WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING September 24, 2003
A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward G. Meakim, Jr., at 4:01 p.m. on
Wednesday, September 24, 2003, at the West Goshen Township Administration Building. All members were present. Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.
Mr. Meakim opened the floor for public comment. No comments were made.
Dr. White announced that PennDOT has given final approval for the improvements to the intersection of Paoli Pike and Five Points Road. He
added that the letting for the scope of work has been released with an October 16, 2003 due date for the bid proposals. The construction is required to be complete by June 15, 2004. Dr. White
said when finished the intersection will have four left turn lanes and improved storm water management.
Mrs. Evelyn Baker, 900 Sheridan Drive, asked if the turning radius at the intersection would be sufficient to handle larger tractor trailers and
Mr. Richard J. Craig, Township Engineer, replied that there will be significant widening of all lanes which will improve the turning radius.
Ms. Sharon Lynn, Township Manager, announced that the West Goshen Township Zoning Hearing Board will conduct a public hearing on Thursday, October
9, 2003, at 7:30 p.m. at the Township Administration Building. The applicant is Omnipoint Communications Enterprises, L.P., d/b/a T-Mobil Wireless, 400 Street Road, Bensalem, PA. The legal
owner of the real estate affected is SSW Partners, 2401 Pennsylvania Avenue, Suite 1A-11, Philadelphia, PA. The conforming property is located at 1153 West Chester Pike. The applicant is
seeking a Variance for relief from Use Regulations to establish a wireless telecommunications facility consisting of a 110' monopole structure and related radio equipment cabinets.
Ms. Lynn stated that on September 8, 2003, Jerrehian/Greystone Partners submitted a Land Development Plan and a Conditional Use Application to West
Goshen Township for their property. She said the applications were presented to the West Goshen Township Planning Commission on September 16, 2003 as an initial submission for informational
purposes. She added that on September 23, 2003, Mr. Louis J. Colagreco, Jr., Esquire, sent a letter to Mr. Ronald C. Nagle, Esquire, requesting an extension for this submission until the Township is
notified further to commence the process. Ms. Lynn said, therefore, Item Six on the agenda, a resolution to set a date for the Conditional Use Hearing for Greystone Partners, L.P., was being tabled
at this time.
Mrs. Baker requested information of the nature of the application and Dr. White advised that the plan consisted of 709 single housing units with an
open space plan. He added that the Board of Supervisors would have significant input on the open space plan, but that the development is in the early stages and it is unknown what the final plan
will be. Mrs. Baker asked if the developer would install the sewer and water lines and Dr. White replied that the developer would install them and that the West Goshen Township Sewer Authority has
adequate capacity for the development.
On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved the bills to be paid from the General Fund, the Sewer Fund, the
Capital Reserve Fund, and the Waste and Recycling Fund.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved a contract amendment between West Goshen Township and Chester
County for an extension of time for the Vision Partnership Grant Program to update the Township Comprehensive Plan. Ms. Lynn noted that this is a six month extension of time granted by the County to
provide adequate time for public participation and the adoption process. She added that this extends the contract until March 31, 2004.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved a Final Subdivision Plan for a lot line change for Michael Hanlon
located at 1266 Bridgewater Drive.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved a Final Land Development plan for a 2,400 square foot classroom
addition for the West Chester Area School District located at Peirce Middle School. All work is in West Whiteland Township. There is no work proposed in West Goshen Township, although a portion
of the property is located in West Goshen Township.
Mr. Meakim opened the floor for public comment. No comments were made.
There being no further business, on motion by Ms. McIlvaine, seconded by Dr. White, the meeting was adjourned at 4:12 p.m.
