WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING October 22, 2008

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Patricia B. McIlvaine at 4:00 p.m. on
Wednesday, October 22, 2008 at the West Goshen Township Administration Building. All members were present. Mrs. McIlvaine opened the meeting with the Pledge of Allegiance to the Flag.
Mrs. McIlvaine introduced West Goshen Township Chief of Police Michael Carroll. Chief Carroll recounted the events of August 7, 2008 in which
two armed criminals took hostage the front desk clerk of the Microtel. The criminals assaulted, bound and robbed the front desk clerk. After being dispatched by Chester County 911, Sergeant
Michael Carroll arrived on scene only to be fired upon by the criminals. Sergeant Carroll returned fire. Officers Joseph Virgilio and Wesley Holman responded immediately to provide
backup. The two suspects were apprehended and the hostage released unharmed.
Chief Carroll presented Sergeant Carroll with the West Goshen Township Medal of Valor and a plaque for his courage in responding to the dangerous
situation. Officers Virgilio and Holman each received the West Goshen Township Distinguished Service Cross and a plaque for their courageous response to the situation.
Chief Carroll introduced Chester County District Attorney Joseph Carroll who thanked the Officers for their valor and courage in the line of duty.
Mrs. McIlvaine and Dr. White thanked the Officers for their courage under fire and for their dedication to protecting the public. Mr. Meakim
also thanked the Officers for their valor and stated that the Officers' high degree of training, including utilization of the West Goshen Township shooting range, prepared the Officers for this dangerous
situation.
Mrs. McIlvaine opened the floor for public comment.
Mrs. Evelyn Baker, 900 Sheridan Drive, inquired about the line striping still to be completed by Aqua as part of the Roslyn water line replacement
project. Mr. Craig responded that the work would be completed in the next two weeks, as temperatures permit.
Dr. White announced that the Board of Supervisors met in executive session on Sunday, October 19, 2008 to discuss real estate.
Dr. White stated that a hearing for the Traditions Development Corporation has been continued to December 10, 2008.
Dr. White stated that a budget meeting with the Board of Supervisors and Senior Staff would be conducted at approximately 6:00 p.m. following the
hearings that are to be held today. The public is welcomed to attend.
Mr. LaLonde stated that the new trash containers shall be delivered to all 6,200 West Goshen Township residences beginning Friday, October 24, 2008
and delivery shall continue through Friday, October 30, 2008. Residents are advised to begin using the new 96-gallon trash containers as soon as delivered. The trash and recycling collection
dates remain unchanged. Trash is collected on Mondays and Thursdays and recycling is still collected on Mondays. Bulk Trash is still collected once per week on Thursdays. Additional
information regarding the new trash collection service and existing recycling service may be found at www.westgoshen.org.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved the bills to be paid from the General Fund, the Sewer Fund, the
Capital Reserve Fund, and the Waste and Recycling Fund.
On a motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved distributing $215,314.02 in funds received from the Foreign Fire
Relief Fund from the Commonwealth of Pennsylvania to the following organizations:
Good Fellowship $ 26,914.25 Goshen Volunteer $107,657.01 West Chester Volunteer $ 80,742.76
On a motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved Resolution 24-2008, setting the date of Wednesday, November 12,
2008 for a public hearing for the conditional use application of Metro PCS, for the collocation of antennas on an existing water tank at 1201 Boot Road.
Mrs. McIlvaine opened the floor for public comment.
There being no further business, on motion by Mrs. McIlvaine, seconded by Mr. Meakim, the meeting was recessed at 4:27 p.m.

Consideration and possible approval of an Ordinance of the Township of West Goshen amending the Code of Ordinances Chapter 84, Zoning, to delete
the definition of "Open Space" and add a new definition for "Common Open Space," "Greenway Lands," "Passive Open Space" and "Gross Development Tract Area" in Section 84-8; adding a new Article IV-B to
provide for a new R-3B Flexible Design Conservation District and by specifying the use regulations, area and bulk requirements and design standards for such flexible design conservation district and to
rezone parcels 52-02-0114, 52-02-0114.01, 52-02-0114.02, 52-02-0114.04, 52-02-0061.010, 52-03-0075, 52-03-0181, 52-03-0182, 52-03-0183, 52-03-0184, 52-03-0185 and a portion of 52-02-0114.5 from R-3
Residential District to R-3B Flexible Design Conservation District.

Consideration and possible approval of a conditional use application field by Jerrehian –a PA General Partnership, the Estate of M. Joseph
Jerrehian and the Jerrehian Brothers. The applicant proposes to subdivide the Property and develop approximately 598 dwelling units pursuant to the Flexible Design Development Option which is
proposed as part of a zoning amendment which would rezone the Property to R-3B Flexible Design Conservation District. The property consists of 434 acres located at the northwest corner of the Route
322 Bypass and Phoenixville Pike.
