Meeting called to Order: 7:05 PM by Vice-Chair Kathy McDevitt

After a review of the minutes submitted for the March 15, 2000 meeting, a motion was made by Michael Pillagalli to accept the minutes as submitted.  The motion was second by Kathy McDevitt and passed.

The Financial Report dated March 31, 2000 was reviewed.  There were no questions of comments pertaining to the Financial Report.

Parks: Kent Wise reported that the crews are busy cutting grass, mulching and cleaning up the flower and shrub beds at the Township Parks. Additionally, the work to re-grade and re-seed selected areas at the Community Park has been completed. An electrician is scheduled to begin work next week at the Community Park installing lights and electrical outlets for the new gazebo. Trench work will be required to connect to new lights and outlets to the existing electric source at the Community Park.  Kent Wise reported that the new fence has been installed at Hallowell Field and 2 "wings" have been added to the existing backstop to help keep foul balls from leaving the playing area. At the Richard C. Cloud Park (formerly Freedley field), the new drainage line for the parking lot has been installed and work to re-pave the parking area is underway.  Kent Wise informed that the existing flowers have been removed from the Richard C. Cloud Park and indicated that the areas surrounding the field will be re-landscaped soon.  Additionally, new play structures have been ordered for delivery in 4 to 6 weeks. Kent Wise indicated he would need to line up someone to install the new play equipment when it is delivered.  Finally, Kathy McDevitt requested that the members of the Park Board be notified when there are plans to re-name one of the Township parks.

Recreation: Ken Lehr reporting on the Summer Camp program informed that all of the councilor positions for this year's program have been filled. The summer camp program is scheduled to run from June 21st through August 13th.  Registration for the Summer Camp program scheduled for May 13th from 9:00 AM to 1:00 PM and May 20th from 9:00 AM to 11:00 AM. The parent orientation for the Summer Camp program is scheduled for April 26th at 7:00 PM.  Michael Pillagalli will attend the Parent Orientation session representing the Park and Recreation Board.  Ken Lehr recommended having the registration for the Summer Camp program at the new Township Building.  Finally, Ken Lehr asked if the Park Board members that are available to help out with the Summer Camp registration could contact him. The Township will need support from everyone that can help.

Friends of the Park: Kelly Cifone reported that she met with Kent Wise and a representative from Rick's Utility Company to identify the location for the new gazebo at the Community Park. The dedication ceremonies for the new gazebo are scheduled for Saturday, April 29th at 10:00 AM. Kelly Cifone informed that Friends received $350.00 (˝ of the proceeds) from the 50/50 raffle held at Faulkner Pontiac on their April 14th "cruse night". The Friends are currently working to find sponsors for the Summer Music Series. Kelly Cifone reported that the Fiends are planning bus trips to Radio City on December 2nd and December 9th. The trips will also include dinner at the Hard Rock Café.  Kelly Cifone reported that she had purchased "Yo Yo" balloons that will be sold as a fundraiser at the Easter Egg Hunt and the Summer Music Series.  The Friends are in the process of finalizing their 4th of July plans.  Kelly Cifone asked Ken Lehr if magician John Casiday has been confirmed to perform during the planned July 4th activities. Ken Lehr indicated that he would contact John Casiday and make the appropriate arrangements.  Finally, Kelly Cifone stated that the Friends are looking into the possibility of offering a "Drive-in Movie Night" at the Community Park in the September time frame.

Old Business: Jennifer Grey-Rice reported the Easter Egg hunt was rained out and has been re-scheduled for 10:30 AM on Saturday, April 22nd.  Ken Lehr reported that the Township has about 3000 "stuffed" Easter Eggs ready for the event. Ken Lehr stated that in the event of rain on April 22nd, the Easter Bunny would sit under the pavilion and give out the "stuffed" Easter Eggs to anyone that shows up. Additionally, prizes would be handed out to anyone wearing an Easter Bonnet rain or shine.  Ken Lehr indicated that the Township had not received any phone calls from residents inquiring about the rain date for the Easter Egg hunt. Jennifer Grey-Rice informed that flier as well as the Township WEB site contain information on the rain date for the Easter Egg hunt. Jennifer Grey-Rice asked if the Township should put the West Goshen Fire Company on alert for the use of their fire truck to transport the Easter Bunny to Coopersmith Park weather permitting. Dan Dixon has volunteered to be the Easter Bunny for this year's event.  All volunteers are asked to arrive at Coopersmith Park by 9:30 AM to help with preparations and hide the Easter Eggs.

