                 WEST GOSHEN TOWNSHIP
              BOARD OF SUPERVISORS MEETING
                       March 14, 2007

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Robert S. White at 4:00 p.m. on Wednesday, March 14, 2007, at the West Goshen Township Administration Building. All members were present. Dr. White opened the meeting with the Pledge of Allegiance to the Flag.

Dr. White opened the floor for public comment. No comments were made.

Dr. White announced that the Board of Supervisors met in Executive Session on March 7, 2007 to discuss personnel matters.

On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the Board of Supervisors minutes from February 14 and February 28, 2007.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the Treasurer's Report dated February 28, 2007 for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

Chief Michael Carroll gave the Police Report for the month of February 2007. Chief Carroll announced that the police have been awarded a $10,000 grant from the State Smooth Operator Plan for the Aggressive Driver Program. Ms. McIlvaine asked what in particular constitutes an aggressive driver and Chief Carroll replied that it is a driver who is reckless or careless while operating a vehicle which can lead to confrontations with other drivers.

Mr. John Poth, 549 Willow Way, asked Chief Carroll if there have been any openings on the police staff and Chief Carroll replied that there was one retirement last year and two retirements this year. He said that two of the three officers have been replaced.

Mrs. Evelyn Baker, 900 Sheridan Drive, asked how many of the alarms in the Police Report were valid alarms and Chief Carroll responded that 16 calls were valid.

Ms. Andrea Testa, Fire Marshal, gave the Fire Marshal Report for the month of February 2007. Ms. Testa also gave the report for Good Fellowship Ambulance and Goshen Fire Company.

Mr. John Beswick, Building Official, gave the Building Inspection Activity Report for February 2007.

Mr. Poth made a presentation to the Board regarding the notification of West Goshen Township residents about projects in adjoining municipalities. Mr. Poth said that his presentation was in reaction to the YMCA project in East Goshen Township, which he said in his opinion will affect West Goshen Township more than East Goshen Township. He noted that his residence in West Goshen Township is within 1,000 feet of the project and that if his residence was in East Goshen Township, he would have been notified about it. Mr. Poth said that he does not receive the Daily Local News which reported on the development of the YMCA and that he thought the sign on the property regarding the building of the YMCA referred to the Quonset hut on the property. He stated that by the time he learned about the project it was too late to affect any change or stop it. Mr. Poth referred to an East Goshen Township resolution regarding notification of residents about nearby projects in adjoining municipalities and suggested that West Goshen Township should adopt a similar resolution. Dr. White replied that the Board is aware of the East Goshen Township resolution and that they have it under consideration to adopt a similar resolution in West Goshen Township which would increase the area of required notification.

Mrs. Baker stated that when she sees something happening in the Township or in an adjoining township she calls the Township office to see what is being proposed at a site. She advised Mr. Poth to be active about developments in the Township and ask for information.

Dr. White opened the floor for public comment. No comments were made.

There being no further business, on motion by Ms. McIlvaine, seconded by Dr. White, the meeting was adjourned at 4:26 p.m.

                      West Goshen Township

S-03-07

Supervisor Hearing S-03-07, which was duly advertised, was called to order by Chairman Dr. Robert White at 4:31 p.m. All members were present.

Mr. Joseph E. Brion, Esquire, was present to represent the Township. Mr. Christopher Schubert, Esquire, was present to represent the applicant, T-Mobile Northeast, LLC. The Conditional Use application was a request to erect a 90 foot tall monopole antenna support structure and radio equipment at 1130 West Chester Pike, known as the Pembrooke Nursing and Rehabilitation Center. The applicant requires conditional use approval from the Board pursuant to Section 84-28.Q(3) of the West Goshen Township Revised Zoning ordinance of 1990, as amended in order to erect the cellular communications facility.

On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board voted 2 -1, with Dr. White dissenting, to approved the application of T-Mobile Northeast, LLC, to erect a 90 foot tall monopole antenna support structure and radio equipment at 1130 West Chester Pike, known as the Pembrooke Nursing and Rehabilitation Center.

Supervisor Hearing S-04-07, which was duly advertised, was called to order by Chairman Dr. Robert White at 5:34 p.m. All members were present.

Mr. Joseph E. Brion, Esquire, was present to represent the Township. Mr. Louis Colagreco, Esquire, was present to represent the applicant, JPI Development Services, L.P. The Text Amendment application requests that the Code of Ordinances of West Goshen Township, Chapter 84 be amended by amending Section 84-40, entitled "I-2-R Light Industrial District-Restricted", to allow apartments as a conditional use in the I-2-R District and establishing area and bulk regulations for such use.
