On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved awarding the bid to the lowest bidder pending a review
of the bids.
Ms. Shirley Colvin, 830 Spruce Avenue, asked what amount is required to mandate that a contract or purchase be put out for bid and Mr.
LaLonde responded that anything over $10,000 must be put out for bid. He noted that for any contract or purchase between the amounts of $3,000 and $10,000 three quotations must be
obtained. Ms. Colvin asked which streets are to be paved in 2008 and Mr. J. David Woodward, Streets Superintendent, responded that most of the streets are in the northern part of the
Township and listed some of the streets.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved Resolution 11-2008 recognizing Lewis H. Reid's 50 years
of service on the West Goshen Township Sewer Authority
The possible approval of a Final Subdivision Plan for five single family residential lots for the Zarelli Group LLC, located at 825
Goshen Road was tabled.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved Resolution 12-2008 for the placement of two Stop signs
at Jones Lane and Rosary Lane.
Mrs. Baker asked for the exact location of the two stop signs and Mr. LaLonde responded that the signs would be placed on westbound
Jones Lane at Rosary Lane and on eastbound Rosary Lane at Jones Lane.
In response to a question from Ms. Sandra Grassie, 838 Rosary Lane, Dr. White said that the Board had not previously discussed
installing the stop signs on Rosary Lane or Jones Lane. He said that the West Goshen Township Police study had recommended the signs. Dr. White noted that a third sign may be needed
at Rosary Lane and Jones Lane and Mr. LaLonde said that the study did not recommend a third sign. Ms. Grassie said that there are 12 children in her area on the north side of Rosary Lane
and that cars speed on Rosary Lane. She asked if a speed hump was considered for her section of Rosary Lane and Dr. White replied that a speed hump could not be placed in that area
because of the topography of the road. Dr. White said that the Township can apply to PennDOT to have a No Left Turn sign placed on southbound South New Street at the northern entrance to
Rosary Lane but that it will take approximately six to eight months for a decision to be received.
Mr. Scott Grassie, 838 Rosary Lane, asked if residents of Rosary Lane could place signs directed at drivers on their property and Dr.
White replied that such signs cannot be placed in the right-of-way but could be place on the residents' property if they are not obnoxious. Ms. Grassie asked where the speed humps will
be place and Mr. LaLonde replied that Township Engineer Richard Craig is still in the process of determining where they will be located. She asked for the time frame for the installation
of the humps and Mr. Raymond Halvorsen, Public Works Director, responded that the humps will be installed in the summer months.
Ms. Michelle Brown, 831 Rosary Lane, said that until this date she was under the impression that nothing was to be done to control the
traffic on the northern portion of Rosary Lane. She said that the safety of the children in the area is a concern. She asked if a speed hump will be installed on Spruce Avenue and
Mr. Halvorsen replied that one speed hump will be installed on Spruce Avenue.
Mr. Jon McCormack, 840 Spruce Avenue, said that he would like to see a visual of all the changes to be made in the Roslyn Development
area and Mr. LaLonde replied that Mr. Craig will have a presentation ready for the May 21, 2008 Board of Supervisors meeting. Mr. McCormack said that a regional plan is needed for
traffic in the area which would include West Goshen Township, West Chester University, East Bradford Township, Representative Barbara McIlvaine Smith and Senator Andrew Dinniman. He
added that the plan should included not only the status of the traffic now but what it may be in the future. Mr. Meakim stated that Rep. McIlvaine and Sen. Dinniman would need to be
involved with discussions with PennDot and West Chester University as these are state institutions.
Ms. Grassie asked if the addition of a third stop sign at Jones Lane and Rosary Lane would need to be voted on by the Board and Dr.
White said that it would need to be considered by resolution at a Board of Supervisors meeting.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the execution and signing of the 2008 pavement markings
bid for West Goshen Township, East Goshen Township and Westtown Township awarded to the lowest responsible bidder, Alpha Space Control, Inc. The bids were opened and read at the February
27, 2008 Board of Supervisors meeting.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved Resolution 13-2008 empowering designated Township
personnel to act on behalf of the Township in its transactions with new Holland Ford/New Holland Toyota.
Mr. LaLonde opened the discussion of the Jones Lane update by announcing that Mr. Craig will give a presentation of the changes for the
Rosyln Development at the May 21, 2008 Board of Supervisors meeting. Dr. White said a sign for no left turn onto the northern entrance of Rosary Lane from South New Street will be
considered.
Mrs. Baker said that if the Board had approved making Jones Lane one way from Spruce to South New Street the volume of traffic would
have been reduced. She said she had called PennDot regarding the traffic situation and that the personnel she spoke with did not seem to have hesitations about making Jones Lane one way
and they did not seem concerned about the loss of Liquid Fuels funds. She noted that the person she spoke with lost interest after learning that Jones Lane was a cut through street for
traffic and that it did not intersect with a state road. She asked that regulations from PennDOT Publication 212 be cited when refusing to make a street one way. She said the person
she spoke with at PennDOT was Don Centofante. Dr. White said that the Board has acted to calm the traffic in the area and that he will not consider closing Jones Lane or making it one
way.
Ms. Shirley Colvin, 830 Spruce Avenue, asked for an explanation of needing a parallel road to make Jones Lane one way and Ms. McIlvaine
reminded Ms. Colvin that issue had been discussed previously by the Board. Ms. Colvin noted that Mr. Michael Brown, 831 Rosary Lane, had asked for measures to be taken on the northern
side of Rosary Lane at the April 9, 2008 meeting.
Mr. LaLonde opened the discussion of the Louis H. Close Firing Range update by announcing that the West Goshen Township Police and Mr.
Craig are studying two options for the sound barrier and walls at the firing range. He said that Mr. Craig will be presenting the findings at the May 21, 2008 Board of Supervisors
meeting. Mr. LaLonde said that the lead contamination study was complete and that the water in the adjacent stream had less lead than that found in drinking water.
Mr. Hank Whalen, 688 Normandy Court, said that East Whiteland Township was using the range for training on April 22, 2008 and that they
were running around the area and screaming. He asked that the berm of the range be tested for lead contamination. Ms. McIlvaine asked if the group that was training on April 22 was
an Emergency Response Team (ERT) and Mr. Whalen replied that it was an ERT.
Ms. McIlvaine opened the floor for public comment. No comments were made.
There being no further business, on motion by Ms. McIlvaine, seconded by Mr. Meakim, the meeting was adjourned at 4:51 p.m.
