WEST GOSHEN TOWNSHIP
BOARD OF SUPERVISORS MEETING
SEPTEMBER 29, 2010

A regular meeting of the Board of Supervisors of West Goshen Township was called to order by Chairman Edward Meakim at 4:05 p.m. on Wednesday, September 29, 2010 at the West Goshen Township Administration Building.  All members were present.  Mr. Meakim opened the meeting with the Pledge of Allegiance to the Flag.

Mr. Meakim opened the floor for public comment.

Mrs. Evelyn Baker, 900 Sheridan Drive asked Dr. White if he was on Medicare. Dr. White responded that he is enrolled in Medicare Part A and he is also enrolled in the Township's medical insurance plan with Aetna. A brief discussion regarding Township Supervisors' medical benefits ensued.

Mrs. Shirley Colvin, 830 Spruce Avenue asked if Mr. LaLonde had been recently appointed Township Secretary. Dr. White answered that he was appointed Township Secretary on September 8, 2010 following the retirement of Sandy Turley.

Mrs. Colvin then asked who approved the raised crosswalks at West Chester University on Rosedale Avenue. Township Engineer Rick Craig stated that he, along with PennDOT and West Chester Borough approved the raised crosswalks.

Mr. Jon McCormack, 840 Spruce Avenue stated that there are one thousand more students than last year at the University, the Spaz / JPI building project, the proposed minor-league baseball stadium proposal, etc., with these projects comes more traffic and speeding on Spruce Avenue. He stated that no traffic improvements have been made to Spruce Avenue or to the Roslyn neighborhood streets. Dr. White responded that the Township will closely monitor any new development occurring inside West Goshen Township in the Roslyn neighborhood and ensure that any future development will have traffic improvements.

Mrs. Evelyn Baker, 900 Sheridan Drive asked if the new Police contract is close to settlement. Mr. Meakim responded it was settled and we are awaiting the final draft for approval. Mrs. Baker asked if the contract called for three percent raises. Mr. Meakim responded that the contract calls for three percent raises for each year of the contract.

Mrs. Colvin asked what the average pay was for West Goshen residents. Per the 2000 Census, the median household income for West Goshen Township is $71,055. Mrs. Colvin asked why are the Police Officers asking for more pay, given what they are paid already. Dr. White explained the Act 111 collective bargaining process.

On a motion by Mr. Meakim, seconded by Mrs. McIlvaine, the Board unanimously approved Resolution 25-2010, approving the Minimum Municipal Obligation for the West Goshen Township Sewer Pension, Police Pension and Administration / Roads Pension.

On a motion by Dr. White, seconded by Mrs. McIlvaine, the Board unanimously approved Resolution 26-2010, setting a date of 4:00 PM, Wednesday, October 13, 2010 for a Board of Supervisors Hearing to consider a Conditional Use Application from BPI II Associates to build an independent living facility in the I-2 Zoning District at Andrew Drive, east of Saunders Lane in West Goshen Township.

Mrs. Colvin then asked Mrs. McIlvaine why she voted against The Arbours and Traditions projects. Mrs. McIlvaine stated that The Arbours is in a bad location for residential units and that she listened to resident complaints about the size and location of the Traditions development.

Mrs. Mary Aherne and Mr. Michael Aherne of 1108 Phoenixville Pike stated that they are new visitors to the Board of Supervisors meeting and were just here to listen to information about the Police contract presented. Mrs. Aherne then presented a request for the Township to install a "Hidden Driveway" signage at her residence on Phoenixville Pike. Mr. LaLonde instructed Mr. Craig to have the signs installed.

Mr. Meakim opened the floor for public comment.

There being no further business, on motion by Mrs. McIlvaine, seconded by Mr. Meakim, the meeting adjourned at 5:25 p.m.
