WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS ORGANIZATIONAL MEETING
JANUARY 2, 2007

The annual organizational meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Dr. Robert S. White at 5:01 p.m. on Tuesday, January 2, 2007, at the Township Administration Building, with all members present. Dr. White opened the meeting with the Pledge of Allegiance to the Flag.

Dr. White opened the floor for public comment and there was none.

Dr. White appointed Ms. McIlvaine as Temporary Chairman for the purpose of electing the Chairman of the Board for 2007.

Ms. McIlvaine opened the floor for nominations for Chairman of the Board of Supervisors. On motion by Mr. Meakim, seconded by Ms. McIlvaine, Dr. White was unanimously nominated as Chairman of the Board of Supervisors for 2007.

Dr. White opened the floor for nominations for Vice Chairman. On motion by Mr. Meakim, seconded by Dr. White, Ms. McIlvaine was unanimously nominated Vice Chairman.

Mr. Meakim announced the promotion of Lt. Joseph Gleason to Captain. Mr. Meakim stated that the Board of Supervisors was proud of the accomplishments of Lt. Gleason during his tenure with the West Goshen Township Police Department.

Chief Michael J. Carroll thanked the Board for the promotion of Capt. Gleason and said that he has been an integral part of the Police Department. He added that the promotion was well deserved. Chief Carroll said that there were a number of police officers from throughout the county in attendance as well as Chester County District Attorney Joseph Carroll.

Chief Carroll introduced Capt. Gleason's wife who pinned the badge of Captain on his uniform. Captain Gleason stated his appreciation for the show of support from the Board and all of those in attendance.

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the bills to be paid from the General Fund, the Sewer Fund, the Waste and Recycling Fund, and the Capital Reserve Fund.

Dr. White announced the proposed Township and Staff appointments for 2007 and asked for a motion and vote on the following appointments:

On motion by Ms. McIlvaine, seconded by Mr. Meakim, unanimous approval was granted for these appointments.

On motion by Dr. White, seconded by Ms. McIlvaine, the appointments to the Boards and Commissions were unanimously approved.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the following depositories for 2007:

 Wachovia Bank
 Sovereign Bank
 DNB First
 Pennsylvania Local Government Investment Trust (PLGIT)
 Citizen's Bank

On motion by Dr. White, seconded by Mr. Meakim, it was unanimously approved to recommend to the Board of Auditors that the Township Finance Director and Manager bonds be set at $7,000,000 for 2007.

Dr. White announced that in 2007, the Board of Supervisors will meet on the 2nd and 4th Wednesday of each month at 4:00 p.m. in the Township Administration Building with the exception of the following: The January 10, 2007, April 25, 2007, July 11, 2007, August 8, 2007, September 12, 2007, November 28, 2007 and December 26, 2007 meetings are cancelled.

Employees have one swing holiday which may be used with the approval of their Department supervisor.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the 2007 Holiday Schedule.

On motion by Mr. Meakim, seconded by Dr. White, unanimous approval was given for the adoption of Resolution 1-2007, establishing the following boundaries for fire protection and the agencies chosen to fulfill the public safety needs of West Goshen Township:

BOUNDARIES

From Phoenixville Pike beginning at the northern boundary of West Goshen Township, southerly to the 322 By-pass, then along the PA 202 By-pass to South Concord Road; then south along South Concord Road to the southern boundary of West Goshen Township.

On motion by Dr. White, seconded by Ms. McIlvaine, unanimous approval was given for the adoption of Resolution 2-2007, adopting the Emergency Operations Plan for West Goshen Township.

On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved Resolution 3-2007 setting the Township Manager's salary for 2007 at $135,000.

Dr. White opened the floor for comments.

Mrs. Evelyn Baker, 900 Sheridan Drive, asked what outside auditing firm is currently contracted to audit the Township's finances and Mr. Meakim replied that Barbacane Thornton is the firm currently being used by the Township. Mrs. Baker asked if other firms had been considered and Mr. Meakim said that other firms had been considered and it was decided to use Barbacane Thornton's services.

Mrs. Baker asked about the hours when the dispatching for the Police Department is transferred to the Chester County Dispatching Center and Chief Carroll replied that the dispatching is transferred to the County from 11:00 p.m. to 7:00 a.m. Monday through Friday and from 11:00 p.m. Friday to 7:00 a.m. Monday.

Dr. White announced that a reception with refreshments would follow the meeting and that all present were invited to attend.

There being no further business, on motion by Ms. McIlvaine, seconded by Mr. Meakim, the meeting was adjourned at 5:16 p.m.
