West Goshen Township Parks and Recreation Board Meeting October 17, 2001 Minutes
Attending: Bob Cifone, Dan Dixon, Michael Pillagalli, Jennifer Grey-Rice, Ed Smith and Joe Waters
Township Representatives: Kathy Hahn, Ken Lehr, Sharon Lynn, Al Roth and Kent Wise
Friends of the Park:
Meeting called to Order: 7:05 PM by Chairman Dan Dixon
After a review of the minutes submitted for the September 19, 2001 meeting, a motion was made by Michael Pillagalli to accept the minutes as submitted. The motion was second by Bob Cifone and passed.
The Financial Report dated September 30, 2001 was reviewed.
Joe Waters asked if Ken Lehr was able to talk to Township Finance Director Jeanne Denham about the feasibility of utilizing some of the funds held in the Capital Reserve and/or Restricted Park Capital accounts to pay off the remaining dept on the Community Park Loan. Ken Lehr reported that he had contacted Jeanne Denham and was informed that the funds in the Capital Reserve and Restricted Park Capital accounts cannot be used to retire debt. Ken Lehr stated the funds in the Capital Reserve and Restricted Park Capital accounts can be used for enhancements and/or improvements and suggested looking into the possibility of utilizing these funds for the proposed Township roller blade facility. There were no other questions of comments pertaining to the Financial Report.
Parks:
Kent Wise reported that the crews are busy cutting the grass, grooming the ball fields and maintaining the playgrounds at the Township parks. Kent Wise informed that the crews have also completed some light trimming work at Barker Park. Kent Wise stated that he is happy with the work that has been done at Richard C. Cloud Park. Kent Wise reported that the new grass in the outfield and infield playing areas is starting to come in and stated that he expects to cut the field for the first time next week. Kent Wise informed that he has contacted "Grass Management"
to over-seed and aerate the soccer fields, Flagg Field and the Little League Field at the Community Park. Kent Wise stated that Flagg Field and the Little League Field were also treated for the "Sod
Worm" problem that caused the grass to "brown" in selected areas of the fields. Finally, Kent Wise reported that he planned to pick up the pumpkins for Harvest Day on Tuesday, October 16th.
Recreation:
Al Roth reporting on the Summer Camp program indicated that he did not have anything new to report at this time and informed that he plans to meet with Ken Lehr soon to begin planning for the 2002 Summer Camp program.
Friends of the Park: Bob Cifone reporting for the Friends informed that there will be an Executive Committee meeting on Thursday, November 8th to finalize a strategy for the upcoming general membership meeting. Joe Waters informed that he collected $4,100 in revenue from soda sales, raffle ticket sales and donations for the Friends at Community Day. Ken Lehr stated that he would continue to list Joe Waters as the Park and Recreation Board liaison to the Friends of the Park. Kathy Hahn asked if Joe Waters, currently serving as an alternate member of the Park and Recreation Board, is eligible to serve as the liaison to the Friends of the Park. Ken Lehr indicated that there would be no problem with Joe Waters continuing to serve in this capacity.
Old Business:
Dan Dixon reported that confusion surrounding the date and time of the Community Day wrap-up meeting resulted in the cancellation of the planned September meeting. Dan Dixon suggested that the meeting should be rescheduled in the November time frame. The members of the Park and Recreation Board suggested holding the Community Day wrap-up meeting at the Township Building on Monday, November 12th at 6:00 PM. Additionally, the members of the Park and Recreation Board recommended that the initial planning meeting for the 2002 Summer Concert Series should be scheduled in conjunction with the Community Day wrap-up meeting immediately following the Community Day wrap-up session.
Ken Lehr reported that between 150 and 200 people attend the Tribute Concert on Sunday October 14th in honor of the victims of the September 11, 2001 tragedies. The event was moved inside to the auditorium at the East High School due to threatening weather conditions. The Chester County Concert Band donated their time to perform "Patriotic Music"
for the 1-hour event. Ken Lehr indicated that the band did a fantastic job and stated the Township should consider utilizing the Chester County Concert Band at future events. Katie Yohe sang
the National Anthem to start the proceedings and members from the VFW Post 106 provided the color guard. Ken Lehr reported that Kelly Cifone did an excellent job with the speech she gave during the
event.
The Friends of the Park collected donations by offering Red, White and Blue ribbons to everyone attending the event. All proceeds from the event will be donated to the Red Cross Disaster Relief program.
Ken Lehr reported that a "Teen" concert featuring the Rock Bands "Falcon Lane", "Camouflage Lawyers" and "Hero's Trial" has been scheduled from 2:00 PM to 4:00 PM on Saturday October 20th at the Community Park. Ken Lehr informed that a member of the TV show "Jack Ass"
would also be on-hand to sign posters donated by Fairman's. Dan Dixon asked Kent Wise if he could set up one of the Township's pop-up tents and several benches to support the autograph signing session.
Dan Dixon asked if John Leary would have the concession stand open for the concert. Ken Lehr indicated that he planned to contact John Leary to see if the concession could be available for the concert. Ken Lehr informed that the members of the 3 bands are handling the advertising for the concert and stated that he was able to help by printing 800 fliers advertising the upcoming event. Ken Lehr informed that residents of West Whiteland Township as well as the borough of West Chester have already heard about the planned "Teen"
concert.
Finally, Ken Lehr reported that there would be 4 officers assigned to the concert to assist with Parking and Security. Ken Lehr stated that the Township is OK with covering the cost of the overtime required for the officers to support the event.
Michael Pillagalli reporting on Harvest Day informed that he has contacted Phil and Linda Hicks and indicated that the wagon the Township is looking to borrow is ready to go.
Kent Wise informed that he has completed the "Pumpkin Run" for this year's event.
Ken Lehr stated that he still needed to pick-up the prizes for the scarecrow-making contest. Kent Wise indicated that he was able to line up a tractor for the 2nd Hay Wagon that is being provided by Sonny Hicks. All volunteers are asked to arrive at Coopersmith Park by 12:30 PM to help with preparations and set up the pumpkin patch. Kent Wise informed that 2 additional member from his crew (Dorine Conant and Mark Bertolami) would be available to help with Harvest Day activities. Harvest Day activities will again be held at Coopersmith Park on Sunday, October 21st from 2:00 PM to 4:00 PM rain or shine.
Ken Lehr reporting on "Movie Nights" informed that 70 people attend the October 6th presentation of "Chicken Run". The presentation had to be moved inside to the Township Building due to weather conditions. Ken Lehr distributed a sign-up sheet asking the members of the Park and Recreation Board to volunteer to provide support for 1 or more of the remaining "Movie Nights"
