WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING May 14, 2003
A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward G. Meakim, Jr., at 4:01 p.m. on Wednesday, May 14, 2003, at the West
Goshen Township Administration Building. All members were present. Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.
Mr. Meakim opened the floor for public comment. No comments were made.
Ms. McIlvaine announced that Dr. White and she had met in executive session on this date at 2:30 p.m. to consider a personnel matter.
Ms. Nancy D. Rodgers, Zoning Officer, announced that the West Goshen Township Zoning Hearing Board will meet on Thursday, May 15, 2003 at 7:30 p.m. to sign the Order for John R.
Patrick, 3 Primrose Lane, in which a Variance was granted to permit the installation of a swimming pool in the front yard.
Ms. Rodgers further announced that the West Goshen Township Zoning Hearing Board will also consider the application of Educational Property Group, Inc. for the property at 230
East Rosedale Avenue and to sign the order for Special Exception to construct in the Flood hazard District and Variances to side, rear and front yard parking setback and permit in excess of the maximum
paved surface limitation of 30%.
Ms. Sharon Lynn, Township Manager, stated that bids were opened and read at the Board of Supervisors meeting on April 23, 2003 for the 2003-2004 road materials. She said
that after a review of the bids the lowest total bid is awarded to Glasgow, Inc. of Glenside, PA. She added that bids were also opened and read at the same meeting for the paving of the Turner Lane
facility and that after a review of the bids the lowest total bid is awarded to Chester County Sealcoat and Paving of Downingtown, PA.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the Board of Supervisors minutes from April 9 and April 23, 2003.
On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved the Treasurer's Report dated April 30, 2003 for the General Fund, the Sewer Revenue Fund, the
Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.
Lt. Joseph Gleason gave the Police Report for the month of April, 2003.
Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of April, 2003. Mr. Brown also gave the report for Goshen Fire Company, Good Fellowship Ambulance Company
and West Chester Fire Department.
Richard Hicks, Building Official, gave the Building Inspection Activity Report for April, 2003.
On motion by Mr. Meakim, seconded by Ms. McIlvaine, unanimous approval was given for the following contributions to local non-profit organizations for 2003:
- Good Fellowship Ambulance Club $6,800
- Neighborhood Health Agencies, Inc. $5,000
- Adult Care of Chester County $3,500
- Chester County Library System $2,500
- West Chester Public Library $2,500
Prior to the consideration of the possible approval of the signing of a Bus Shelter Agreement with Clear Channel Outdoor, Ms. Kristin Camp, Township Solicitor, advised the
Supervisors that several concerns of this contract had been negotiated and satisfactorily finalized including: PennDOT granting consent to Clear Channel to enter this agreement, that the
indemnification language would now properly hold the Township harmless, that the insurance language names West Goshen Township as an Additional Insured and that the term of the agreement is five years
with the optional renewal being for three years. Ms. Camp recommended approval by the Board of Supervisors.
On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved the signing of the Bus Shelter Agreement with Clear Channel Outdoor.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved a Final Land Development Plan for the School of Music/Performing Arts Center, 453 space parking
structure and 192 space parking lot for West Chester University of Pennsylvania located at 100 East Rosedale Avenue.
On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved Resolution 14-03 authorizing the erection of 25 mile per hour speed limit signs on North Hill
Drive, Owen Road, Story Road, North Penn Drive, South Penn Drive, East Penn Drive, West Penn Drive, Laurel Drive and Delmar Avenue.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved Resolution 15-03 and the signing of a Detention Basin Maintenance Agreement with the
Pennsylvania Department of Transportation for future improvements to the intersection of Paoli Pike and North Five Points Road.
The following bids were opened by Mr. Richard J. Craig, Township Engineer, for the purchase of one new/unused trailer mounted high velocity water machine with trailer:
