Meeting called to Order: 7:05 PM by Chairman Dan Dixon

After a review of the minutes submitted for the June 21, 2000 meeting, a motion was made by Bob Cifone to accept the minutes as submitted. The motion was second by Michael Pillagalli and passed.

The Financial Report dated June 30, 2000 was reviewed. There were no questions of comments pertaining to the Financial Report.

Parks: Kent Wise reported that the crews are busy cutting the grass, spreading mulch and maintaining the ball fields at the Township Parks. Work to grade and re-seed the trench line at the Community Park has been completed.  The electrician still needs to replace the night-lights at the Pavilion and relocate the lights for the flagpole to brackets that will be attached to the flagpole.  This should eliminate the problem the Township currently has been encountering with vandals breaking the ground level flagpole lights.  All of the electrical work should be completed by the end of next week (July 28th). Kent Wise indicated that a new 220-volt hook-up should be available at the Community Park in time for Community Day.  Kent Wise informed that the crews spent time clearing out the existing playground equipment at the Hamlet Crest and South Concord playgrounds.  The old equipment will be disposed of at the Chester County landfill.  The new playground equipment, including 4 swing sets has been loaded into a Duie Pyle storage trailer. The new playground equipment will be installed at the Hamlet Crest, South Concord and Richard C. Cloud parks over the next several weeks. Kent Wise stated that it would take about 2 weeks to complete the work for each park. Eagle Scout Dennis Bondran has completed the 2 remaining picnic tables that were part of his Eagle Scout project. Kent Wise informed that Dave Woodward has taken another position in Westtown Township.  Kent Wise reported that if a replacement were not found within the next week, the Township would have to advertise to fill the open position.  Finally, Kent Wise asked the members of the Park Board to send a thank you to Bill Freeze for donating the "astro-turf" carpet in front of the Amphitheater at the Community Park.

Recreation: Al Roth reported that through the 5th week of the Summer Camp program, attendance has been very consistent.  Al Roth informed that he is planning to create a "Councilor's Guide" for next year that will outline specific requirements for each Township Park and provide direction for the councilors. Al Roth stated that the Clinics are going very well and indicated that people are still signing up for the Lacrosse and Street Hockey clinics.  Over 123 campers were treated to a trip to Water World during the last week. Al Roth reported that on August 1st, 2nd and 3rd, the children attending Summer Camp will visit the Township Building to take in an Art Exhibit and tour the Police Station. Dan Dixon asked if the art exhibit would be open for public viewing.  Ken Lehr indicated that the Art Exhibit would be open for public view from 9:00 AM to 12:00 PM each morning.  Ken Lehr asked if Dan Dixon could contact the West Goshen Fire Company to see if they would be able to have a fire truck on display at Hallowell Field for the 3 days that the Summer Campers will be visiting the Township Building.

Friends of the Park: Peggy Niemeyer reporting for the Friends informed that Kelly Cifone is still working to raise the remaining $1,500 in funding needed to cover the entire cost of the Summer Concert Series.  Peggy Niemeyer stated that the "Park Press" newspaper has helped attract 93 new members to the Friends of the Park.  Additionally, the newspaper provides advertising for Community Day and helps the Friends line up much needed volunteers.  Finally, Peggy Niemeyer asked if the Township could put up a sign at the Community Park to inform people that additional parking is available in the new parking lot by the Ice Line. Kent Wise informed that signs have already been ordered and should be installed by Community Day.

Old Business: Ken Lehr reporting on the Summer Concert Series informed that each of the 3 concerts performed to date have been held at a different location.  Information on the Summer Concert Series is listed below:

Ken Lehr stated that the late day rain forced the July 16th concert indoors at the new Township Building since the Township was not able to notify the Fugett Middle School by the 2:00 PM deadline required to have the school facilities available.  Ken Lehr offered thanks to Len Sload and John Carroll (from Kent Wise's crew), Kelly and Bob Cifone, Kathy Hahn, Peggy Niemeyer and Holly Niemeyer for their efforts in making the July 16th concert a success.  Ken Lehr informed that the Township has been receiving many inquiries about the July 30th concert featuring "Blackthorn". The Township has notified the police that a large turnout is expected for the July 30th concert. Bob Cifone asked if it would be possible to use the East High School facilities as the alternative location for a concert in the event of rain. Ken Lehr stated that the East High School facilities were not available.  Dan Dixon informed that the Turks Head concert was also rained out by 4:30 PM on July 16th and stated that in the future, the Township should try and coordinate the Summer Music Series so there is not a conflict with the Turks Head concert.

