A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Patricia B. McIlvaine at 4:01 p.m. on
Wednesday, August 13, 2008 at the West Goshen Township Administration Building. All members were present. Ms. McIlvaine opened the meeting with the Pledge of Allegiance to the Flag.
Ms. Andrea Testa, Fire Marshal, gave the Fire Marshal Report for the month of July 2008. Ms. Testa also gave the reports for Good Fellowship
Ambulance Company and Goshen Fire Company.
Chief of Police Michael Carroll gave the Police Report for the month of July 2008.
Mr. John Beswick, Building Official, gave the Building Inspection Activity Report for July 2008.
Ms. McIlvaine opened the floor for public comment.
Mrs. Shirley Colvin, 830 Spruce Lane, commented positively about the Township's Public Works Department and the speed hump installation work on
Jones Lane. Mrs. Colvin inquired as to where all the traffic has gone, since Jones Lane was closed due to construction of the speed humps and Aqua Pennsylvania reconstructing the water mains in the
Roslyn neighborhood. Chief of Police Michael Carroll responded that no active traffic study was on going in the area, but the Traffic Unit would investigate.
Mrs. Evelyn Baker, 900 Sheridan Drive, reiterated Mrs. Colvin's question about traffic in the Roslyn neighborhood. Chief Carroll responded
again that the Traffic Unit would investigate.
Dr. White announced that the Board of Supervisors met in executive session to discuss real estate matters on August 5, 2008.
Dr. White then announced that the hearing for the application by Traditions Development Corporation for a text amendment change has been continued
to October 22, 2008.
Dr. White also announced that the hearing scheduled for September 10, 2008 for the R3-B Flexible Design Conservation Overlay District text
amendment change has been continued to October 22, 2008.
Ray McKeeman, Zoning Officer, announced that the West Goshen Township Zoning Hearing Board has continued the hearing for Melmark, Inc., to Monday,
August 18, 2008 at 7:00 p.m.
Mr. McKeeman also announced that the Zoning Hearing Board of West Goshen Township would conduct a public hearing on Wednesday, August 20, 2008 at
7:00 p.m.. ZHB 4-08: The applicant and legal owner is Lot 24 Wright's Lane, L.P., 1195 McDermott Drive, West Chester, PA. The property for which the application is made is located at 698
Airport Road. The applicant is seeking special exception approval for a child daycare center that shall include specialized education, hot lunch, an outdoor playing area and child related
services. In addition, the Applicant seeks variance relief for the location of the play area within the 100 foot rear yard buffer and for the location of the play area within the 100 foot riparian
buffer as well as any and all other relief that may be required to accommodate the proposed use.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved the Board of Supervisors minutes of July 23, 2008.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved the Treasurer's Report dated July 31, 2008 for the General Fund, the
Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and
Recycling Fund.
Township Manager Casey LaLonde announced that bids for the 2008 through 2011 (three-year) Waste and Recycling bids were received and opened on
Wednesday, August 6, 2008 at noon. Mr. LaLonde stated that working closely with Public Works Director Ray Halvorsen, the Township requested prospective bidders provide quotations for traditional
waste and recycling collection and automated waste and recycling collection. Mr. LaLonde stated that automated waste and recycling collection is on the horizon for municipalities as local
governments try to contain costs related to Workers' Compensation insurance and personnel costs. Automated waste and recycling collection relies on trucks designed for a single operator / driver to
remain in the cab at all times while using an automated pickup device to lift and specially designed waste and recycling bins. Automated collection is safer, as personnel are not needed to
physically handle the collection containers. The Township's aesthetics will also improve, as all residents will have brand new, identical 96-gallon containers delivered to their door for refuse
collection.
