WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
November 16, 2005

A special meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward G. Meakim at 4:03 p.m. on Wednesday, November 16, 2005, at the West Goshen Township Administration Building. All members were present. Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.

Mr. Meakim opened the floor for public comment.

Mrs. Evelyn Baker, 900 Sheridan Drive, asked if she could have a copy of the Decision and Order for Supervisors Hearing S-03-05 for West Chester University and Ms. Sharon Lynn, Township Manager, said she would provide one to Mrs. Baker.

Ms. Diane Clayton, Assistant Zoning Officer, announced that the Zoning Hearing Board of West Goshen Township will conduct a public hearing on Monday November 21, 2005, at 7:00 P.M. at the Township Administration Building, to hear application #10-05. The applicant and legal owner is Jerrehian - A PA General Partnership. The property for which the application is made is located at the west side of Penn Drive, just north and adjacent to the Route 322 Bypass; being Tax Parcel No. 52-2-114.5; and zoned R-3 Residential Zoning District, which is part of the Jerrehian land holdings, consisting of 450+ acres. A subdivision of the Jerrehian land holdings is proposed resulting in the 20.820 acres parcel that is the subject of this application. The applicant is seeking a special exception pursuant to Section 84-84.B of the West Goshen Township Zoning Ordinance which requires special exception approval by the Zoning Hearing Board to permit necessary uses required to develop the Property when crossing a Flood Hazard District. Additionally the applicant seeks any other relief necessary for the proposed development of the Property into 25 single-family detached dwellings with a new bridge/culvert to replace the existing one.

Ms. Lynn announced that the Board of Supervisors will meet one time in December on December 14, 2005 at 4:00 p.m.

On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved awarding the bid to the lowest bidder pending a review by Mr. Craig and Mr. Scott.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved a Final Land Development Plan for 212,800 square feet of industrial buildings for Keystone Community Alliance located at 831 Lincoln Avenue. Mr. Senya Isayeff was present to represent the plan.

Mr. Isayeff expressed his gratitude to the Board for the Township's assistance in developing this plan. In appreciation he presented a print of the painting Pennsylvania Landscape by Andrew Wyeth to the Board.

Prior to the consideration of the proposed 2006 budgets for the General Fund, Sewer Plant Fund, and Waste and Recycling Fund, Dr. White said that the revenues for the General Fund are projected to be $11,387,680 with expenses of $11,367,208, the revenues for the Sewer Plant Fund are projected to be $3,254,984 with expenses of $3,950,373, the revenues for the Waste and Recycling Fund are projected to be $1,524,539 with expenses of $1,600,333 and the revenues for the Highway Fund are projected to be $424,825 with expenses of $552,762. Dr. White said that the Township will be paving four miles of roads in 2006.

Mrs. Baker asked if Pulte Homes of PA, L.P., who is proposing the development of the Jerrehian property would pay for all sewer connections and Dr. White said they will pay for all expenses incurred in connecting to the West Goshen Township Sewer lines. Mrs. Baker asked how the proposed condos in the Pulte plan would be billed for use of the sewer facilities and Ms. Lynn said that each occupant will be billed separately.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the proposed 2006 budgets for the General Fund, Sewer Plant Fund, and Waste and Recycling Fund.

On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved Resolution 38-2005 adopting and submitting to the Department of Environmental Protection for its approval a revision to the West Goshen Township "Official Sewage Facilities Plan" for the Sewage Facilities Planning Module for Pulte Homes of PA, L.P.

Mr. Meakim opened the floor for public comment.

Ms. Baker asked about the revision to the West Goshen Township "Official Sewage Facilities Plan" for Pulte Homes of PA, L.P., and Dr. White replied that the revision is required by the DEP and is not an unfunded mandate.

There being no further business, on motion by Ms. McIlvaine, seconded by Mr. Meakim, the meeting was adjourned at 4:45 p.m.
