Meeting called to Order: 7:04 PM by Chairman Dan Dixon

 Dan Dixon began the September 19th meeting of the Park and Recreation Board with a moment if silence in light of the events that occurred over the last week in New York, Pennsylvania and Washington.

After a review of the minutes submitted for the August 15, 2001 meeting, a motion was made by Michael Pillagalli to accept the minutes as submitted.  The motion was second by Jerry Napiecek and passed.

 The Financial Report dated August 31, 2001 was reviewed.  Michael Pillagalli asked what the Township still owed on the Community Park Loan and suggested utilizing some of the funds held in the Capital Reserve and/or Restricted Park Capital accounts to pay off the remaining dept.  Ken Lehr indicated that he would talk to Jeanne Denham, the Township Finance Director to find out the balance on the Community Park loan. There were no other questions of comments pertaining to the Financial Report.

Public Representatives: Bishop Shanahan students Christopher Wilson, Richard Kane and James Pesilo discussed the possibility of holding a benefit concert at the Community Park for the purpose of raising funds for the Red Cross in support of the rescue efforts underway in New York, Washington and Western Pennsylvania.  The students, who are members of the Rock Bands "Falcon Lane" and "Camouflage Lawyers", would like to have their bands perform a 2 to 2 ½ hour concert at the Community Park in the October time frame.  Les Bair asked what type of crowd control would be required for the proposed concert.  The members of the Park and Recreation Board stated that "moderate" levels of crowd control would be required for the proposed concert.  Additionally, the members of the Park and Recreation Board suggested having a "few" officers on-hand to help out with traffic issues. Jerry Napiecek stated that it would be better to schedule the proposed concert in the afternoon hours to reduce the possibility of crowd related problems.  Dan Dixon asked Ken Lehr if there were any openings in the schedule at the Community Park for the proposed concert. Ken Lehr informed that the Township is also looking into the possibility of presenting a "Patriotic Music" concert at the Community Park on October 14th with donations going to the Red Cross.  Ken Lehr stated that as a general policy, the Township does not let groups use the Amphitheater for concerts and expressed concern that it could appear as if the Township is showing favoritism if these students are permitted to utilize the Amphitheater for their proposed event.  Ken Lehr suggested that the proposed concert should be promoted as a "teen" activity presented by the Township's Park and Recreation Board.  Dan Dixon suggested that the members of the Park and Recreation Board should meet with the band members to come up with recommendations for the proposed concert.  Ken Lehr asked Christopher Wilson for an estimate on the number of people he anticipated would attend the proposed concert.  Christopher Wilson stated that he thought 200 or more students would attend the proposed concert if the event were promoted well. Michael Pillagalli asked Christopher Wilson if the band members have determined a target date for the proposed event. Christopher Wilson stated that it would take the band members 2-3 weeks to organize the event. Jennifer Grey-Rice asked Christopher Wilson to provide a written plan for the proposed concert that would be reviewed by Ken Lehr and the members of the Park and Recreation Board. Dan Dixon asked Christopher Wilson if it would be possible to have the written proposal complete by the weekend (September 20th) and indicated that he would set up a review meeting next week with the members of the Park and Recreation Board.  Finally, Dan Dixon stated that he would like to see the Township utilize the $1,000 in the budget marked for a "Teen Night" in conjunction with the proposed concert.

