WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING April 14, 2004
A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Patricia B. McIlvaine at 4:01 p.m. on
Wednesday, April 14, 2004, at the West Goshen Township Administration Building. All members were present. Ms. McIlvaine opened the meeting with the Pledge of Allegiance to the Flag.
Ms. McIlvaine opened the floor for public comment. No comments were made.
Ms. McIlvaine announced the appointment of Michael P. McKie as Alternate member of the Planning Commission.
Ms. McIlvaine announced that the Spring Road Inspection of all Township roads slated to be resurfaced in 2004 was completed on April 14, 2004.
Dr. White announced that the Board had met in executive session on April 13, 2004 to discuss real estate matters.
Mrs. Evelyn Baker, 900 Sheridan Drive, asked the Board to outline the qualifications of Mr. McKie for the Planning Commission. Dr. White
responded that Mr. McKie is a seven year resident of West Goshen Township and had submitted a request to be considered for appointment to one of the Boards or Commissions. He said that the Board
interviewed potential appointees for the vacancy and felt that Mr. McKie was the best candidate. Ms. Sharon Lynn, Township Manager, said that there were two applicants for the opening and that the
Board interviewed both. She said that the Township will be advertising in the Township Newsletter in a few weeks for applicants to the various Boards and Commissions. She added that Mr. McKie
has lived in the Township longer and was the more experienced of the two candidates interviewed. Mr. Meakim stated that the Board had interviewed the candidates and feel that they chose the best
qualified person.
Ms. Lynn announced that on April 4, 2004 West Goshen Township hosted the "Every Step Counts" which was sponsored by Chester County Hospital at West
Goshen Township Community Park. Nine hundred people were registered for the event and despite the rainy weather three hundred people were present. She said that participants are committed to
walking 10,000 steps every day through the end of May.
Ms. Lynn announced that the art currently on display in the Administration Building hallways is courtesy of the Chester County Astronomical Society
and that a public reception will be held on Friday, April 16, 2004 from 7:00 to 8:30 p.m. She said that weather permitting a telescope will be set up for viewing Venus, Mars, Saturn and Jupiter.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the Board of Supervisors minutes from March 10 and March 24, 2004
with the following changes to the March 10 minutes: Dr. White made the motion to approve the Treasurer's Report dated February 29, 2004 and the spelling of Mr. Michael Bannan's name was incorrect.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved the Treasurer's Report dated March 31, 2004 for the General Fund,
the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and
Recycling Fund.
Chief Michael Carroll gave the Police Report for the month of March 2004. Chief Carroll announced that the annual Skatearama held on Saturday,
March 27, 2004 at Ice Line as part of the "Say No To Drugs" program was very successful with 650 students participating.
Chief Carroll announced that Sgt. William Camlin has returned to the West Goshen Township Police Department after twenty-two months of active duty
with the United States Army, which included twelve months serving in Iraq. He noted that during that time Sgt. Camlin attained the rank of Command Sergeant Major, the highest rank for enlisted
personnel, and received the Bronze Star for meritorious service.
Sgt. Camlin thanked the Board and Township staff for their support of him and his family during the time he was away.
Ms. McIlvaine thanked Sgt. Camlin for his service to the United States.
Chief Carroll presented a plaque from the National Committee for Employer Support of the Guard and Reserve recognizing West Goshen Township as a
Patriotic Employer "for contributing to national security and protecting liberty and freedom by supporting employee participation in America's National Guard and Reserve Force".
Chief Carroll said that the West Goshen Township Police were also proud of Sgt. Donald Loane for the award he was to receive later during this
meeting.
Mr. Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of March 2004. Mr. Brown also gave the report for Goshen Fire
Company, Good Fellowship Ambulance and the West Chester Fire Department.
Mr. Brown gave the Building Inspection Activity Report for March 2004.
Ms. McIlvaine said that she and Dr. White had attended the Goshen Fire Company dinner on April 3, 2004 at which Mr. Brown had been recognized for
his 50 years of membership in the Goshen Fire Company. She extended the Board's congratulations to Mr. Brown for this milestone.
Mr. Edward J. Atkins, Director of Chester County Emergency Services, stated that Chester County has endeavored to train and certify Municipal
Emergency Management Coordinators under the statutory requirements as put forth in Title 35. He said that Sgt. Donald A. Loane had completed the requirements for certification including one year of
basic training and one year of advanced training. Mr. Atkins presented to Sgt. Loane a plaque in recognition of his certification as an Emergency Management Coordinator. Mr. Atkins said that at
the Chester County level Sgt. Loane is one of the first Emergency Management Coordinators to achieve this award.
Mr. Atkins said that Esther Corby, West Goshen Township Part Time Dispatcher, has also attained this certification.
Prior to the consideration of the possible approval of Ordinance 05-2004 amending Section 25-19.A of Chapter 25 of the Code of the Township of West
Goshen, Ms. Kristin Camp, Esquire, Township Solicitor, entered into the record the following exhibits: B1 – Proof of Publication in the Daily Local News; B2 – Filing with the Daily Local
News; B3 – Filing with the Chester County Law Library. Ms. Camp said that this change to the code will amend the fines for false alarms generated by alarm systems.
Mrs. Baker asked what the fee schedule will be and Ms. Camp said it will be as follows:
- 1st False Alarm Free
- 2nd – 3rd False Alarms $ 50.00
- 4th – 7th False Alarms $100.00
- 8th – and Above False Alarms $200.00
- No Permit – 1st Offense $ 50.00
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved Ordinance 05-2004 amending Section 25-19.A of Chapter 25 of the Code
of the Township of West Goshen governing reimbursement to the Township for false alarms generated by alarm systems.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved Resolution 07-2004 authorizing erection of Stop signs on Penn Lane
at Delancy Place, South Bolmar Street at East Union Street and East Union Street at South Bolmar Street.
Ms. McIlvaine opened the floor for public comment.
Mr. Timothy Monaghan, 902 Lincoln Avenue, said that a letter from West Goshen Township received by Mr. Charles Fisk of the West Chester Starz Team,
of which Mr. Monaghan is a representative, stated that there are no field times available at Flagg Field for his team. He said that the Starz are currently using a field at Stetson Middle
School. Mr. Monaghan said that the East Side Little League uses Flagg Field for rain games only while the Starz would use the field every week. He noted that the letter received by Mr. Fisk
said that the Starz were not being flexible and had waited too long to apply for use of the field. Ms. Lynn said that the letter sent by Ms. McIlvaine to Mr. Fisk did not contain those
comments. Dr. White said that the Board had made its decision regarding the use of the field and that the decision would not be changed.
Ms. Baker said she would like to introduce the idea of a designated pedestrian crossing at Jones Lane and Spruce Avenue. She said there is a
large amount of traffic in this area and it is difficult to cross the street. Dr. White said that the last traffic study showed 435 vehicles in this vicinity during the morning rush hour and that
the Board does not want to install traffic impediments in the area. Mrs. Baker said that one side of the street is blocked by fences and boulders and Dr. White replied that the Township can talk to
property owners about cutting and clearing a walkway.
Dr. White thanked Sgt. Camlin for serving in Iraq and said that the Board was glad he was home safe and healthy.
There being no further business, on motion by Mr. Meakim, seconded by Ms. McIlvaine, the meeting was adjourned at 4:29 p.m.
