WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING February 27, 2002
A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Dr. Robert S. White at 4:00 p.m. on Wednesday, February 27, 2002, at the West Goshen Township
Administration Building. All members were present. Dr. White opened the meeting with the Pledge of Allegiance to the Flag.
Dr. White opened the floor for public comment. No comments were made.
Dr. White announced that AT&T Wireless Services has withdrawn its application for approval for a telecommunications monopole to be located at 1159 West Chester Pike. Dr. White also said that with the
current drought situation, the Board of Supervisors was asking that all residents voluntarily conserve water.
On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved Resolution 10-02 authorizing the West Goshen Township Tax Collector to impose and collect a fee for certification of taxes paid on real
estate and other administrative fees for services and documents provided by the Tax Collector.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved Resolution 11-02 setting the date of Wednesday, April 10, 2002 for a public hearing for Domestic Violence Center of Chester County,
Inc. to consider a Zoning Amendment to the C-2 Commercial Shopping Center District at the intersection of Garfield Avenue and Paoli Pike to permit transitional housing.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved Resolution 12-02 honoring West Goshen Township resident Harriet Irene Pratt Hartranft on her 100th birthday.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved Resolution 13-02 authorizing erection of traffic control devices at various locations on Cotswold Lane:

On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved the signing of the Decision and Order from Supervisors Hearing S-1-02, granting Conditional Use approval to American
Cellular Network Company, LLC, d/b/a Cingular Wireless to collocate twelve telecommunications antennas on an existing two hundred foot lattice communication tower and to install one telecommunications equipment
cabinet at the base of the tower located at 825 Paoli Pike.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved an Ordinance amending Chapter 78 of the Code of the Township of West Goshen entitled Vehicles and Traffic, known as the West Goshen
Township Vehicle and Traffic Code, by designating and subjecting the road and intersections described therein to the regulatory controls established and mandated in Chapter 78. Dr. White explained that this
included all traffic regulations that were passed in the year 2001.
On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved an Ordinance appointing the elected Tax Collector as the collector of delinquent taxes pursuant to the Local Tax Collection Law, Act
of May 25, 1945, as amended, as further amended by Act 104 of 2000.
The possible signing of a lease agreement with West Chester Area School District regarding property on Turner Lane was tabled.
Bids were opened by Richard J. Craig, Township Engineer, for the purchase of one Mobile Vehicle Lift System with four Support Stands.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously voted not to award the bid at this time.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved awarding the bid to the lowest bidder pending Mr. Craig's review.
Dr. White asked Mr. Craig to explain the prewetting system. Mr. Craig said that it is a system of tanks, pumps and sprayers to apply calcium chloride or magnesium chloride to salt to prewet it before spreading
the mixture on roads. He said this works faster than plain salt to melt ice and snow.
On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved a Final Land Development Plan for a 9,600 square foot flex warehouse for Stephen R. Conway, located at 821 Lincoln Avenue. Mrs.
Evelyn Baker, 900 Sheridan Drive, asked if there would be a loading dock for the building to which Ms. Jenny Conway, who was present to represent the plan, responded there would not be a dock.
Dr. White said there would be room for smaller trucks to load and unload at the rear of the property. Mr. Craig added that there is sufficient circulation area in this plan and that it is in an industrial area and not a residential area.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved a Final Land Development Plan for the collocation of 12 antennas on an existing lattice tower for Cingular Wireless located at 825 Paoli
Pike. Ms. Mary Ann Rossi, Esquire, and Mr. Marco Paredes of Cingular Wireless were present to represent the plan.
Dr. White opened the floor for public comment.
Mr. Jeffrey Dale from A. D. Supplies asked when the bid would be awarded for the Mobile Vehicle Lift System. Dr. White explained that at the time the bid was advertised West Goshen Township had a full time
mechanic but that the mechanic has since resigned.
He added that Mr. Raymond H. Halvorsen, Public Works Director, was in the process of hiring a new person. He told Mr. Dale that the Board would notify him if the bid award should be on the agenda in the future.
Mrs. Baker stated that she had read in the Daily Local News that the Borough of West Chester was going to be building garages for West Chester University, but that there was no mention of any being in West Goshen
Township. She asked if any were planned for West Goshen. Dr. White responded that there were no plans before West Goshen Township at the present time. Mrs. Baker stated she was requesting that West
Goshen Township notify West Chester University in advance of any plans being presented that the University must meet our regulations.
Sharon Lynn, Township Manager, advised that she and Mr. Craig have been meeting on a regular basis with representatives of West Chester University. She further stated there are plans being made for a Music
Building and a garage in West Goshen Township and that the University is aware they have to comply with our regulations. She added that these meetings have been taking place since the early part of 2001.
Dr. White stated that a private entity will be building the garages in West Chester Borough, and Ms. Lynn added that it is the same firm that built the parking garage on South High Street in West Chester Borough.
Mrs. Baker said West Chester University has not kept its word on various promises in the past and that there are drainage issues in the area of the proposed Music Building and garage. Ms. Lynn responded that
Mr. Craig will be studying the drainage issue.
She added that West Chester University has been meeting with the residents and that the residents have a representative group, the West Chester Preservation Committee, which is made up of residents of each neighborhood district. Ms. Lynn stated that West Goshen Township has been in attendance at these meetings and there has been open communication. Mrs. Baker agreed that West Chester University has been more cooperative recently. Ms. Lynn said that in the last six years the Township's relationship with the University has been extremely open. Ms. Lynn said that she and Ms. Nancy D. Rodgers, Zoning Officer, had met with Dr. Madeleine Wing Adler, President of West Chester University, to stress the need for communication between the University and West Goshen Township.
There being no further business, on motion by Dr. White, seconded by Mr. Meakim, the meeting was adjourned at 4:29 p.m.
