WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
October 8, 2003

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward G. Meakim, Jr., at 4:00 p.m. on Wednesday, October 8, 2003, at the West Goshen Township Administration Building. All members were present.  Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.

Mr. Meakim opened the floor for public comment.  No comments were made.

On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved the Board of Supervisors minutes from September 10 and September 24, 2003.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the Treasurer's Report dated September 30, 2003 for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Chief Michael Carroll gave the Police Report for the month of September, 2003.

Mr. Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of September, 2003. The reports for Goshen Fire Company and Good Fellowship Ambulance were not available.  Mr. Brown reminded everyone that the week of October 6, 2003 is fire prevention week and that they should check their smoke detectors, have furnaces cleaned and check their fireplaces for any potential problems.

Ms. Lorraine McDermott, 817 Halvorsen Drive, said that she had recently purchased a combination smoke/carbon monoxide detector and she asked Mr. Brown for the best location to install it.  Mr. Brown answered that it should be installed in a hallway with a draft coming through the hallway.

Mr. Richard Hicks, Building Official, gave the Building Inspection Activity Report for September, 2003.

On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously adopted Resolution 26-03 setting the date of November 19, 2003 to hold a Public Hearing for Omnipoint Communications Enterprise, LP/Macanga Paving to consider an application for a Conditional Use to permit the installation of a 120 foot tall monopole antenna support structure, as well as radio equipment cabinets to be placed at the base of the monopole.

Mr. Meakim opened the floor for public comment.  No comments were made.

Dr. White stated that Nextel has been considering the installation of a cell phone tower on the Township property adjacent to the Public Works Building. He said that it had been determined that the radio frequencies would not interfere with the Police radio but that other issues have caused the project to be put on hold at the present time.

There being no further business, on motion by Dr. White, seconded by Ms. McIlvaine, the meeting was adjourned at 4:06 p.m.
