WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
November 20, 2002
A special meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Dr. Robert S.
White at 4:01 p.m. on Wednesday, November 20, 2002, at the West Goshen Township Administration Building. All members were present. Dr. White opened the meeting with the Pledge of Allegiance to
the Flag.
Dr. White opened the floor for public comment.
Mrs. Evelyn Baker, 900 Sheridan Drive, asked when the December Board of Supervisors meetings would be held and Ms.
Sharon Lynn, Township Manager, replied that there will be one meeting in December on December 11, 2002 at 4:00 p.m.
On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved the bills to be paid from the
General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.
Dr. White presented the proposed 2003 Budget: Sewer Fund - $3,505,702, General Fund - $8,738,961, Waste and
Recycling - $1,290,355, Highway Fund - $415,418.
Mrs. Baker asked if the Waste and Recycling pays for itself, as she does not wish to see taxes used to pay for
this. Dr. White replied that it does pay for itself and that the current contract is for three years with an option for two additional years. He added that the Supervisors had considered having
the Township undertake the Waste and Recyling pick-up, disposal and transportation of such but concluded it would not be cost effective to proceed in that direction.
Ms. Lynn advised that the 2003 Budget will be available for the required a 20-day period of inspection by any
interested parties after adoption by the Board of Supervisors at the December 11, 2002 public meeting.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the proposed 2003 budgets for the
General Fund, Sewer Plant Fund, and Waste and Recycling Fund.
Prior to the consideration of the possible approval of Ordinance No. 12-02 amending the West Goshen Township Revised
Zoning Ordinance of 1990, as amended, Ms. Lynn stated that the proposed Ordinance had been duly advertised on October 30, 2002, and November 6, 2002, in the Daily Local News and adds to the I-3 district
those conditions that were in Ordinance 11-02 which was approved on September 25, 2002 by the Board of Supervisors. Mrs. Baker asked if Educational Uses would now be available in the I-1-2-3 and
Residential Districts. Dr. White answered that they would but the uses would not be permitted in Commercial Districts.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved Ordinance No. 12-02 amending the West
Goshen Township Revised Zoning ordinance of 1990, as amended, codified in Chapter 84 of the Code of the Township of West Goshen by amending Section 84-39 governing the I-3 General Industrial District to
allow Educational Uses when approved as a Conditional Use pursuant to Section 84-57.10 and establishing regulations applicable thereto.
Dr. White opened the floor for public comment.
Mrs. Baker asked if the proposed dormitory construction for West Chester University by Educational Properties includes
a garage, as does the proposed West Chester University Music Building. Dr. White advised he was not aware of a garage planned for this site at the present time.
Mr. Don Turner, Esquire, attorney in speaking on behalf of the West Chester Area School District, expressed the need
for additional parking at Henderson High School. He added that the District is actively seeking space for a parking lot at the PennDOT facility on Montgomery Avenue and the amendment to permit
educational uses in the I-3 District will be helpful in accomplishing that goal. He remarked that a concern of the School District is the limitation on paving which is included in the
ordinance. Dr. White stated that the Board of Supervisors will have discretion in making decisions through Conditional Use applications concerning the amendment to Ordinance 12-02. Mr. Turner
thanked the Board for its consideration.
Mrs. Baker commented to Mr. Turner that the area under consideration for the parking lot has been subject to flooding
in the past and that for this reason permeable paving should be considered. Mr. Turner responded by saying the School District is aware of the storm water runoff problem and that they will work with
both West Chester Borough and West Goshen Township to solve this issue.
Dr. White said that the West Chester Area School District had settled with the Jerrehian Family for the 28.8 acres of
property adjacent to Route 100 that is to be used for Athletic Fields for Henderson High School. He added that West Goshen Township had participated in these negotiations.
Dr. White wished everyone a Happy Thanksgiving and a Happy Hanukkah.
There being no further business, on motion by Dr. White, seconded by Mr. Meakim, the meeting was adjourned at 4:19 p.m.