Kathy McDevitt reported that Kelly Cifone is helping to line up volunteers for the MS "Race for the cure" scheduled for Saturday, April 30th.  Registration for the event begins at 8:30 AM, the 2K Walk will begin at 10:00 AM and the 5K Run is scheduled for 10:30 AM. Volunteers are asked to arrive at the Community Park by 9:30 AM to help with preparations for the event.  Kent Wise indicated that he would need to know what the Township is required to supply to support the band that is scheduled to perform during the event.  Ken Lehr informed that he had notified the Police of the upcoming event and will forward them a copy of the proposed racecourse he received from Dick Fitch.  Additionally, Kent Wise will work with the Police to determine if the Township needs to supply cones to identify the racecourse.  Kathy McDevitt reported that the response for this year's race is almost double over the previous year and stated that the event has gained new sponsors and continues to grow.

Ed Smith reporting on the VFW Bicycle Safety Day informed that this year's event is scheduled for Saturday, June 3rd from 1:00 PM to 3:00 PM at the Community Park.  Kelly Cifone asked if Ed Smith could contact representatives from the VFW to determine if the Friends would be permitted to sell "Yo Yo" balloons as a fundraiser during the program. Ed Smith will report back at the May Park and Recreation Board meeting with the volunteer requirements for the VFW Bicycle Safety Day.

Ken Lehr reporting on the Summer Concert Series informed that the entertainment for all of the six concerts planned for the 2000 season has been booked. The schedule is listed below:

Children's Concert - June 18th featuring "Makin-Music"
Reggae Music Night - July 2nd featuring "Kaya" 
Swing Music Night - July 16th featuring "City Rhythm Orchestra"
Irish Rock Night - July 30th featuring "Blackthorn"
Latin Night  - August 13th featuring "Sabroso"
Country Music Night - August 27th featuring "Country Joe and The Honky Tonk Heroes"

Bob Cifone reporting on Community Day indicated that Dan Dixon has requested that the Community Day sub-committee meet within the next week to continue planning for this year's event. Bob Cifone stated that the planning for Community Day is coming together. Work to line up vendors for the event is underway and the crafters have received notification for this year's event.  Finally, Kelly Cifone will be contacting a face painter for information to help determine if this is something the Township should look into for Community day.

Ken Lehr reported that the "pilot" program that would allow the USTA Tennis Team to use 3 of the 4 courts at the Community Park on Friday mornings (9:00AM to 12:00AM) for 7 weeks was approved by the Board of Supervisors.  The "pilot" program will begin in April and conclude in June prior to the start of the Summer Camp.  Ken Lehr informed that the 2 other groups that had also asked for exclusive use of the tennis courts never followed up on their initial request.

Ken Lehr reported that the Decorated Bike parade is scheduled for Tuesday, July 4th from 10:00 AM to 12:00 PM at the Community Park with a rain date on Saturday, July 8th.  Peggy Niemeyer asked if anyone from the Township had contacted magician John Casiday to perform at this year's event. Ken Lehr indicated that he would contact John Casiday and make the appropriate arrangements.

Ken Lehr reporting on the proposed July 4th fireworks display informed that he had spoken with Kathy McBratney who indicated that the West Chester Borough is looking for the Township to contribute about $10,000 to help cover the cost of the event. Additionally, the Borough of West Chester is looking for the Township to supply 7 to 10 volunteers to help direct cars and usher spectators to the appropriate seating areas. Ken Lehr asked if the Board of Supervisors gave their approval for the Township to move forward with the planning for the event. Sharon Lynn offered to work with Kelly Cifone to identify some fundraising ideas (i.e. sponsors) to support the July 4th event that would not impact the fundraising efforts currently underway for the Summer Music Series and Community Day.  Jennifer Grey-Rice stated that funding for the proposed July 4th fireworks display should not come from the 2000 Park and Recreation Board budget and suggested adding funds to the 2001 budget if the Township wants to participate in a July 4th fireworks display next year.  Kathy McDevitt indicated that she knows of a new company that recently moved into the area that could be a potential sponsor for the event.  Ken Lehr informed that the location for the proposed July 4th fireworks has been changed to Henderson High School football stadium since the cost of holding the event at the West Chester University football stadium has become too expensive. The members of the Park Board expressed concern over the decision to hold the event at Henderson High School stating there are potential safety issues with this location and a lack of available parking. Jennifer Grey-Rice suggested that the Township should look into holding the event at the Chester County Hospital. The members of the Park Board stated that the Township should not get involved with the proposed 4th of July fireworks display if the location remains at Henderson High School.

New Business: Ken Lehr commented on a letter the Township received from the Lenape Bulldog Club if Pennsylvania. In the letter the club thanked the Township for the use of Coopersmith Park for an April 2nd stating that the park and restrooms were exceptionally clean and modern.  Ken Lehr thanked Kent Wise and his crew for the support provided for the event.

The meeting was adjourned at 7:40 PM.  The next meeting is scheduled for May 17th.
