WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING January 28, 2004
A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Patricia B. McIlvaine at 4:02 p.m. on Wednesday, January 28, 2004, at the West Goshen Township
Administration Building. All members were present. Ms. McIlvaine opened the meeting with the Pledge of Allegiance to the Flag.
Ms. McIlvaine opened the floor for public comment.
Mrs. Evelyn Baker, 900 Sheridan Drive, complimented the West Goshen Township Streets Department for the good job they have done in removing the snow from the roadways following the recent storms. Ms.
Patricia Post, 846 Parkside Avenue, agreed with Mrs. Baker.
Ms. McIlvaine advised that $100.00 savings bonds were issued to those employees who had perfect attendance during the 2003 calendar year. Those employees included:

Ms. McIlvaine extended congratulations from the Board of Supervisors to the employees who had perfect attendance and thanked them for their dedicated service to West Goshen Township and its residents.
Ms. Nancy D. Rodgers, Zoning Officer, announced that the West Goshen Township Zoning Hearing Board will conduct a public meeting on Thursday, February 12, 2004 at 7:00 p.m. in the Administration Building
to hear two applications. The first is the Continued Hearing for William C. and Patti Gray Dunkin, 124 Woodmint Drive, West Chester, PA who are appealing an Enforcement Notice issued by the Township on
November 25, 2003, which determined that the proposed home occupation "Dunkin Education Services, Inc." did not meet the requirements for either a "No-Impact Home Based Business" or a "Home Occupation" as provided
for under the West Goshen Township Code.
For the second hearing the applicant and legal owner is Domestic Violence Center of Chester County. The conforming property is located at the northeast corner of Garfield Avenue and Paoli Pike and is
zoned C-2 Commercial Shopping Center District. The applicant is seeking a Special Exception as provided for under Section 84-72-A to permit the crossing of the Flood Hazard District with a sanitary sewer line
and any other relief necessary to construct a residential housing and day care facility.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved Ordinance 1-04 amending Chapter 78 of the Code of the Township of West Goshen entitled "Vehicles and Traffic" by designating
and subjecting the roads and intersections described to the regulatory controls established and mandated in Chapter 78. Mr. Ronald C. Nagle, Township Solicitor, entered into the record the following
exhibits: B1 – Proof of Publication in the Daily Local News; B2 – Proof of Filing with the Daily Local News; B3 – Proof of Filing with the Chester County Law Library.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved the signing of the Developer's Performance Bond, Subdivision and Land Development Improvement and Maintenance Agreement and
Financial Security Agreement for a 10-lot residential subdivision for Thompson Edgewater, L.P., located at 618 Airport Road.
Ms McIlvaine opened the floor for public comment. No comments were made.
There being no further business, on motion by Mr. Meakim, seconded by Ms. McIlvaine, the meeting was adjourned at 4:10 p.m.

Supervisor Hearing S-1-04 was called to order by Chairman Patricia B. McIlvaine at 4:20 p.m. All members were present.
Mr. Ronald C. Nagle, Esquire, was present to represent the Township.
Mr. John E. Good, Esquire, was present to represent the applicant, Westtown Road Associates, L.P. The applicant seeks consideration of an ordinance of the Township of West Goshen amending the Zoning Map of West Goshen Township dated April 3, 1979, last revised and reprinted, as amended, February, 1999, as authorized in Section 84-5 of the West Goshen Township Zoning Ordinance of 1990, as amended, codified as Chapter 84 by rezoning the following described land from I-3 General Industrial District to MSP Multipurpose District: All that certain area of land lying within and bounded on the north by the north property lines of Tax Parcels 52-5F-84 and 52-5F-90.1, on the south by East Nields Street, on the east by Westtown Road and on the west by South Bolmar Street.
