BOARD OF SUPERVISORS MEETING
April 11, 2007
A
regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Robert S. White at 4:00 p.m. on Wednesday, April 11, 2007, at the West Goshen Township Administration
Building. All members were present. Dr. White opened the meeting with the Pledge of Allegiance to the Flag.
Dr. White asked that everyone pause for a moment of silence in remembrance of
Cpl. Robert Holland, retired from the West Goshen Township Police Department, who passed away on April 5, 2007.
Dr. White opened the floor for public comment. No comments were made.
Dr.
White announced that Ms. Sharon Lynn had resigned as Township Manager effective April 12, 2007.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved appointing Mr.
Casey LaLonde as Interim Township Manager.
Mr. Raymond McKeeman, Zoning Officer, announced that the Zoning Hearing Board of West Goshen Township will conduct a public hearing on Thursday, April
19, 2007 at 7:00 p.m. to consider ZHB 2-07. The applicant and legal owner is the Islamic Society of Chester County, 1001 Pottstown Pike, West Chester, PA 19381. The conforming property
for which the application is made is 1001 Pottstown Pike.
The applicant is seeking to expand the building footprint by 3,000 square feet and to increase parking. The applicant is requesting relief to uses permitted by special exception and any other relief necessary for the proposed expansion.
On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved the Board of Supervisors minutes from March 14 and March 28, 2007.
On motion by Ms. McIlvaine, seconded
by Mr. Meakim, the Board unanimously approved the Treasurer's Report dated March 31, 2007 for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well
as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.
Chief Michael Carroll gave the Police Report for the month of March
2007. Chief Carroll welcomed Mr. LaLonde as Interim Township Manager.
Ms. Andrea Testa, Fire Marshal, gave the Fire Marshal Report for the month of March 2007.
Ms. Testa also gave the report for Good Fellowship Ambulance and Goshen Fire Company.
Mr. Edward Hunger, Building Official, gave the Building Inspection Activity Report for March 2007.
On
motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved Resolution 08-2007 for the placement of a stop sign on Easter Circle and Snow Emergency signs in the Village of Shannon.
On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved the signing of the 2007 Pavement contract with Asphalt Paving Systems, Inc. The bids were opened and read at
the March 28, 2007 Board of Supervisors meeting.
On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved a Final Land Development plan for an artificial turf sports
field for the West Chester Area School District, located at Garfield and Lincoln Avenues. Mr. Mark Gross from the West Chester Area School District was present to represent the plan.
The
following bids were opened and read by Mr. Richard Craig, Township Engineer, for pavement markings for West Goshen Township, East Goshen Township and Westtown Township:
