WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING January 21, 2009

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Patricia B. McIlvaine at 4:02 p.m. on Wednesday, January 21, 2009 at the West Goshen Township Administration Building. Mr. Meakim was absent. Mrs. McIlvaine opened the meeting with the Pledge of Allegiance to the Flag.
Mrs. McIlvaine opened the floor for public comment. No comments were made.
Ms. McIlvaine announced that $100.00 savings bonds were issued to those employees who had perfect attendance during the 2008 calendar
year. Those employees included:

Dr. White announced that Mr. Meakim had recently undergone hip replacement surgery and is recovering at home.
Mr. Casey LaLonde, Township Manager, announced that Chester Ridley Crum Watershed Association, Habitat Resource Network of Southeast PA and Penn
State Brandywine will hold a seminar entitled "Creating a Sanctuary for Wildlife in Your Garden" by Dr. Douglas Tallamy on Sunday February 8, 2009 from 2:00 p.m. to 3:30 p.m. at 25 Yearsley Mill Road,
Media, PA. More information could be found on the brochures which were available in the racks at the back of the meeting room. This is free for all West Goshen residents.
On a motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the Board of Supervisors minutes of January 5, 2009.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the Treasurer's Report dated December 31, 2008 for the General
Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste
and Recycling Fund.
Chief Michael Carroll gave the Police Report for the month of December 2008.
Mrs. Evelyn Baker, 900 Sheridan Drive, asked about the number of alarms and Chief Carroll replied that there were 85 alarms and 10 were
valid. Ms. McIlvaine noted that two new police officers were sworn in on January 20, 2009. Ms. McIlvaine asked about the increase in miles patrol in 2008 and Chief Carroll responded that in
2008 there were two more police vehicles and 3 more officers than in 2007.
Ms. Andrea Testa, Fire Marshal, gave the Fire Marshal Report for the month of December 2008. Ms. Testa also gave the report for Good
Fellowship Ambulance Company, Goshen Fire Company and West Chester Fire Department.
Mrs. Baker asked if a determination had been made regarding a fire that occurred in 2008 in Conshohocken in a wood framed building and Ms. Testa
replied that the fire was still being investigated by numerous agencies.
Mr. John Beswick, Building Official, gave the Building Inspection Activity Report for December 2008.
Mrs. Baker asked how may single family home permits had been issued and Mr. Beswick replied he did not have the information but would find it for
Mrs. Baker.
Prior to the consideration of the signing of the actual use report for state funds, Mr. LaLonde explained that this report was for PennDOT
regarding liquid fuels funds.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the signing of the actual use report of state funds ending
December 31, 2008.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the signing of a Mutual Aid Emergency Management Response
Agreement with the Borough of West Chester.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the signing of a Mutual Aid Emergency Management Response
Agreement with West Chester University.
Ms. Shirley Colvin, 830 Spruce Avenue, asked if this was a reciprocal agreement and what services the University could provide. Chief Carroll
said that police help is available from the University in an emergency. Ms. Testa said that the University emergency management team is also available to the Township.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved Resolution 04-2009 for the placement of stop signs on Veronica
Road, Saint James Road, Wellington Road, Georgia Lane, North Hill Drive, West Penn Drive, East Penn Drive and North Penn Drive.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved Resolution 05-2009 authorizing the West Goshen Township Tax
Collector to impose and collect a fee for certification of taxes paid on real estate and other administrative fees for services and documents provided by the tax collector.
Ms. Kristin Camp, Township Solicitor, explained that under the new Open Records law, $5.00 is the maximum that may be charged for certification of
a record.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved Resolution 06-2009 authorizing the imposition of an
administrative fee for certifications of both sewer rentals and waste and recycling fees.
Ms. Colvin asked who provides the certification of records and Dr. White responded that the tax collector certifies tax records and that three
staff members provide certification of utility records.
Ms. McIlvaine announced that the consideration of the Conditional Use Decision and Order for the Jerrehian Property would be tabled until the Board
of Supervisors meeting on February 4, 2009.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved a Final Land Development Plan for a parking lot expansion and
detention basin relocation for Howard Business Park Associates, LLC, located at 315-317 Westtown Road.
Mrs. McIlvaine opened the floor for public comment.
Mr. Jon McCormack, 840 Spruce Avenue, asked if the Township would be putting together a priority list for the Federal Government's Economic
Stimulus Plan and Dr. White said that only major projects would be considered for this initiative. Mr. LaLonde stated that state projects will be the priority and that the money will not filter down
to the local level.
Ms. Colvin said that after meeting with Senator Andrew Dinniman, speed signs and merging signs were installed on High Street. She asked who
approved the detention basin near the campus of West Chester University and Mr. Richard Craig, Township Engineer, said that he and the Chester County Conservation District had approved the basin as a
temporary area for the geothermal drilling that is being done by the University. Mrs. Baker asked if the wells need to be sealed and Mr. Craig said that they will be sealed and encased.
Ms. McIlvaine commended Township Employee Jonathan Wetty for his inventiveness in constructing a brining system for coating the roads before a snow
storm. She noted that this was done with very little money and greatly benefits the Township.
There being no further business, on motion by Dr. White, seconded by Ms. McIlvaine, the meeting was adjourned at 4:44 p.m.

Supervisors Hearing S-02-09 which was duly advertised was called to order by Chairman Patricia McIlvaine at 4:44 p.m. Mr. Meakim was
absent. Ms. Kristin Camp, Esquire, was present to represent the Township and Mr. Nicholas Cuce, Esquire, was present to represent the applicant.
Consideration and possible approval of a Conditional Use application for Metro PCS of Pennsylvania, LLC who is seeking conditional use approval
pursuant to Sections 84-38.A(17)(a) and 84-74 of the West Goshen Township Zoning Ordinance to co-locate six antennas for wireless telephone service on an existing 120 foot tall monopole tower located at
919 Camaro Run Drive, West Chester, PA which is located in the I-2 Light Industrial District. The applicant also seeks approval to install radio related equipment on the ground within a fenced-in
compound.
