1. Paul Spiegel called the Meeting to Order at 7:00 PM with The Pledge of Allegiance to the Flag.
2. The Floor was Opened for Public Comment. There was none. Willi K.E. Weichelt, VMD, Seija Weichelt, and Robin Murlless were in the audience.
3. MINUTES
MOTION: To accept the Minutes of 11/15/2004 as submitted. ACTION: Little/Rafter
4. Final Land Development Plan for a 5,200 square foot building addition for Willi K. E. Weichelt, VMD located at 1141 West Chester Pike.
The applicant was in attendance for the Plan. The Drawing was projected to show what will go into the extra space: three examining rooms, and room for In-Patient care, X-Ray and
surgery. Also there will be room for an isolation unit. In the two story building there is room for 36 out-patients. No extra run-off is expected.
MOTION: To recommend approval of the Final Land Development for a 5,200 sq. ft. addition for Willi K.E. Weichelt, VMD. ACTION: Diehl/Little (7-0).
5. Initial Submissions
A.
Initial Land Development Plan for 212,800 sq. ft. of industrial building for Keystone Community Alliance located at 831 Lincoln Avenue. There will be two phases. The federal aged building will be removed. The applicant chooses to create a condo flex-space. An attached storage building will protrude a few feet over the parking area. This is a correct use of the lot which has had a non-conforming building on a non-conforming lot for many years. Concerns about drainage are addressed by Act 567 where drainage is grandfathered but it does not hurt is inquire about the possibility of infiltration feeds. The site still does not perk. Fortunately water and sewer are available. This is the third Plan before the Planning Commission for this same site.
6. Committee Reports and Information
Dean Diehl gave the Nominating Committee Report for 2005 officials:

MOTION: To accept the Slate of Officers for 2005 Planning Commission. ACTION : Laudenslager/Rafter (7-0).
There was a discussion about lights on Soccer Fields for West Chester University. The neighbors have complained.
Also questions about E & S being required to have a building permit. William Freas of Sureguard is bulldozing on holidays and weekends.
Dan Rafter will attend the January meeting but is moving out of the Township in February. Michael McKie will move up to the Commission. A new Alternate will be announced.
