Ms. Sharon Lynn, Township Manager, announced that West Goshen Township has been presented with a cost savings opportunity through the Central Westmoreland Council of Governments for the
purchase of vehicles. She said this would be similar to West Goshen Township's participation in the West Chester Council of Governments through which municipalities join together in the purchasing
of items at a cost savings for all participants. Ms. Lynn said that the cost for the Township to participate would be $130.00 and that there would be substantial cost savings to the Township for
the purchase of vehicles. She added that the prices for the vehicles are less than those on the state contract.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved joining the Central Westmoreland Council of Governments as an Associate Member.
Mrs. Evelyn Baker, 900 Sheridan Drive, asked if the prices are lower than those that could be obtained by accepting bids for the vehicles and Dr. White responded that the Township in the past
has not sought bids for the vehicles but has been purchasing them through the state contract.
He said that through the Central Westmoreland Council of Governments the savings on a police car will be approximately $1,000. Ms. Lynn said that the Central Westmoreland Council of Governments offered a greater variety of cars to choose from and that the total savings is anticipated to be approximately $6,000.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and
Recycling Fund.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously adopted Resolution 05-2005 approving the installation of a traffic signal at Greenhill Road and Karen Lane/McDermott
Drive.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the signing of the Actual Use Report of State Funds for the period ending December 31, 2004.
Prior to the consideration of the possible approval of Ordinance 01-2005 amending the Code of West Goshen Township by adding a new Chapter 37 to the Code of West Goshen Township titled
"Emergency Communications Systems" Ms. Kristin Camp, Township Solicitor, entered into the record the following exhibits:

Ms. Camp said that this Ordinance would establish a new chapter in the West Goshen Township Code and that it would ensure that West Goshen Township has adequate emergency radio coverage for
police, emergency personnel and fire personnel. She said it is based almost verbatim on a sample ordinance provided to the Township by the Director of Emergency Services for Chester County.
Ms. Camp said she worked with Mr. Richard Craig, Township Engineer, to tailor the sample ordinance to fit West Goshen Township. She added that West Chester University is in the process of
constructing a new building and that they will follow the guidelines of this ordinance so that emergency personnel will have adequate radio coverage both inside and outside the building for
communication. Dr. White asked if the cause of the communication problem was because of the type of construction of the building and Ms. Camp replied that it was. Ms. Camp said that there are
certain exemptions to the ordinance but that most buildings will require either amplification or an antenna be added to the building. She said that if the police should encounter a problem at a
building, the township has recourse to require that the building be upgraded to code within 90 days.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved Ordinance 01-2005 amending the Code of West Goshen Township by adding a new Chapter 37 to the Code of West
Goshen Township titled "Emergency Communications Systems" to establish minimum regulations applicable to emergency communications systems.
Mrs. Baker asked how a building that predates the ordinance could be brought up to code and Mr. Craig said that there are two options. One would be to install an amplification system at a
single location within the building to receive the signal from outside the building and retransmit it to the inside and vice versa.
The second option would be to install an antenna system on the perimeter of the building to send and receive transmissions. He said that both will accomplish the same thing. Mrs. Baker asked if a person would be able to use a cell phone in a building under this ordinance where the cell phone does not presently work and Mr. Craig answered that cell phones use different signals than emergency communications. Ms. Lynn said that the original ordinance received from Chester County did not include some frequencies that the West Goshen Township Police use so those frequencies were added to the ordinance. She said that there are some areas in the Township where the police cannot communicate so this ordinance will assist the police. Mrs. Baker asked if there was a problem communicating within a hospital building and Mr. Craig responded that because of the critical need, many hospitals already have systems in place. Dr. White asked about building exemptions and Mr. Craig said that buildings under 35 feet in height were exempted.
Mr. Robert Murlless, 824 Halvorsen Drive, asked if the antennas or repeaters were required to have battery backup embedded in them and Mr. Craig replied that it was required. Ms. McIvaine
asked if the Township Administration Building complies with the new ordinance and Mr. Craig responded that there were not any problems within the building and that the nearest communication tower is
located at the Government Service Center which is a short distance from the Administration Building.
Prior to the consideration of Ordinance 02-05 amending Chapter 78 of the Code of West Goshen Township, Ms. Camp entered into the record the following exhibits:

Ms. Camp explained that this Ordinance codifies all of the Vehicle and Traffic Resolutions that were approved in the year 2004.
On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved Ordinance 02-2005 amending Chapter 78 of the Code of the Township of West Goshen entitled "Vehicles and
Traffic" by designating and subjecting the roads and intersections described herein to certain of the regulatory controls established and mandated in Chapter 78.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved Resolution 06-2005 setting the date of February 9, 2005, for a Public Hearing to consider the Intermunicipal
Transfer of a Liquor License for Applebee's Neighborhood Grill and Bar (Rose Casual Dining, L.P.), 1107 West Chester Pike, West Goshen Township, West Chester, PA 19380.
Mrs. Baker asked if this license was the same liquor license that was approved for transfer by TGI Fridays, Inc., by the Board on August 11, 2004, and Mr. Meakim replied that it was a different
license but that TGI Fridays, Inc., had withdrawn its license from the same site that Applebee's is considering.
On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved a Final Land Development Plan for a 5,200 square foot building addition for Willi K. E. Weichelt, VMD, located
at 1141 West Chester Pike. Dr. Willi K. E. Weichelt was present to represent the plan.
The possible approval of a Final Land Development Plan for a 5,608 square foot building addition for Brandywine Coachworks located at 891 South Matlack Street was tabled as no one was present
to represent the plan.
Dr. Weichelt asked when he could apply for the permits for his construction and Mr. Craig advised him he could apply immediately and the approval process would take from 10 to 15 days.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved a Deed of Dedicatiion, Maintenance Security Agreement and Maintenance Bond with Surety for Stillwood Lane
submitted by SBCM, Inc.
Mr. Meakim opened the floor for public comment. No comments were made.
There being no further business, on motion by Mr. Meakim, seconded by Ms. McIlvaine, the meeting was adjourned at 4:25 p.m.
