WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
June 14, 2006


A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Dr. Robert S. White at 4:01 p.m. on Wednesday, June 14, 2006, at the West Goshen Township Administration Building.  All members were present. Dr. White opened the meeting with the Pledge of Allegiance to the Flag.

Dr. White opened the floor for public comment. No comments were made.

Dr. White announced that the hearing for the Richard James Group that was scheduled to follow this meeting has been cancelled as the applicant has withdrawn their application.

Mr. Raymond D. McKeeman, Zoning Officer, announced that the Zoning Hearing Board of West Goshen Township will conduct a public hearing on Monday, June 26, 2006, at 7:00 p.m. to hear ZHB 4-06.  The applicant is D. Howell Development Corporation, 1195 McDermott Drive, West Chester, PA and the legal owner of the property is Terramics/Brandywine Association. The property for which the application is made is located at Airport Road and Wrights Lane and is zoned I-1 Campus Light Industrial District.  The applicant is seeking variance relief concerning the area and bulk regulations of yards contiguous to a residential zoning district and from the Stormwater Management Ordinance in order to grade and install a stormwater management facility and outlet.

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the Board of Supervisors minutes from May 10 and May 24, 2006. 

On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved the Treasurer's Report dated May 31, 2006 for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Chief Michael Carroll gave the Police Report for the month of May 2006.  Chief Carroll announced that Cpl. Robert Holland who is retiring will be arriving at the Township Municipal Complex by helicopter on Friday, June 16, 2006 at 7:45 a.m. for his last day of duty. 

Mrs. Evelyn Baker, 900 Sheridan Drive, asked how many of the alarms in the Police Report were valid alarms and Chief Carroll responded that 17 calls were valid.

Ms. Andrea Testa, Fire Marshal, gave the Fire Marshal Report for the month of May 2006. Ms. Testa also gave the report for Good Fellowship Ambulance and Goshen Fire Company.

Mr. John Beswick, Building Official, gave the Building Inspection Activity Report for May 2006.

The following bids for the 2006 Asphalt Project were opened and read by Mr. Richard J. Craig, Township Engineer:

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved awarding the bid to the low bidder pending a review of the bids by Mr. Craig.

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved Resolution 17-2006 authorizing the erection of Speed Limit signs on Hamilton Drive and Westbrook Drive and a stop sign on Barbara Drive at Edward Lane.

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved Resolution 18-2006 authorizing the signing of a Governmental Equipment Lease-Purchase Agreement with Caterpillar Financial Services Corporation for a Caterpillar Model 924F Wheel Loader.

On Motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved Resolution 19-2006 recognizing Cpt. Robert M. Holland's loyal and faithful service of 26 years to West Goshen Township.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved Resolution 20-2006 setting the date of July 26, 2006 to hold a public hearing to consider amending the Code of West Goshen Township, Chapter 84, to amend the building setback line for properties which have less than five (5) acres in the C-2 Zoning District.

On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved a Final Land Development Plan for a 44,800 square foot building addition for All Seasons Storage located at 1008 Greenhill Road.  Mr. David Gibbons from D. L. Howell was present to represent the plan.

Dr. White opened the floor for public comment. No comments were made.

There being no further business, on motion by Dr. White, seconded by Ms. McIlvaine, the meeting was adjourned at 4:14 p.m.

Supervisor Hearing S-05-06, which was duly advertised, was called to order by Chairman Dr. Robert S. White at 4:35 p.m. Ms. McIlvaine was not present.

Ms. Kristin S. Camp, Esquire, was present to represent the Township. Ms. Leslie M. Gerstein, Esquire, was present to represent the applicant. The applicant, H. A. Steen Industries, Inc., is seeking conditional use approval pursuant to Section 84-52.B1 of the West Goshen Township Zoning Ordinance to erect one (1) billboard structure with two (2) billboard faces measuring approximately 336 square feet in an area along Route 202 on property which is located at 211 Carter Drive in the I-2 Light Industrial District.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the Conditional Use application of H. A. Steen Industries, Inc., to erect one (1) billboard structure with two (2) billboard faces measuring approximately 336 square feet in an area along Route 202 on property which is located at 211 Carter Drive in the I-2 Light Industrial District and granted a waiver to the applicant for submitting land development plans for the billboard.

The hearing ended at 4:44 p.m.
