WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
August 9, 2006

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Dr. Robert S. White at 4:02 p.m. on Wednesday, August 9, 2006, at the West Goshen Township Administration Building. All members were present.  Dr. White opened the meeting with the Pledge of Allegiance to the Flag.

Dr. White opened the floor for public comment.

Ms. Mary Clinton, 605 Howard Road, thanked the Board for the Robert E. Lambert Park skatepark and dog park. She asked if there had been any consideration given to prohibiting smoking at the park and Mr. Meakim replied that an ordinance prohibiting smoking in all Township parks will be considered at this meeting.  Ms. Clinton asked if recycling will be instituted at the new park and Ms. Sharon Lynn, Township Manager, responded that there have been problems in the past at other Township parks with recycling but that the matter was brought up at the last Park and Recreation Board meeting and the Park and Recreation Board has taken the matter under advisement.

Dr. White announced that the August 23, 2006 Board of Supervisors meeting has been cancelled and that the next regular Board of Supervisors meeting will be on September 13, 2006 at 4:00 p.m.

Mr. Raymond D. McKeeman, Zoning Officer, announced that the Zoning Hearing Board of West Goshen Township will conduct a public hearing on Monday, August 21, 2006 at 7:00 p.m. to hear ZHB 5-06. The applicant and legal owner is Craig Camacho, 327 Courtney Circle, West Chester, PA. The conforming property is located at 327 Courtney Circle and is zoned R-3 Residential Zoning District. The applicant is seeking variance relief for the Rear Yard, 30 feet minimum and any other relief necessary to construct a patio room addition which would reduce the rear yard setback to 20 feet.

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the Board of Supervisors minutes from July 12 and July 26, 2006.

On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved the Treasurer's Report dated July 31, 2006 for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Lt. Joseph Gleason gave the Police Report for the month of July 2006. 

Mrs. Evelyn Baker, 900 Sheridan Drive, asked how many of the alarms in the Police Report were valid alarms and Lt. Gleason responded that 31 calls were valid.

Ms. Andrea Testa, Fire Marshal, gave the Fire Marshal Report for the month of July 2006. Ms. Testa also gave the report for Good Fellowship Ambulance.  There was no report available for Goshen Fire Company.

Mr. John Beswick, Building Official, gave the Building Inspection Activity Report for July 2006.

Mrs. Baker asked how many permits were issued for single family homes and Mr. Beswick responded that two permits were issued for single family homes.

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved Resolution 22-2006 authorizing placement of a Stop Sign at the intersection of Eaches Mill Road and South Bolmar Street and Parking Prohibited at all Times signs on Saunders Court from Saunders Lane to the cul-de-sac.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved Ordinance 10-2006 amending Chapter 57 of the Code of West Goshen, Titled "Parks and Recreation Areas" by adding a new Section 57-3.S to prohibit smoking in the Township public parks and recreation areas and to establish rules and regulations for the use of the Robert E. Lambert Skatepark and Dog Park.

Mrs. Baker asked about the specific regulations for the use of the Robert E. Lambert Park and Ms. Kristin Camp, Township Solicitor, provided Mrs. Baker with a copy of the regulations.

Dr. White opened the floor for public comment.

Ms. Clinton thanked the Board for the "No Smoking" rules for the Township parks and Ms. Lynn thanked Ms. Clinton and her son for their use of the new park.

Mrs. Baker asked about the procedure for obtaining a "No Parking" sign on a street and Ms. Lynn advised Mrs. Baker to contact the Police Traffic Safety Unit to have a traffic study completed or to speak with Lt. Gleason following the Board meeting.

There being no further business, on motion by Mr. Meakim, seconded by Ms. McIlvaine, the meeting was adjourned at 4:14 p.m.
