WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
May 11, 2005

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward G. Meakim Jr., at 4:02 p.m. on Wednesday, May 11, 2005, at the West Goshen Township Administration Building.  All members were present. Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.

Mr. Meakim opened the floor for public comment. 

Mrs. Evelyn Baker, 900 Sheridan Drive, stated that she had read the Decision and Order for the application made by Westrum Land Development for an Active Adult Community in the I-C District. She said that even though she still disapproves of the decision by the Board to allow the development she feels the Board did a good job in setting the conditions for the approval of the application.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the Board of Supervisors minutes from April 13 and April 27, 2005. 

On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved the Treasurer's Report dated April 30, 2005 for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Chief Michael Carroll gave the Police Report for the month of April 2005. 

Ms. Andrea Testa, Fire Marshal, gave the Fire Marshal Report for the month of April 2005. Ms. Testa also gave the reports for Goshen Fire Company and Good Fellowship Ambulance.

Mr. Richard E. Hicks, Building Official, gave the Building Inspection Activity Report for April 2005. 

Mrs. Baker asked how many single family home permits were issued in April and Mr. Hicks replied that there were no permits issued in April for single family homes. Mrs. Baker asked if inspections were now being done on the replacement of roofs and Mr. Hicks said that plans for the roofs are checked when the permit is applied for and that the flashing to prevent ice damming is inspected.  Mrs. Baker asked if inspections on residential siding installations are performed and Mr. Hicks responded that siding inspections are not required for residential construction but are required for commercial construction.

Mr. Meakim opened the floor for public comment.

Dr. White said that he had received phone calls from residents regarding traffic issues and that he had asked the residents to attend the first Board meeting of the month to present their problem and to talk to Chief Carroll. He said that to date no one has attended the Board meetings.  Chief Carroll said that the police department would be happy to take the information and to meet with residents to check out any traffic issues.  Dr. White said that in every case the residents have contacted the police department and have talked to Sgt. William Camlin or Ofc. Justin DiMedio and Sgt. Camlin and Ofc. DiMedio have responded to the individuals. Dr. White said that he had informed the residents that they could talk directly to the Chief at the Board meeting. He added that in most cases the residents would like to have their public streets altered in order to slow traffic. This is not acceptable practice in that the Police Department patrols and enforces the speed.

Ms. Jodie Mattison, 1264 Knollwood Drive, asked what the process was to request a turn signal to be installed at an intersection, specifically Phoenixville Pike and Green Hill Road and Green Hill Road and Boot Road.  Dr. White said that the Township is negotiating with a developer now for the installation of a turn signal at Green Hill Road and Boot Road.  He said that the procedure for requesting a signal or traffic sign is to make the request to the Township.  The Township Police will conduct a traffic study to see if the change is warranted and if it is, the Township will request that PennDOT do an engineering study.  After the engineering study is done, the Township can make a request to PennDOT to install the device, which Dr. White said can take considerable time. He advised Ms. Mattison that residents can call the Township Manager, Ms. Sharon Lynn, to voice their concern about a traffic situation.

Mr. Meakim said that the installation of a left turn signal at Phoenixville Pike and Green Hill Road is in the process of being completed.

Mr. Hugh Purnell, 704 Owen Road, said that there is a manhole collapsing in front of 603 Owen Road.  Dr. White asked Mr. Purnell if it is a sewer manhole and Mr. Purnell said that it is. Dr. White said that he will notify Mr. John Scott, Wastewater Treatment Plant Manager.

There being no further business, on motion by Mr. Meakim, seconded by Ms. McIlvaine, the meeting was adjourned at 4:15 p.m.
