WEST GOSHEN TOWNSHIP BOARD OF SUPERVISORS MEETING March 10, 2010

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward G. Meakim, Jr., at 4:02 p.m. on
Wednesday, March 10, 2010, at the West Goshen Township Administration Building. All members were present. Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.
Capt. Joseph Gleason gave the Police Report for the month of February 2010.
Ms. Andrea Testa, Fire Marshal, gave the Fire Marshal Report for the month of February 2010. Ms. Testa also gave the report for Good
Fellowship Ambulance Company and the Goshen Fire Company.
Mr. John Beswick, Building Official, gave the Building Inspection Activity Report for February 2010.
Mr. Meakim opened the floor for public comment.
Ms. Shirley Colvin, 830 Spruce Avenue, thanked Mr. Raymond Halvorsen, Public Works Director, and the entire Public Works Department for the good
job they did snow plowing during the recent heavy snow storms.
Ms. Nancy McCullough, 211 Fowler Drive, stated that her mailbox was hit twice by the snow plow on February 26, 2010 and she said that she wanted to
have it replaced at the Township's expense. She said she was told that the Township would pay for a post and mailbox up to $75.00 but that she would have to install it herself and she did not feel
this was acceptable. She asked for a copy of the ordinance covering mailbox replacement and was advised by Mr. Meakim that there is no ordinance and that mailboxes are in the right of way. Mr.
Meakim said that if his mailbox were hit by the snowplow, he also would only receive up to $75.00 to replace it and that he would need to install it himself.
Ms. Carol Caporelli, 211 Fowler Drive, expressed her feelings that the Township should bear all of the costs of replacing the mailbox.
Mr. Meakim announced that the Board of Supervisors met in Executive Session on February 23, 2010 to discuss personnel matters.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the removal of Jennifer Dobbins from the Park and Recreation
Board for personal reasons.
Mr. Casey LaLonde, Township Manager, announced that the Earth Day Clean Up of Goose Creek will be held on Saturday, April 17, 2010 from 9:00 a.m.
to 11:00 a.m. starting at the parking lot for McDonalds on Gay Street.
On motion by Dr. White, seconded by Ms. McIlvaine, the Board unanimously approved the Board of Supervisors minutes of February 17, 2010.
On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved the Treasurer's Report dated February 28, 2010 for the General
Fund, the Sewer Revenue Fund, the Waste and Recycling Fund, and the Capital Reserve Fund, as well as the bills to be paid from the General Fund, the Sewer Fund, the Capital Reserve Fund, and the Waste
and Recycling Fund.
Mrs. Evelyn Baker, 900 Sheridan Drive, asked about the funds allocated for snow removal in the budget and Mr. Meakim responded that the Township
was applying for FEMA funds to help pay the costs. Mr. LaLonde said that Chester County is leading the drive for funds and that the Township may receive up to $45,000. Ms. Jeanne Denham,
Finance Director, said that the budgeted amount was $99,000 for salt and materials and that at least $90,000 has been spent. She added that labor was not included in that amount. Mr. Halvorsen
said that he estimates the Township will be about 50% over budget when the final bills are paid. In answer to Mrs. Baker's inquiry about the damage done to curbs and the edges of roads by the plows,
Mr. Halvorsen and Mr. David Woodward, Streets Superintendent, replied that repairs will be done once the weather improves.
Prior to the consideration of Resolution 10-2010 adopting a smoothing method to determine the actuarial value of assets as part of the actuarial
valuation for the West Goshen Township Administrative and Roads Pension Plan in accordance with Act 44 of 2009, Dr. White stated that the Commonwealth responded to the financial problems of 2008 by
providing this method to calculate pension contributions for municipalities to ease the burden of larger payments.
On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved Resolution 10-2010 adopting a smoothing method to determine the
actuarial value of assets as part of the actuarial valuation for the West Goshen Township Administrative and Roads Pension Plan in accordance with Act 44 of 2009.
On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved Resolution 11-2010 adopting a smoothing method to determine the
actuarial value of assets as part of the actuarial valuation for the West Goshen Township Police Pension Plan in accordance with Act 44 of 2009
On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved Resolution 12-2010 adopting a smoothing method to determine the
actuarial value of assets as part of the actuarial valuation for the West Goshen Township Sewer Employees' Pension Plan in accordance with Act 44 of 2009
On motion by Ms. McIlvaine, seconded by Dr. White, the Board unanimously approved Resolution 13-2010 setting the date of April 28, 2010 for a
public hearing for a conditional use application from Craig Scott, Inc., d/b/a Scott Honda West Chester who is seeking to use the property at 716 E. Union Street as a vehicular sales and service agency,
including wholesale sealed bid vehicle auctions.
Mr. Meakim opened the floor for public comment. No comments were made.
There being no further business, on motion by Mr. Meakim, seconded by Ms. McIlvaine, the meeting was adjourned at 4:27 p.m.
