A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Patricia B. McIlvaine at 4:03 p.m. on
Wednesday, November 18, 2009, at the West Goshen Township Administration Building. All members were present. Ms. McIlvaine opened the meeting with the Pledge of Allegiance to the Flag.
Chief Michael Carroll gave the Police Report for the month of October 2009.
Mr. Edward Hunger, Building Official, gave the Fire Marshal Report for the month of October 2009. Mr. Hunger also gave the report for Good
Fellowship Ambulance Company and the Goshen Fire Company.
Mr. Hunger gave the Building Inspection Activity Report for October 2009.
Ms. McIlvaine opened the floor for public comment.
Mr. Jon McCormack, 840 Spruce Avenue, asked why a letter had not gone out to residents regarding the temporary closure of Jones Lane and Dr. White
replied that it was determined that closing Jones Lane would be detrimental to the community and that the Board would explore other means to solving the traffic problem.
Ms. Shirley Colvin, 830 Spruce Avenue, asked which community would suffer if the road was closed and Dr. White said that it would not just be the
Roslyn community but surrounding areas that would have a problem. Ms. Colvin asked about the development of the Bull Center at West Chester University as a way of getting the University's attention
about the traffic problem and Dr. White said that the Bull Center was an expansion and not new development. He said that Tigue Road is the solution and Ms. McIlvaine and Mr. Meakim agreed.
Ms. Phyllis Dunn, 1035 N. New Street, asked about an allocation from the Board for the West Chester Library and Dr. White replied that no money has
been allocated in the proposed budget for 2010. Mr. Meakim noted that West Goshen Township residents pay taxes to the County for the libraries Ms. Dunn said that this money was not enough and
that the libraries had designated districts to pay to certain locations. Ms. McIlvaine said that the Township was never notified of this action.
The Rev. Ralph Mero, 1215 Eagle Road, asked that the supervisors reconsider their decision since libraries are important resources in tough
economic times.
Mr. David Dobbin, 325 Richmond Road, handed a letter to the Board regarding a water problem at East High School and Ms. McIlvaine responded that
the Board could not answer Mr. Dobbin's questions in the course of the meeting. She asked that Mr. Richard Craig, Township Engineer, set up a time to meet with Mr. Dobbin regarding his concerns.
Ms. Erin Clemens, 325 St. James Road, expressed her support for funding for the West Chester Library.
Mr. Damon Kletzien, 103 Oak Lane, gave statistics on the use of the West Chester Library and the importance of the Board contributing to its fund.
Ms. Elizabeth Beaugard, 800 N. New Street, expressed her support for funding for the West Chester Library.
Mrs. Evelyn Baker, 900 Sheridan Lane, said she would like the supervisors to put forth some effort to solve the traffic problems in the Roslyn
community. She said the volume needs to be reduced and Mr. Meakim replied that the volume can not be stopped as the streets are public streets.
Mr. Anthony Gravinese, 1187 McPhearson Drive, asked about the progress on Rick's Tree Service and Ms. Kristin Camp, Township Solicitor, replied
that she is talking to the owner daily to get a settlement agreement in which the logs and other debris would be removed. She said it should take another two weeks to resolve the problem.
Ms. McIlvaine announced that the Board met in Executive Session on October 26, and November 11, 2009 to discuss personnel matters.
Ms. McIlvaine announced that there will be a Special Board of Supervisors meeting on December 1, 2009 at 4:00 p.m. for the continuation of the
Traditions application hearing.
Dr. White said that the Executive Sessions were for the discussion of the expiring Police Contract. He explained some of the items that have
been discussed and what has been offered and what the Police are requesting.
Ms. Colvin asked about the number of police officers and Dr. White replied that there are 27 officers, the Captain and the Chief.
Mrs. Baker asked if the proposed budget reflects what might occur with the Police contract.
Mr. Doug Thornton, 831 Lincoln Avenue, asked how much the police could get in the contract and Dr. White replied that the difference between what
the Board is offering and what the police are requesting could be split.
Ms. Jeanne Denham, Finance Director, said that a 2% raise was in the proposed budget and that what is being paid with the current carrier of the
health insurance would have to be included. She said that these items could change with the arbitration.
In reply to a question from Mrs. Baker, Dr. White said that the police provide a great response team and that the Chief has done a great job but
that there is a limit to what the Township can afford.
Chief Carroll said that no police force the size of West Goshen's has been dissolved, that the officers association is dealing with the Board and
that the level of service will not change.
Dr. White said that the officers association was asked by the Board for permission to publicly discuss the contract and that the permission was
given by the association.
Mr. Thornton asked what the cost per resident for the police force is and Dr. White replied $209 a resident.
Mr. Raymond McKeeman, Zoning Officer, announced that the Zoning Hearing Board of West Goshen Township will conduct a public hearing on Thursday,
December 3, 2009 at 7:00 p.m. ZHB 4-09: The applicant and legal owner is Roslyn Swim Club, 838 Spruce Avenue. The conforming property for which the application is made consists of 2.211
acres, located at 838 Spruce Avenue and zoned R-3 Residential. The applicant is seeking a Special Exception for noncommercial recreational use – swimming pool – and any other relief
necessary in order to allow for the expansion of an existing Special Exception use by converting the existing 1200 square foot roofed deck into a locker room/bath house facility, constructing a new 1200
square foot roofed deck and installing sidewalk access to the new facilities including a handicap accessible sidewalk.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved the Board of Supervisors minutes of October 21, 2009.
On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved the Treasurer's Report dated October 31, 2009 for the General Fund,
the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and
Recycling Fund.
On motion by Mr. Meakim, seconded by Dr. White, the Board unanimously approved Resolution 38-2009 authorizing the placement of stop signs on
Carlton Lane and Embree Lane and prohibited turns signs at 1015 West Chester Pike and Rose Lane and Richfield Avenue.
Prior to the consideration of Ordinance 09-2009 for rezoning of Parcel Nos. 52-6E-151, 52-6E-152 and 52-6E-153 from C-4 to R-3, Ms. Camp said that
the change would make the parcels consistent with their neighbors. Ms. Camp said that the hearing was advertised in the Daily Local News, notices were sent to residents, the properties were posted
and the ordinance was filed with the Daily Local News and the Chester County Law Library.
On motion by Ms. McIlvaine, seconded by Mr. Meakim, the Board unanimously approved Ordinance 09-2009 amending the West Goshen Township Revised
Zoning Ordinance of 1990 by amending the West Goshen Township Zoning Map by rezoning Parcel Nos. 52-6E-151, 52-6E-152 and 52-6E-153 from C-4 Special Limited Business and Apartment District to R-3
Residential District.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the signing of an agreement with Ralph Curtis Fey, AIA,
Architects and G. Higgins & Associates, Architects, for the preparation of architectural plans and specifications for the design of a public works building and salt shed. Bids were opened on
August 17, 2009 and awarded on August 19, 2009.
Dr. White presented the preliminary 2010 operating budgets for the Township's General Fund, Sewer Fund, Waste & Recycling Fund, State Highway
Fund and Capital Reserve Fund. Dr. White stated that a tax increase of .5 is anticipated for the General Fund for 2010.
The following are preliminary revenue and expenditure figures for 2010:

