WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING November 15, 2006
A special meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Dr. Robert S. White at 4:01 p.m. on Wednesday, November 15, 2006, at the West Goshen Township
Administration Building. All members were present. Dr. White opened the meeting with the Pledge of Allegiance to the Flag.
Dr. White opened the floor for public comment. No comments were made.
Ms. Sharon Lynn, Township Manager, announced that the November 22, 2006 Board of Supervisors meeting has been cancelled.
The next Board of Supervisors meeting will be on December 13, 2006 at 4:00 p.m. and this will be the only meeting in December.
Ms. Lynn announced that the West Goshen Township Zoning Hearing Board will conduct a public hearing on Wednesday, November 29, 2006 at 7:00 p.m. to hear Application ZHB 8-06. The applicant and legal
owner is Timothy S. Brewer, 512 Susan Drive, West Chester, PA.
The property for which the application is made is located at 512 Susan Drive and zoned R-2 Residential District. The applicant is seeking relief pertaining to permitted accessory uses to permit a distance of 20 feet from the rear and side yard lines to allow adequate space for a 16 foot by 40 foot swimming pool with a minimum four-foot high continuous barrier.
On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.
Prior to the presentation of the proposed 2007 budgets for the General Fund, Sewer Plant Fund and Waste and Recycling Fund, Dr. White said that the revenues for the General Fund are projected to be
$11,766,294 with expenses of $11,915,480, the revenues for the Sewer Plant Fund are projected to be $3,389,956 with expenses of $4,140,326, and the revenues for the Waste and Recycling Fund are projected to be
$1,635,370 with expenses of $2,019,428.
Mrs. Evelyn Baker, 900 Sheridan Drive, asked how the shortfalls in the Sewer Fund and the Waste and Recycling Fund would be handled and Dr. White replied that raising user fees would be an option if the
expenses cannot be reduced.
He noted that there are reserve funds in both accounts. Mrs. Baker asked the reason for the shortfalls and Dr. White responded that the revenues have remained constant while the expenses have increased. Dr. White said that the Township is in the second year of an extension of the Trash and Recycling contract and that it will need to be put out for bid in the summer of 2007.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the proposed 2007 budgets for the General Fund, Sewer Plant Fund, and Waste and Recycling Fund. Adoption of the final
budget is set for the Board of Supervisors meeting on December 13, 2006, at 4:00 p.m.
Dr. White opened the floor for public comment. No comments were made.
There being no further business, on motion by Dr. White, seconded by Mr. Meakim, the meeting was adjourned at 4:12 p.m.