Bob Cifone reporting on Community Day informed that the food vendors for Community Day have been lined up and advertising for this year's event will begin in the Daily Local News next week.  Bob Cifone indicated that the final layout for Community day will be finalized by the August 16th Park and Recreation Board meeting in order to determine the staffing requirements for the event.  The Friends will be selling Sodas and Bottled Water at this year's event.  The West Goshen Fire Company will be on hand selling their famous donuts.  The Outback Steakhouse will be supplying food for the event and a free lunch for all volunteers. Ken Lehr informed that the Outback Steakhouse has requested to be listed in any advertising for Community Day. Ken Lehr indicated that the Township would list the Outback Steakhouse and Stoppers (John Leary) as the food providers in the advertisements for Community Day. Michael Pillagalli indicated that the advertisements should state that the Outback Steakhouse would be offering a special menu for Community Day that features entries at ½ off their normal prices. Representatives from the Outback Steakhouse have asked the Township for permission to have someone in a "kangaroo suit" interact with the crowd during the event. The Outback Steakhouse will have a tractor-trailer on hand to support the event. The proposed location for the tractor-trailer has been reviewed with Kent Wise.  Bob Cifone asked Dan Dixon to contact Ralph Watson to determine if he would be able to supply ice (and a price break) to the Township for Community Day. Dan Dixon indicated that he did not think Ralph Watson would be able to supply the required ice for Community Day.  Dan Dixon suggested that someone for the Township should contact Brandywine Ice to see if they would be able to supply a cooler and ice for Community Day. This would allow the Township to only pay for the ice that is used.  Michael Pillagalli stated that PECO donated ice to the Township in the past and indicated that the Township would need a larger supply of ice for this year's event. Peggy Niemeyer informed that at this time, 9 crafters (requesting 10 spaces) have signed up to participate in this year's event.  Dan Dixon indicated that he would forward phone number of a crafter that makes birdhouses to Peggy Niemeyer. Advertising for Community Day will appear in the Daily Local News, Chester County Living and the Town Talk. The Friends are still looking for baby food jars to support the sand art craft scheduled for Community Day. Al Roth and Ed Smith indicated that they are planning to organize a home run derby for Community Day. Ed Smith will contact Ken Lehr to let him know how many prizes will be required to support the planned home run derby.  Kelly Cifone is talking with the Inquirer to determine if they can supply and staff a "basketball shoot" and/or a "Frisbee" golf tournament for Community Day. Michael Pillagalli suggested looking into the possibility of having a "Yo Yo" balloon contest for selected children's age brackets.  Members of the Park Board expressed concern that there may not be enough planned activities for the older children and adults.  Dan Dixon stated that the Township has been trying to gear the activities for Community Day towards families with young children. The members of the Park Board stated that fliers advertising Community Day must be distributed to the area schools by the week of August 28th.  Ken Lehr indicated that he would make sure this happens. Holly Niemeyer informed that she is in the process of ordering the crafts for Community Day. The volunteer requirements for Community Day have expanded. The Township will need to staff 6 stands for 5 hours requiring about 113 hours of volunteer time.

Kathy McDevitt reporting on the July 4th Decorated Bike parade informed that there was a great turnout for the event. Over 65 children participated in this year's event that featured a new overall winner.    Magician John Cassidy again did an excellent job of entertaining the children. Kathy McDevitt stated that the Friends of the Park did a great job providing support for this year's event.  Al Roth informed that he noticed a large number of "new" parents participating this year. Ken Lehr indicated that the number of people registering on the day of the event was about the same as the pre-registration numbers.  Kathy McDevitt stated that for future events, the Township should be able to estimate the number of prizes required using double the pre-registration numbers.

Michael Pillagalli reporting on Harvest Day informed that he is planning to schedule a meeting of the Harvest Day sub-committee to finalize plans for this year's event.  Michael Pillagalli stated that the format for this year's event should be a copy of the previous year. Harvest Day activities will again be held at Coopersmith Park on Sunday, October 29th from 2:00 PM to 4:00 PM.  Dan Dixon asked if the Township was planning to secure a second Hay Wagon for Harvest Day to reduce the wait time for the hayride to the pumpkin patch. Ken Lehr asked Dan Dixon to contact Sonny Hicks to see if a second Hay Wagon can be lined-up.  Dan Dixon asked if the Township ever reimbursed Sonny Hicks for supplying the Hay Wagon for last year's event. Kent Wise indicated that he would have to secure a second tractor if the additional Hay Wagon is available.  Ken Lehr confirmed that he has booked  "Makin Music" to perform during this years festivities.

 Ken Lehr indicated that he would contact Jennifer Grey-Rice to determine if there were any plans to hold a "Holiday Event" this year.

Dan Dixon reviewed a letter the Township received from the Scott family thanking the Township and the Friends of the Park for selecting their family to win free admission for one of their children to the Summer Camp program.

The meeting was adjourned at 7:50 PM.  The next meeting is scheduled for August 16th.
