WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING July 10, 2002
A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Robert S. White, at 4:01 p.m. on Wednesday, July 10, 2002, at the West Goshen Township Administration
Building. All members were present. Dr. White opened the meeting with the Pledge of Allegiance to the Flag.
Dr. White opened the floor for public comment. No comments were made.
Ms. Sharon Lynn, Township Manager, announced that on July 17, 2002 Chief Michael J. Carroll will become the 80th president of the Pennsylvania Police Chiefs Association and will lead the organization for a period of one year. The Board extended its congratulations to Chief Carroll for this honor.
On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the Board of Supervisors minutes from June 12, 2002 and June 26, 2002.
On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved the Treasurer's Report dated June 30, 2002 for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the
Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.
Chief Michael Carroll gave the Police Report for the month of June, 2002. Chief Carroll announced that the murder trial of victim and West Goshen resident Mr. Konstantinos Boulias began this morning at the
Chester County Courthouse. Common Pleas Court Judge Juan Sanchez is presiding over the jury.
Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of June, 2002.
Mr. Brown also gave the report for Good Fellowship Club of Chester County. The report for Goshen Fire Company was not available. Mr. Brown reminded residents that the Goshen Fair will be held from July 29 to August 3, 2002 and asked that everyone "Get the notion and come out to Goshen."
Richard Hicks, Building Official, gave the Building Inspection Activity Report for June, 2002.
Prior to the consideration of possible approval of a Vision Partnership Grant Agreement between West Goshen Township and Chester County, Ms. Lynn explained that the grant will provide 75% of the cost to update the
West Goshen Township Comprehensive Plan which was last updated in the late 1970s.
She added the Township has contracted with McCormick, Taylor and Associates, Inc., for this work and the grant will provide approximately $48,000 from the county towards the costs.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the signing of a Vision Partnership Grant Agreement between West Goshen Township and Chester County for updating of the Township
Comprehensive Plan.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved awarding a bid for one 6" Portable Trash Pump to Goodwin Pumps of America, Inc. for $22,905.00.
Bids were opened at the June 26, 2002 Board of Supervisors meeting.
Prior to the consideration of a Sewage Treatment Agreement between West Goshen Sewer Authority, West Goshen Township and Thornbury Township, Dr. White stated that this agreement is for payment by Thornbury Township
of $108,000 for the conveyance of 9,000 gallons per day of sanitary sewage. He said this is for the treatment of sewage from the Commons at Thornbury Shopping Center which is located at the intersection of
Route 926 and Route 202.
Mrs. Evelyn Baker, 900 Sheridan Drive, asked if this was the first sewage agreement with Thornbury Township and Dr. White said it was. He added that when the expansion of the West Goshen Township Sewage Plant
was completed, 800,000 gallons of capacity were reserved for West Goshen Township, and the remainder was available to sell to other municipalities.
Dr. White stated that 400,000 gallons would be needed if West Goshen Township was completely built out.
Mrs. Baker asked if the lines from the West Goshen Township Sewage Treatment Plant extend to Thornbury Township to which Dr. White replied that they do not and that Thornbury Township would be required to have a
transit agreement with Westtown Township. Mrs. Baker asked why Thornbury Township was not using Westtown Township for this sewage and Dr. White said it was because of the topography of the ground.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the signing of a Sewage Treatment Agreement between West Goshen Sewer Authority, West Goshen Township and Thornbury Township.
Dr. White opened the floor for public comment. No comments were made.
There being no further business, on motion by Mr. Meakim, seconded by Ms. McIlvaine, the meeting was adjourned at 4:13 p.m.