Parks: Kent Wise reported that the crews are busy cutting the grass, grooming the ball fields at the Township parks and cleaning up after Community Day. Kent Wise informed that work on the new dugouts at Flagg Field has been completed.  At the Richard C. Cloud Park, 100 yards of topsoil was used to level the outfield playing area. The base paths have been replenished with a mixture of "Diamond Text" and a new sports field conditioner product called "Turface". Additionally, the uneven areas or "lips" where the dirt base paths and infield grass meet have been removed. The entire outfield and infield playing areas of the field have re-seeded. Kent Wise reported that members of the East Side Little League painted the dugouts and utility shed at the field. At the Community Park, Kent Wise informed that the crews have finished landscaping the area surrounding the Gazebo. The crews have also cleaned out the flowerbeds in the island next to the flagpole replacing the old flowers with chrysanthemums and planting a Blue Atlas cedar in the center of the island. At the Hamlet Crest Park, 2 of the large Pine trees damaged by insects were removed. The remaining Pine trees at the Hamlet Crest Park have been treated to prevent farther damage.  Kent Wise informed that 45 yards of playground mulch leftover from last year will be stored at the Township for future us.  Finally, Dan Dixon speaking on behalf of the entire Park and Recreation Board thanked Kent Wise and his crews for doing an outstanding job at this year's Community Day.

Recreation: Al Roth reporting on the Summer Camp program distributed copies of the year-end report to the members of the Park and Recreation Board for review.  Al Roth indicated that he was very pleased with the 2001 Summer Camp program and informed that he had received many compliments pertaining to this year's program. Al Roth stated that the 25 counselors and 24 junior counselors did and excellent job.  Additionally, Al Roth noted that the 3 head counselors; Gina Liott, Elizabeth Gavin and Tara McVeigh did an outstanding job and stated that he hoped to have all 3 head counselors back for next year. Al Roth offered thanks to the members of the Park and Recreation Board, Ken Lehr and Kent Wise for all of the support they provided to ensure that the Summer Camp program was a success. Additionally, Al Roth stated that everyone involved with the Summer Camp program did a better job of keeping the Township Parks clean.  Al Roth informed that he is looking into the possibility of offering some type of "teen" activities as part of next year's Summer Camp program. Al Roth indicated that Ken Lehr would be taking care of the budget request for the 2002 Summer Camp program and reported the actual cost for the 2001 Summer Camp program would come in $3,000 to $4,000 under budget.  Dan Dixon suggested utilizing the Summer Camp budget surplus to purchase cell phones for the head counselors. Ken Lehr stated that he would review the possibility of purchasing the cell phones for the Summer Camp head counselors with Sharon Lynn.

Friends of the Park: Kelly Cifone reported that the Friends recently held a meeting to re-organize the Friends that resulted in Pat Kelly taking over the duties of President. Kelly Cifone informed that she is currently working on the upcoming bus trips to Radio City Music in New York to see the "Rockettes". Dan Dixon asked that in light of the recent tragic events, did the Township still plan to go forward with the bus trips to New York City.  Kelly Cifone informed that the tickets for Radio City Music have already been purchased.

Old Business: Kelly Cifone started the discussion on Community Day by thanking all of the volunteers that donated their time to make this year's Community Day a huge success. Peggy Niemeyer informed that 54 crafters participated in this year's event and stated that the variety and quality of goods the crafters had on display was outstanding. Additionally, Peggy Niemeyer reported that she had received many compliments from the crafters for the work Kent Wise and his crew performed during Community Day.  Peggy Niemeyer informed that there are already 10 crafters on the waiting list for next year's Community Day and indicated that the Township should consider implementing a registration cut-off date for the crafters next year. Peggy Niemeyer stated that the Township should continue advertising Community Day in the local papers through the weekend of the event.  The Friends plan to run an advertisement in their next newsletter asking for volunteers to help out with the sand art for next year's Community Day. Holly Niemeyer reported that patrons completed 706 Sand Art Jars and 1074 craft projects. Holly Niemeyer informed 34 volunteers plus members of the Park and Recreation Board helped provide support for these activities.  Ken Lehr offered thanks to the following:

  • Holly and Peggy Niemeyer for organizing the crafters and craft projects.
  • Kelly Cifone for lining up Commerce Bank as a sponsor for this year's event.
  • Pat Kelly for obtaining prizes for various Community Day events.
  • Jerry Napiecek for staffing the "Frisbee Golf" contest.
  • Al Roth and Ed Smith for staffing the "Home Run Derby" contest.
  • Michael Pillagalli for making the speech honoring Kathy McDevitt.
  • The members of the Park and Recreation Board. 
  • Kent Wise and his crew for an all around outstanding effort.

