little, seconded by Dr. White, the Board unanimously approved Resolution 38-01 accepting the Dedication of Merrit Circle, Resolution 39-01 accepting the Dedication of Garlington Circle, Resolution 40-01 accepting the Dedication of Monteray Lane, and Resolution 41-01 accepting the Dedication of Whiticar Lane.

On motion by Mr. Little, seconded by Mr. Meakim, the Board unanimously approved an 18 month Maintenance Security Agreement for maintenance of Merrit Circle, Garlington Circle, Monteray Lane and Whiticar Lane by Idlewilde, Inc.

On motion by Mr. Little, seconded by Mr. Meakim, the Board unanimously approved Resolution 42-01, an Application for Permit to Install and Operate Traffic Signals at the intersection of Paoli Pike and the Northbound Ramp to State Route 202.

Dr. White explained that the Board of Supervisors wanted to move forward with this request to PennDOT now that the redesign of the Five Points Road and Paoli Pike intersection is nearing approval. Mrs. Baker asked if the Township would be paying for this project and Dr. White said the Township would pay for the engineering but it would be a PennDOT project. He added this would involve aligning Long Lane with the Northbound Ramp.

Mrs. Baker asked if the Township will be paying for the Five Points Road and Paoli Pike Intersection work and Dr. White said that Paoli Pike is a state road and this will be a PennDOT project.

Mr. Little said that PennDOT , not the Township, installed a temporary traffic signal at Paoli Pike and the Northbound Route 202 ramp early in the summer 2001, to facilitate work being done on Route 352.  He added that residents of the township did not understand this and were confused when it was removed at the end of August. Dr. White said the temporary light allowed Long Lane residents to make a right turn on Paoli Pike but not a left turn. Mrs. Baker stated that a light is needed at this intersection in order for cars to make a left turn from the exit ramp onto Paoli Pike.

On motion by Mr. Little, seconded by Mr. Meakim, the Board unanimously approved Resolution 43-01, Application for Permit to Install and Operate Traffic Signals at the intersection of Paoli Pike and Fern Hill Road.

Dr. White opened the floor for public comment. No public comments were made.

Dr. White said that the West Chester Area School District will be taking the 28.4 acres of the Jerrehian property for athletic fields in addition to the Marshall Jones property in Westtown Township for the new high school.

Dr. White announced that there is a special Board of Supervisors meeting on December 19, 2001, and that the regularly scheduled Board of Supervisors meeting on December 26, 2001, has been cancelled.

There being no further business, on motion by Mr. Little, seconded by Mr. Meakim, the meeting was adjourned at 4:19 p.m.
