WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
September 10, 2003

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward G. Meakim, Jr., at 4:02 p.m. on Wednesday, September 10, 2003, at the West Goshen Township Administration Building.  All members were present. Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.

Mr. Meakim opened the floor for public comment.  No comments were made.

Ms. McIlvaine said that on Saturday, September 6, 2003, Mr. Kent Wise, Parks Superintendent, and Mr. Ken Lehr, Park and Recreation Director, provided a tour of the 13 parks located in West Goshen Township to the Park and Recreation Board members.  She thanked Mr. Wise and Mr. Lehr for conducting this visit to the parks and commended Mr. Wise for the excellent condition of maintaining the sites.

Ms. Sharon Lynn, Township Manager, announced that the 7th annual West Goshen Township Community Day will be held on Sunday, September 14, 2003 at the West Goshen Township Community Park from noon till 5:00 p.m.

Ms. Lynn announced that the West Goshen Township Zoning Hearing Board will not meet for their regularly scheduled meeting on Thursday, September 11, 2003, as no new applications have been received.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the Board of Supervisors minutes from August 13 and August 27, 2003.

On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved the Treasurer's Report dated August 31, 2003 for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Chief Michael Carroll gave the Police Report for the month of August, 2003.  He said that new traffic patterns due to construction around East High School, Fugett Middle School and Henderson High School had caused some problems now that school was back in session but that it was being handled successfully by the West Goshen Township Police.  Chief Carroll announced that Det. Gregory Stone graduated from the FBI National Academy in July 2003. He added that Sgt. William Camlin's tour of duty in Iraq has been extended by six months and that he is scheduled to return to duty with the West Goshen Township Police in April 2004.

Mrs. Evelyn Baker, 900 Sheridan Drive, expressed concern about the high number of false alarms that the police are required to investigate and she suggested raising the amount an owner is fined for a false alarm.  Chief Carroll said that he did not believe raising the fines would reduce the number of false alarms and that the police would continue to work with residents to address the problems causing the false alarms.

Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of August, 2003. Mr. Brown also gave the report for Goshen Fire Company and Good Fellowship Ambulance.

Mr. Richard Hicks, Building Official, gave the Building Inspection Activity Report for August, 2003.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously adopted Resolution 22-03 approving the signing of a grant application to the Department of Conservation and Natural Resources for the Route 100 Park.

On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved Resolution 23-03 approving the installation of the following traffic-control devices: Stop Sign on Sunset Hollow Road at intersection of North Ashbrooke Drive, stop sign on Andrew Drive west at Saunders Lane, "speed limit sign 25 MPH" on North New Street from the intersection with Route 322 south to the West Chester Borough line, "parking prohibited at all times" on Fern Hill Road from 50 feet north of the Brinton Woods Development to 50 feet south of the Brinton Woods Development and "parking prohibited at all times" on Hightop Road from Paoli Pike to Gateway Lane.

On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved Resolution 24-03 establishing the 2004 Financial Requirements and the Minimum Municipal Obligations for all three pension plans.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved Resolution 25-03 supporting the joining with other municipalities in requesting the advancement of the final design for Route 202 from Matlack Street to the Delaware State line.

Mr. Howard Sundwall, a West Goshen Township resident, gave a presentation for the Board of Supervisors regarding the West Chester Public Library Renovation Campaign. He stated that the Library has had tremendous success in securing funding for the repair and expansion of the 100 year old building housing the Library. He asked the Board of Supervisors for their funding support. He noted that West Chester Borough has committed up to $750,000 toward the project and that the Library is asking West Goshen Township to contribute $100,000 which is 5% of the project cost.  He said that 17% of the users of the Library are West Goshen Township residents.  Mr. Sundwall submitted a letter to Mr. Meakim asking for the funding from West Goshen Township.

Dr. White responded to Mr. Sundwall that the Board of Supervisors was prepared to answer his request.  He said that there is a projected deficit of $400,000 in the Township budget for the year 2003 and that the difference will be made up through a reserve in the general fund.  He added that West Goshen Township is not able to give $100,000 to the Library.  He stated that the Board of Supervisors would increase the contribution to the operating expenses of the Library from $2,500 to $5,000 in the year 2004.  He added that West Goshen Township funds an extensive park system which is open to residents in surrounding municipalities and that this is West Goshen Township's contribution to the area.

Mr. Meakim opened the floor for public comment.  No comments were made.

There being no further business, on motion by Mr. Meakim, seconded by Ms. McIlvaine, the meeting was adjourned at 4:20 p.m.
