BOARD OF SUPERVISORS MEETING
July 14, 2010

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward G. Meakim, Jr., at 4:03 p.m. on Wednesday, July 14, 2010, at the West Goshen Township Administration Building. All members were present. Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.

Lt. Gregory Stone gave the Police Report for the month of June 2010.

Ms. Andrea Testa, Fire Marshal, gave the Fire Marshal Report for the month of June 2010. Ms. Testa also gave the report for Good Fellowship Ambulance Company, the Goshen Fire Company and the West Chester Fire Department.

Mr. John Beswick, Building Official, gave the Building Inspection Activity Report for June 2010.

Mrs. Evelyn Baker, 900 Sheridan Drive, asked how many single family home permits were issued in June and Mr. Beswick replied that three attached single family home permits were issued.

Mr. Meakim opened the floor for public comment.

Mr. Bob O'Toole, 106 Prospect Avenue, stated that his residence is behind Horizon House which is located at 825 Paoli Pike and provides services to homeless people. He said that the facility is attracting a lot of activity that has become a nuisance at night and for his children. Lt. Stone said that homeless people are drawn to the facility for showers and food. He added that officers have added the area to their regular patrols.

Ms. Tina O'Toole, 106 Prospect Avenue, said that the police officers have been good to respond. Mr. O'Toole said that there are a lot of shady people and Lt. Stone advised Mr. O'Toole to call the police anytime there is a problem. Mr. O'Toole asked if anything could be done to curtail the activity at the facility and Dr. White asked if people are living in the building. Mr. O'Toole said they are not but remain in the area after the services are ended for the day. Lt. Stone asked that the O'Tooles call the police if the people are still around after the facility closes. Dr. White advised that the Township will look at the use of the property to see if it fits the neighborhood

Ms. O'Toole said that in the past the people using the facility have come to the edge of her fence and made remarks to her children and babysitter making her fearful to use her own yard.

Ms. Kristin Camp, Township Solicitor, said that if the use is permitted in the area, the Township could reach out to the owners and tell them to restrict the activities of the people. Ms. McIlvaine asked Lt. Stone about the patrols in the area and he replied that it is patrolled regularly. Mr. Meakim asked about the clean up nearby where homeless people had been living and Mr. Raymond Halvorsen, Public Works Director, said that it had become dangerous for the public works employees to do the clean up because of discarded needles and other debris. He said that after the last cleanup the area is being patrolled and that PECO had cut down brush in the area. Mr. Meakim thanked Mr. and Mrs. O'Toole for bringing the situation to the attention of the Board.

Mrs. Baker said that in the past an owner of a nuisance place had been told by the Township that his establishment would be shut down if the problem was not solved and that the owner hired a security guard to patrol the area.

Dr. White announced that the Board of Supervisors met in Executive Session on July 14, 2010 to discuss personnel matters.

Mr. Casey LaLonde, Township Manager, reviewed the trash and recycling numbers for 2009 as compared to 2008. The recycling, hazardous waste collection and leaf collection numbers increased significantly in 2009. Mr. LaLonde attributed this increase to the single stream recycling and the use of the new toters for trash. Mr. Halvorsen said that West Goshen Township's numbers are the highest in the county.

Mr. LaLonde announced that Township personnel met on July 13, 2010 with the developers for the Spaz property and that construction could start in August on the apartments. He said that the developer will be coordinating with PennDOT so that the current work on Route 202 can be combined with the improvements that the developer will be making at the intersection of Route 202 and Matlack Street.

Dr. White said that a letter had been received from the owner of McDonalds in the Parkway Center regarding a decrease in business since the ramps from Route 202 to High Street had been closed for construction. He said that the owner had asked for signage to be placed for motorists directing them to the Parkway Center. Mr. LaLonde said that Mr. Raymond McKeeman, Zoning Officer, and Ms. Diane Clayton, Assistant Zoning Officer, have been working with the owner to find a solution.

Dr. White announced that West Chester University will be holding informational sessions for residents regarding future plans for the University at 6:00 p.m. on August 2 and August 10, 2010 at the Phillips Library. Mr. LaLonde said that he would be attending on August 10.

On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved the Board of Supervisors minutes of June 9, 2010.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the Treasurer's Report dated June 30, 2010 for the General Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste and Recycling Fund.

On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved awarding the bid for the 2005 Ford Crown Victoria to PCS Auto Sales and the bid for the 1988 Chevrolet C20 Step Van to Standen Collision and Auto Repair pending a review of the bids.

The meeting was recessed at 4.29 p.m. and resumed at 4:33 p.m.

On motion by Dr. White, seconded by Mr. Meakim, the Board unanimously approved a Motion of Approval for the extension of the validity of plans approved by the Board on January 9, 1996 for the Living Faith Centre for the construction of a 4,000 square foot addition as depicted on the grading plan prepared by Edward B. Walsh and Associates dated January 27, 2010.

On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the signing of the Warren Road Guiderail Contract. Bids were publicly opened and read aloud at 10:30 a.m. on May 5, 2010 and the contract was awarded to Long Fence Company, Inc., at the Board of supervisors meeting on May 12, 2010.

Mr. Meakim opened the floor for public comment.

Ms. McIlvaine expressed her appreciation to the streets department for the excellent paving job that was completed recently. She noted that the paving was completed in 13 days with little or no disruptions.

Dr. White said that he had received calls after the speed humps were not restored in the Roslyn Development. He said that Mr. Phillip Yocum, a resident of Spruce Avenue, had sent emails with advice for improving the traffic situation in the area.

Mrs. Baker said that the extra one foot of paving on the outside of the fog lines has provided more safety for pedestrians walking on Spruce Avenue. Mrs. Baker asked why the speed humps were removed and Dr. White replied that they were not effective in slowing the traffic. Mr. Craig said that the reduction of volume of traffic after installation of the speed humps was 10% but that the average speed went up by one mile per hour. Mr. LaLonde said that the speed humps had to be removed for the repaving and that it would have been expensive to reinstall them.

There being no further business, on motion by Ms. McIlvaine, seconded by Mr. Meakim, the meeting was adjourned at 4:40 p.m.
