WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
September 27, 2006

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Dr. Robert S. White at 4:00 p.m. on Wednesday, September 27, 2006, at the West Goshen Township Administration Building. All members were present.  Dr. White opened the meeting with the Pledge of Allegiance to the Flag.

Dr. White opened the floor for public comment.

Mrs. Evelyn Baker, 900 Sheridan Drive, stated that she had recently sent a letter to the Board of Supervisors regarding a sign at the Roslyn Swim Club on Spruce Avenue which she said is located in the Township right-of-way. She said the Swim Club is a nonconforming use in a residential area and the original grant of exception did not include a sign.  She said she reported the placement of the sign to Township personnel when the sign was erected. Mrs. Baker said she had received a letter from Mr. Raymond McKeeman, Zoning Officer, which states that the Township has granted an easement to the Swim Club for the sign. She said that she owns the property next to the Swim Club and that the placement of the sign is illegal. She stated that she disagreed with the Board's decision to grant an easement for the sign.  Ms. Kristin Camp, Township Solicitor, explained that Mr. Richard Craig, Township Engineer, had determined that in his professional opinion the sign did not impede traffic, did not present a danger and that it was reasonable for the Board to grant an easement. She said that Mr. McKeeman had reviewed the dimensions of the sign to make certain that it met the Zoning Ordinance requirements and a valid permit was issued. Dr. White said that the Board felt there were no issues with the sign as to the health, safety or morals of the Community.

Ms. McIlvaine stated that a Daily Local News article in the September 27, 2006 issue reports that the West Chester Commons, West Chester University Student Housing which was approved by the Board in 2003, has received three awards:  an award for Best in Apartment Living , one for Maintenance and one for Over All Excellence.  She said she was happy to see that a project the Board approved turned out to be an award winning structure.

Ms. Sharon Lynn, Township Manager, announced that the October 11, 2006 Board of Supervisors meeting has been cancelled. The next Board of Supervisors meeting will be on October 25, 2006 at 4:00 p.m.

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Mr. McKeeman opened and read the following bid for one Trailer Mounted 3" Portable Trash Pump.

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved awarding the bid to Godwin Pumps pending a review of the bid.

Prior to the consideration of the possible approval of Ordinance 12-2006 amending the West Goshen Township Revised Zoning Ordinance of 1990, as amended, to comply with the National Flood Insurance Program and the Pennsylvania Flood Plain Management Act, Ms. Camp introduced the following exhibits:

    B1 – Letter from the Department of Community and Economic Development with recommendations of amendment changes to bring the Township Code into compliance with the National Flood Insurance Program
    B2 – Proof of Publication in the Daily Local News
    B3 – Filing with the Daily Local News
    B4 – Filing with the Chester County Law Library
    B5 – Review by the Chester County Planning Commission
    B6 – Review by the Chester County Planning Commission
    B7 – Review by the West Goshen Township Planning Commission

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved Ordinance 12-2006 amending the West Goshen Township Revised Zoning Ordinance of 1990, as amended, which is codified in Chapter 84 of the West Goshen Township Code, to comply with the National Flood Insurance Program and the Pennsylvania Flood Plain Management Act, Act 166 of 1978, which is codified in 32 P.S. Section 679.101 Et. Seq.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved Resolution 25-2006, establishing the 2007 Financial Requirements and the Minimum Municipal Obligations for all three pension plans.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved Resolution 26-2006, distributing funds received from the Commonwealth to the three Township pension plans.

Mrs. Baker asked how the pension funds were invested and Dr. White explained that there is a Pension Committee made up of residents, three of whom are stockbrokers and two who are Certified Professional Accountants, who along with Township staff, review the pensions quarterly and make recommendations for investments.

Dr. White opened the floor for public comment.

Ms. Cheryl Ardin, a resident of the West Chester Commons at 230 E. Rosedale Avenue and a student at West Chester University, thanked the Board for their approval of the West Chester Commons.  She invited the Supervisors to attend the pep rally and homecoming parade which are to be held by the University on September 29 and 30, 2006.

There being no further business, on motion by Dr. White, seconded by Mr. Meakim, the meeting was adjourned at 4:31 p.m.
