WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
June 25, 2003

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward G. Meakim, Jr., at 4:03 p.m. on Wednesday, June 25, 2003, at the West Goshen Township Administration Building.  All members were present. Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.

Mr. Meakim opened the floor for public comment.  No comments were made.

Mr. Ken W. Lehr, Park and Recreation Director, announced that the Summer Concert series began on Sunday, June 22, 2003 at the Community Park with a children's concert by Makin' Music.  He added that there will be a total of six concerts and that at the next one Special Blendz will present Motown music on Sunday, June 29, 2003 at Community Park. Mr. Lehr thanked the following sponsors of the Summer Concert Series for their support: Goshen Manor/Goshen Terrace, Commerce Bank, Park Valley Associates, QVC, Faulkner Auto of West Chester and PECO Energy. He asked that those attending the concerts bring a donation of dry goods for Chester County Cares.

Ms. Sharon Lynn, Township Manager, announced that the West Goshen Township Board of Supervisors had approved and recently acquired a Township Flag which is on display in the Public Meeting room. She said that the Township bought two fringed flags for indoor display and ten flags for outdoor use and that the flags for outdoor use are available for the purchase price of $160.00.

Ms. McIlvaine announced that she attended the Arc of Chester County Annual Meeting and Awards Dinner on May 30, 2003 at which time West Goshen Township was the recipient of the President's Award. The Township was presented with a print titled "Darlington Cedar", West Chester, by artist John Suplee.  She said the organization thanked West Goshen Township for their support and specifically recognized the efforts on their behalf of Mr. Raymond Halvorsen, Public Works Director, Ms. Lynn and Mr. Lehr. Ms. Lynn stated that the print is now on display in the second floor hallway of the Administration Building.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Mr. Meakim announced the consideration of the possible approval of the signing of an agreement with K. Hovnanian Enterprises, Inc. for the installation of a Hershey's Mill identification sign.  Mrs. Evelyn Baker, 900 Sheridan Drive, inquired as to the size of the sign and Dr. White replied that it is part of the wall at the southeast corner of Green Hill Road and Boot Road. Ms. Lynn said that the wall would be six feet high and approximately sixty feet long with a 43 square foot oval sign located in the center.  She added that the construction of the sign by K. Hovnanian Enterprises began over a year ago but was stopped by West Goshen Township. Mrs. Baker said she was concerned about the Township setting a precedent for larger signs or billboards.  Mr. Meakim said that will not happen and Mrs. Baker asked if East Goshen Township would have approved this sign. Ms. Lynn said that East Goshen Township had approved the sign before becoming aware it was located in West Goshen Township.  She added that K. Hovnanian Enterprises has paid West Goshen Township $1,000.00 for engineering and inspection of the site and will have to apply for a permit to install the sign.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the signing of an agreement with K. Hovnanian Enterprises, Inc., for the installation of a Hershey's Mill identification sign.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the awarding of the bids for the General Construction, Mechanical and Plumbing and Electrical work on the West Goshen Maintenance Garage Renovation Project to the lowest bidder pending a review of the bids by Mr. Craig.

Mr. Howard Sundwall, Chairman of the Capital Campaign Committee for the West Chester Public Library, and Ms. Victoria Dow, Director of the Library, gave a presentation to the Board of Supervisors regarding the expansion and renovation project planned for the Library.  Mr. Sundwall stated that 34% of the total card holders at the Library are West Goshen residents. He said the circulation and program attendance at the library are increasing while the shelves are at 95% capacity. He added that the library was built in 1887 with an addition constructed in 1916 which means it was designed for a century ago and does not accommodate the uses of today such as computers and internet access.  The plans include a 50% increase in shelf space, a lower level adult circulation, reading and reference area, a ramp and level entry with an elevator to all levels, a 500 square foot multi-purpose room, a teen area for books and seating and a circulation desk with space for two staff members to work. Mr. Sundwall asked for a commitment from West Goshen Township of $100,000 towards the Capital Fund.

Ms. Barbara McIlvaine Smith, West Chester Borough Councilperson, stated her support for the project and asked for the support of West Goshen Township.

Mr. Meakim opened the floor for public comment.

Ms. Lynn introduced Ms. Amy McCumsie, a West Chester University student and an intern with the Chester County Bail Agency, who had spent the day at West Goshen Township.  Ms. Lynn said that Ms. McCumsie is fulfilling her requirement for graduation.

There being no further business, on motion by Mr. Meakim, seconded by Ms. McIlvaine, the meeting was adjourned at 4:39 p.m.
