WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING FEBRUARY 14, 2001
A regularly scheduled meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Robert S. White, at 4:01 p.m. on Wednesday, February 14, 2001, at the West Goshen Township
Administration Building. All members were present. Dr. White opened the meeting with the Pledge of Allegiance to the Flag.
Dr. White opened the floor for public comment and there was none.
Dr. White announced the death on February 5, 2001, of former Chief of Police Michael Dunn, who served the community from January, 1976, through December, 1987.
Ms. Nancy D. Rodgers, Zoning Officer, announced that the Zoning Hearing Board would meet on Thursday, February 15, 2001 at 7:30 p.m. at the Township Administration Building to hear ZHB 3-01.
The applicant and owner is Christ Community Church, located at 1190 Phoenixville Pike, West Chester, PA. The applicant is seeking a special exception and any other relief necessary to construct a 13,000 square foot addition to the existing 24,0000 square foot church building. The proposed addition will contain a theatrical area with stage and various meeting rooms. Ms. Rodgers further announced that the application had been amended to add 242 parking spaces.
On motion by Mr. Meakim, seconded by Mr. Halvorsen, the Board unanimously approved the Board of Supervisor meeting minutes of January 10, 2001, January 24, 2001, and for the special meeting held with West
Chester University officials on January 24, 2001.
On motion by Mr. Halvorsen, seconded by Mr. Meakim, the Board unanimously approved the Treasurer's Report dated January 31, 2001, for the General Fund, the Sewer Revenue Fund, the Waste and Recycling
Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.
Sgt. William C. Camlin gave the Police Report for the month of January, 2001. Sgt. Camlin announced that the annual Skatearama would take place on March 24, 2001 at Ice Line.
Mr. Halvorsen extended appreciation to Sgt. William C. Camlin, Ofc. Justin E. DiMedio and Ofc. Robert Gilbert, on behalf of resident, Ted Nichols, for their assistance at a recent automobile accident in
which Mr. Nichols was involved. Mr. Halvorsen commended the officers for their efforts.
Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of January, 2001. Mr. Brown also gave the reports for Good Fellowship Club of Chester County and Goshen Fire and Ambulance
Company.
Richard E. Hicks, Building Official, gave the Building Inspection Activity Report for January, 2001.
On motion by Mr. Halvorsen, seconded by Mr. Meakim, the Board unanimously approved the adoption of Resolution No. 5-01, Traffic Regulatory Signs, establishing truck restrictions on South Church Street,
Norfolk Avenue, and Roslyn Avenue.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the adoption of Resolution No. 6-01, setting a public hearing date of March 14, 2001, to hear the application of AT&T
Wireless Services, for conditional use in a Multi-Purpose District for the purpose of installing a wireless communications facility, which includes a 110 foot monopole, placement of nine (9) panel
antennas on the monopole, and a 12ft. x 28ft. equipment shelter at the base.
On motion by Mr. Halvorsen, seconded by Dr. White, the Board unanimously approved the adoption of Resolution No. 7-01, setting the compensation of the tax collector for the term of elected office
commencing in January, 2002 at $14,000.00 per annum.
Mrs. Evelyn Baker, resident of 900 Sheridan Drive, questioned the role of the Tax Collector within the Township.
Mr. Halvorsen advised that the tax collector does more than just collect taxes. Mr. Halvorsen advised that Mr. William Keenan (the present tax collector) is in the office in the evenings, almost on a daily basis, to return the phone calls of those residents who have questions. Mr. Keenan is also responsible for issuing tax certifications.
Ms. Sharon Lynn, Township Manager, advised that a new tax program would be installed at the Township by the end of the week of February 19, 2001. Ms. Lynn further advised that the Township sends out
the bills and the payments are made at the Township building. This new tax system would streamline this process. In the past, the practice of collecting taxes was usually through the personal
residence of the tax collector.
On motion by Mr. Halvorsen, seconded by Mr. Meakim, the board unanimously approved the adoption of Resolution No. 8-01, application to install and operate a traffic signal at the intersection of West
Chester Pike (Route 3) and South Concord Road.
On motion by Mr. Halvorsen, seconded by Mr. Meakim, the board unanimously approved the adoption of Resolution No. 9-01, application to install and operate a traffic signal at the intersection of West
Chester Pike (Route 3) and Maple Lane.
Mr. Halvorsen explained that the residents of the Chatwood Community had requested that a traffic signal be installed at either West Chester Pike and South Concord Road or West Chester Pike and Maple Lane. Mr. Halvorsen advised that the Township must request that PennDOT complete a traffic study of the area. If PennDOT advises that a traffic signal can be installed, then the Township must pay for the installation.
On motion by Dr. White, seconded by Mr. Halvorsen, the Board unanimously approved the adoption of Ordinance 1-01, amending Chapter 60, "Peddling and Soliciting", of the Code of West Goshen
Township, to require that the police department verify with the Zoning Officer that a proposed sale, purchase or solicitation of food, printed matter, services, goods, wares or merchandise of any
description from a fixed location on the public streets, highways or private property complies with the Zoning Ordinance prior to the issuance of a permit for such activity.
On motion by Dr. White, seconded by Mr. Halvorsen, the Board unanimously approved the adoption of Ordinance 2-01, amending Chapter 78, "Vehicles and Traffic", of the Code of West Goshen
Township, to add all of the 2000 resolutions.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the adoption of Ordinance 3-01, amending the Code of West Goshen Township to include sections 64-01 through 64-07 of Chapter
64, "Public Water Supply", governing the public water connection in the Industrial District and imposing regulations for metered connections.
No further public comments were made.
There being no further business, on motion by Dr. White, seconded by Mr. Halvorsen, the meeting was adjourned at 4:22 p.m.
