WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
June 22, 2005

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward G. Meakim at 4:03 p.m. on Wednesday, June 22, 2005, at the West Goshen Township Administration Building.  Ms. McIlvaine was absent. Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.

Mr. Meakim opened the floor for public comment.

Mrs. Evelyn Baker, 900 Sheridan Drive, asked if there was a written report on the Board's observations on April 21, 2005, of the field lights at West Chester University that are the subject of Supervisors Hearing S-03-05. Dr. White responded that there is no written report.  Mrs. Baker said that in case of an appeal of the decision of the Board, it might be wise to have a written report.  Ms. Sharon Lynn, Township Manager, said that the observations of the supervisors were presented on the record at the last hearing for West Chester University on April 27, 2005 and will be part of the transcript of the proceedings.

Mr. Meakim announced that the Board of Supervisors met in Executive Session on June 9, 2005, to discuss legal matters.

On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved the appointment of Michael T. Dolan as a regular member of the Park and Recreation Board.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the appointment of Grant Middlestead as a regular member of the Zoning Hearing Board. 

Dr. White said that Mr. Middlestead has been serving as alternate member of the Zoning Hearing Board and was a member of the Planning Commission from 1978 to 1984.

Dr. White said that the improvements to the intersection of Paoli Pike and Five Points Road are complete except for the signal work.  Mrs. Baker asked if there will be left turn signals and Dr. White replied that there will be left turn signals for traffic on Paoli Pike but not for Five Points Road because Five Points Road does not meet the warrants for a left turn signal.

Ms. Lynn announced that The Zoning Hearing Board of West Goshen Township will conduct a public hearing on Wednesday, June 29, 2005 at 7:00 p.m. at the Township Administration Building to hear the following applications:

ZHB 04-05: The applicant is John W. Lister, 1450 E. Boot Road, #400-B, West Chester, PA.  The property for which the application is made is located at 115 Westtown Road and is zoned C-5 General Highway Commercial.  The legal owner of the property is WCOP Associates Limited Partnership, 1853 William Penn Highway, Lancaster, PA. The applicant is seeking variance relief and any other additional relief necessary in order to construct an office building with storage.

ZHB 06-05: The applicant/lessee is Fulton Financial Corporation, 1 Penn Square, Lancaster, PA. The property for which the application is made is located at 1201 West Chester Pike and is zoned C-5 General Highway Commercial Zoning District.  The legal owner of the real estate is Wayne R. DiFrancesco, White Horse Farm, 184 West London Grove Road, West Grove, PA.  The applicant is seeking Use approval by Special Exception and is seeking variance relief and any other additional relief necessary for development of subject parcel.

Mrs. Baker asked what Fulton Financial Corporation is proposing to build at 1201 West Chester Pike and Dr. White said it would be a bank. Mrs. Baker said she was concerned about the hazards of an entrance to the property from West Chester Pike and Dr. White replied that when the plan is presented, Mr. Richard Craig, Township Engineer, will study it to determine if the entrances are appropriate.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the signing of an agreement between the West Chester Area School District and West Goshen Township for the cooperative construction of the West Chester Area School District athletic fields and the Robert E. Lambert Park on Pottstown Pike.

Prior to the consideration of the possible approval of the bid awards for the construction of the West Chester Area School District athletic fields and the Robert E. Lambert Park, Dr. White said that West Goshen Township and the West Chester Area School Board had agreed to award the bid to the lowest bidder in combination of the two projects. There were two bids for site work, one of which was $400,000 lower for West Goshen Township's project; however the combined low bid was to be accepted.

Mr. Meakim said that the bids were opened on May 25, 2005, at 2:30 p.m. at the Spellman Administration Center and that ELA Group completed a review of the bids and recommended awarding the bids to the low bidder in each of the four categories:  Sitework/General Construction – KC Construction Co., Plumbing Contractor – Cooks Service Co., HVAC Contractor – Air Control Technology, and Electrical Contractor – Cooks Service Co.  The total cost share for West Goshen Township is $911,305.00.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the awarding of the bids for the construction of the West Chester Area School District athletic fields and the Robert E. Lambert Park to the following bidders:  Sitework/General Construction – KC Construction Co., Plumbing Contractor – Cooks Service Co., HVAC Contractor – Air Control Technology, and Electrical Contractor – Cooks Service Co.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved Resolution 17-2005 authorizing the erection of 25 mile per hour speed limit signs on Exeter Drive from Fernhill Road to Oxford Road.

Mr. Meakim opened the floor for public comment.  No comments were made.

There being no further business, on motion by Mr. Meakim, seconded by Dr. White, the meeting was adjourned at 4:16 p.m.
