ACTION:  Diehl/Little (7-0).

5.   Initial Submissions

A. Initial Land Development Plan for 212,800 sq. ft. of industrial building for Keystone Community Alliance located at 831 Lincoln Avenue.  There will be two phases.  The federal aged building will be removed.  The applicant  chooses to create a condo flex-space.  An attached storage building will protrude a few feet over the parking area. This is a correct use of the lot which has had a non-conforming building on a non-conforming lot for many years. Concerns about drainage are addressed by Act 567 where drainage is grandfathered but it does not hurt is inquire about the possibility of infiltration feeds. The site still does not perk.  Fortunately water and sewer are available. This is the third Plan before the Planning Commission for this same site.
