WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
January 11, 2006

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Dr. Robert S. White at 4:03 p.m. on Wednesday, January 11, 2006, at the West Goshen Township Administration Building. All members were present.  Dr. White opened the meeting with the Pledge of Allegiance to the Flag.

Dr. White opened the floor for public comment. No comments were made.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved appointing Ms. Sharon Lynn, Township Manager, as Deputy Zoning Officer.

Mr. Raymond McKeeman, Zoning Officer, announced that the Zoning Hearing Board of West Goshen Township will conduct a public hearing on Thursday, January 19, 2006 at 7:00 p.m. at the Township Administration Building.  ZHB 1-06: The applicant and legal owner is 1301 Phoenix, L.P., c/o George Spaeder, 1014 Agnew Drive, Drexel Hill, PA.  The properties for which the application is made are 1301 and 1307 Phoenixville Pike and are zoned C-1 Neighborhood Commercial Zoning District. The applicant is seeking variance relief from a paved surface area no greater than 55%, a minimum of 40% green area, screening that is less than the required 20 feet and to permit a trash enclosure within the building setback.

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the Board of Supervisors minutes from December 14, 2005.

On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved the Treasurer's Report dated December 31, 2005 for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Lt. Joseph Gleason gave the Police Report for the month of December 2005.

Ms. Andrea Testa, Fire Marshal, gave the Fire Marshal Report for the month of December 2005.  Ms. Testa also gave the reports for Goshen Fire Company, Good Fellowship Ambulance and West Chester Fire Department.

Mr. John Beswick, Building Official, gave the Building Inspection Activity Report for December 2005.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved Resolution 04-2006 appointing Penn State Inspection Agency as an approved electrical inspection agency for West Goshen Township.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved tabling the consideration of a Final Land Development Plan for a 2,943 square foot bank building for Fulton Financial Corporation located at 1201 West Chester Pike as there was no one present to represent the plan.

Dr. White opened the floor for public comment. No comments were made.

There being no further business, on motion by Dr. White, seconded by Mr. Meakim, the meeting was adjourned at 4:10 p.m.

West Goshen Township

S-01-06

Supervisor Hearing S-01-06, which was duly advertised, was called to order by Chairman Dr. Robert S. White at 4:17 p.m. All members were present.

Ms. Kristin S. Camp, Esquire, was present to represent the Township. Mr. William J. Brennan was present to represent the applicant, 1301 Phoenix, L. P.  The applicant is seeking conditional use approval from the Board pursuant to Section 84-57.13 of the West Goshen Township Zoning Ordinance of 1990, as amended in Ordinance 7-2005, which permits pharmacy/drug stores in the C-1 Neighborhood Commercial District by conditional use of the Board. If approved, the applicant intends to develop the property located at the northeast corner of Boot Road and Phoenixville Pike with a Rite Aid Pharmacy.

The record was closed and the hearing was recessed at 4:49 p.m.  The hearing resumed at 4:51 p.m.

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the conditional use application of 1301 Phoenix, L.P. for the property located at the northeast corner of Boot Road and Phoenixville Pike for the development of a Rite Aid Pharmacy.

The hearing ended at 4:54 p.m.

S-02-06

Supervisor Hearing S-02-06, which was duly advertised, was called to order by Chairman Dr. Robert S. White at 4:54 p.m. All members were present.

Ms. Kristin S. Camp, Esquire, was present to represent the Township. Ms. Mary Ann Rossi, Esquire, was present to represent the applicant Spring Court Associates, L.P., who is seeking conditional use approval to develop 12 townhomes on a 1.4 acre tract of real property that it equitably owns which is located at 200 Spring Lane.  The Property is located in the R-3A Zoning District which permits townhomes by conditional use approval of the Board of Supervisors pursuant to Section 84-73.A of the West Goshen Township Revised Zoning Ordinance of 1990.
