A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Vice Chairman Patricia B. McIlvaine at 4:06 p.m. on Wednesday, October 10, 2007, at the West Goshen
Township Administration Building. Dr. White was absent. Ms. McIlvaine opened the meeting with the Pledge of Allegiance to the Flag.
Ms. McIlvaine opened the floor for public comment.
Mr. Kenneth Infante, 1272 Arlington Road, expressed his displeasure that his comments at the Board of Supervisors meetings on May 9, 2007 and August 22, 2007 had not been quoted verbatim in the
minutes of the meetings. He asked that the minutes of those meetings be changed and Ms. McIlvaine replied that the minutes had already been approved and would not be changed.
Ms. Carol Noone, 633 Picket Way, Westtown Township, stated that the noise from the Louis H. Close Firing Range on South Concord Road was affecting the nearby residents. She said that the
Township had money to build a dog park and skate park so funds should be available to enclose the range.
Mr. LaLonde, replied that the park was built with grants and that there are no funds available for enclosing the range.
Chief Michael Carroll said that the County is now in the process of approving a training center in East Fallowfield Township that the municipalities can use which will reduce the use of the
range, but that the current firing range will not be closed because of the necessity of outdoor training.
Mr. Hank Whalen, 688 Normandy Court, stated that he was present to address the noise from the shooting range, the filter flies at the Sewer Treatment Plant, the Treatment Plant odor and the
truck traffic when the plant breaks down.
Ms. McIlvaine said that the DEP is aware of the problem with the flies at the plant. Mr. Whalen said that he does not get a response when he calls the police or John Scott, the Plant Manager. Mr. Meakim said that if Mr. Whalen calls the police, they will respond. Mr. LaLonde explained that Mr. Scott has proposed using a product called Striker to kill the flies, but that this is not a guaranteed method of eliminating them. Mr. LaLonde said that on October 6, 2007 the fire training facility in the area was burning cars as a training exercise and that odors are being released by the West Chester Borough treatment facility along Route 202.
Mr. Kenneth Register, 818 Huber Place, stated that the smell was coming from the West Goshen Plant. He said that his family must run their air conditioner and stay inside to avoid the
smell and flies. Mr. Register stated that he called the EPA to investigate the plant.
He asked about staffing for weekends at the plant and Mr. LaLonde said that testing must occur at the plant seven days a week.
Mr. Whalen suggested that the filtering systems be covered and Mr. LaLonde replied that the cost would be prohibitive.
Mrs. Evelyn Baker, 900 Sheridan Drive, suggested that residents should call the police when problems occur and they in turn will call Sewer personnel.
She said that residents should write to officials in Harrisburg and Mr. Whalen responded that residents have started that process. Ms. Noone asked about the capacity of the Treatment Plant and Mr. LaLonde responded that the plant has been upgraded and expanded since it was built.
Mr. Martin Noone, 633 Picket Way, Westtown Township, questioned Mr. LaLonde's statement that the Treatment Plant is one of the best run facilities in the state. He said that he and his
wife were awakened at 3:00 a.m. the previous weekend by the smell from the plant.
Ms. McIlvaine suggested that the residents call Mr. LaLonde with any concerns. She added that all monitoring of the situation will be done by DEP which is a state agency and that all
rules and regulations will be followed by the Treatment Plant.
On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved the Board of Supervisors minutes from September 26, 2007.
On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved the Treasurer's Report dated September 30, 2007 for the General Fund, the Sewer Revenue Fund, the Waste and
Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.
Chief Michael Carroll gave the Police Report for the month of September 2007. Chief Carroll reminded everyone that Halloween is at the end of the month and to watch for children as they
Trick or Treat.
Mrs. Baker asked how many of the 70 alarms in the Police Report were valid and Chief Carroll replied that 3 were valid.
Ms. Andrea Testa, Fire Marshal, gave the Fire Marshal Report for the month of September 2007.
Ms. Testa also gave the report for Good Fellowship Ambulance Company. No report was available for Goshen Fire Company.
Mr. John Beswick, Building Official, gave the Building Inspection Activity Report for September 2007.
On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved Resolution 26-2007, distributing funds received from the Commonwealth to the three Township pension plans.
On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved a Final Subdivision Plan for eight single family detached residences for The Richard James Group, located at
1332 Wexford Drive. The Board granted contingent approval for this plan at the September 26, 2007 Board of Supervisors meeting. Mr. Rick Sudall was present to represent the plan.
On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved Resolution 27-2007 setting the date of November 14, 2007 for a Conditional Use hearing for Dash Enterprises,
L.P., for a proposed vehicular sales and service agency and the accessory use of an automobile repair shop in the MPD-Multipurpose District.
On motion by Mr. Meakim, seconded by Ms. McIlvaine, the Board unanimously approved the signing of a Settlement Agreement for the Zoning Appeal by Jose Martinez for the use of the Shurgard
property.
Ms. McIlvaine opened the floor for public comment. No comments were made.
There being no further business, on motion by Ms. McIlvaine, seconded by Mr. Meakim, the meeting was adjourned at 4:49 p.m.
