WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING January 14, 2003
A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Patricia B. McIlvaine at 4:02 p.m. on Wednesday, January 14, 2004, at the West Goshen
Township Administration Building. All members were present. Ms. McIlvaine opened the meeting with the Pledge of Allegiance to the Flag.
Ms. McIlvaine opened the floor for public comment. No comments were made.
Ms. McIlvaine announced that the Public Hearing that was scheduled for this date for Westtown Road Associates has been rescheduled for January 28, 2004 at 4:00 p.m.
On motion by Dr. White, seconded by Mr. Meakim, Mr. Richard E. Hicks was unanimously appointed Deputy Zoning Officer.
Ms. Nancy D. Rodgers, Zoning Officer, announced that the Zoning Hearing Board of West Goshen Township will conduct a Public Hearing on Thursday, January 15, 2004, at 7:00 p.m. at the Township
Administration Building. The applicant and legal owners are William C. and Patti Gray Dunkin, 124 Woodmint Drive, West Chester, PA. The property for which the application is filed is located
at 124 Woodmint Drive and is zoned R-3 Residential District. The applicant is appealing an Enforcement Notice issued by the Township on November 25, 2003, which determined that the proposed home
occupation "Dunkin Educational Services, Inc." did not meet the requirements for either a "No-Impact Home Based Business" or a "Home Occupation" as provided for under the West Goshen Township Code.
The applicant is seeking to appeal the Township's determination that the home occupation proposed at the subject property does not meet the requirements of Section 84-8 of the West Goshen Code.
Ms. Rodgers announced that all Zoning Hearing Board meetings in 2004 will begin at 7:00 p.m. instead of 7:30 p.m. as in the past.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the Board of Supervisors minutes from December 10, 2003.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the Treasurer's Report dated December 31, 2003 for the General Fund, the Sewer Revenue Fund, the Waste and
Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.
Chief Michael Carroll gave the Police Report for the month of December, 2003. Chief Carroll announced that 175 children were in attendance when Santa Claus arrived at the West Goshen
Township Community Park on Saturday, December 13, 2003.
He thanked PennStar Helicopter and Goshen Fire Company for their participation in the event. Chief Carroll advised that Sgt. Gregory Stone and Sgt. Anthony Storti have switched positions on the West Goshen Township Police force to give Sgt. Stone supervision experience while on patrol.
Mr. Ralph Brown, Fire Marshal, gave the Fire Marshal Report for the month of December, 2003. Mr. Brown also gave the report for Goshen Fire Company and Good Fellowship Ambulance.
Mr. Brown gave the Building Inspection Activity Report for December, 2003.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved Resolution 3-2004 setting the annual salary for the Township Manager for 2004 at $116,000.
Mrs. Evelyn Baker, 900 Sheridan Drive, asked why the other Township officials' salaries were not being placed in the record and Mr. Meakim responded that West Goshen Township is a Second Class Township
and as such is only required to place the Township Manager's salary in the record.