On a motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously adopted the preliminary 2010 budgets for the various
funds. Adoption of the final 2010 budgets is set for the Board of Supervisors meeting on Wednesday, December 16, 2009 at 4:00 p.m.
Ms. McIlvaine opened the floor for public comment. No comments were made.
There being no further business, on motion by Ms. McIlvaine, seconded by Mr. Meakim, the meeting was adjourned at 5:16 p.m.

West Goshen Township Supervisor Hearing November 18, 2009

Supervisors Hearing S-09-09 which was duly advertised was called to order by Chairman Patricia McIlvaine at 5:24 p.m. All members were
present. Ms. Kristin Camp, Esquire, was present to represent the Township and Mr. Brian Nagle, Esquire, was present to represent the applicant. CIRR, LLC, seeks a conditional use approval
pursuant to Sections 84-39.A(18)(b) and 84-57.10B(1) of the West Goshen Township Zoning Ordinance in order to use Units 2 through 14 of one of the existing buildings located at 835 Lincoln Avenue in the
Lincoln Independence Park Development for an educational use for the Chester County intermediate Unit (CCIU). Applicant intends to renovate the above described units for use by the CCIU as a
temporary educational facility. The subject property is located in the I-3 General Industrial District which permits educational uses by conditional use of the Board.