Special thanks were also offered to Theresa Manco and her Girl Scout Troop for their help with the "Frisbee Golf" contest. The members of the Park and Recreation Board suggested having the Community Day wrap-up meeting on Wednesday, September 26th from 7:00 PM to 8:00 PM at the Township Building.

Ken Lehr reporting on the Summer Concert Series informed that 250 people attend the August 26th "Country-Western" Concert featuring Country Joe.  Ken Lehr reported that a Township resident proposed to his girlfriend during the concert and stated that a picture of the couple was displayed on the Township website. Dan Dixon asked if a picture and write-up on the couple could be included in the Township newsletter.  Sharon Lynn indicated that the deadline for the next Township newsletter had already passed.  Information on the Summer Concert Series is listed below:

Ken Lehr suggested that the initial planning meeting for the 2002 Summer Concert Series should be scheduled in conjunction with the Community Day wrap-up meeting on Wednesday, September 26th from 8:00 PM to 9:00 PM at the Township Building.

Dan Dixon reporting on the 2002 Park and Recreation Board budget informed that he had attended a meeting with Ken Lehr along with Park and Recreation Board members Michael Pillagalli, Jerry Napiecek and Ed Smith to review the preliminary budget.  Ken Lehr informed that the preliminary budget included an increase of $3,000.00 for Community Day and indicated that the budget for the proposed Holiday event would be increased from $500.00 to $1,500.00 if the Township were able to line up "Cast in Bronze" to perform at this year's event. Additionally, the budget for the Easter Egg Hunt included an increase from $750.00 to $1,000.00. Peggy Niemeyer discussed the possibility of enlarging the storage area in the Concession Stand at the Community Park and asked if it would be possible add a line item for this enhancement to the 2002 budget. Ken Lehr indicated that this is something the Township would not be able to consider until 2003.

Ken Lehr began discussion on a letter the Township received from the Stacey Keshuta, the race coordinator for the proposed D.U.K. Race for Aids Awareness. Based on a recommendation by the members of the Park and Recreation Board at the August meeting, race coordinator Stacey Keshuta met with Sergeant Camlin to review the proposed course for the race and discuss the possibility of holding the event on Saturday, November 17th.  Ken Lehr reported that Sergeant Camlin did not see any problems with the proposed racecourse. Additionally, Ken Lehr informed Stacey Keshuta that the Township would not be able to guarantee that the bathroom facilities at the Community Park would still be available for the proposed November 17th race. Ken Lehr indicated Stacey Keshuta understood that absolutely no solicitation would be permitted in the Community Park during the event.  Sharon Lynn informed that the Board of Supervisors had already given their approval for the proposed event. Based on this information, Michael Pillagalli made a motion to grant approval to Stacey Keshuta to use the Community Park on Saturday, November 17th for the D.U.K. Race for Aids Awareness. The motion was second by Jennifer Grey-Rice and passed.

Ken Lehr reporting on "Movie Nights" informed that the Township is planning to present 6 nights of "Family Friendly" movies during this year's program that will run on alternating Saturdays from October 6th through December 15th.  The start time for each presentation will be 7:00 PM. The movies selected for this year's program includes "Chicken Run", "The Wizard of Oz", "Shrek", "Toy Story", "The Grinch" and "Fantasia 2000".  Ken Lehr informed that the October 6th, October 20th and November 3rd presentations are scheduled for the Amphitheater at the Community Park.  The November 17th, December 1st and December 15th presentations will be held in the West Goshen Township Building. Dan Dixon asked if Ken Lehr would need any additional support from the Parks Department for the upcoming events. Ken Lehr indicated that he would need support from the Parks Department for the events that are planned for the Community Park (October 6th, October 20th and November 3rd).

New Business: Ken Lehr reporting on Harvest Day informed that the contract for the musical entertainment has been sent out.  Ken Lehr indicated that he had a meeting with Kent Wise to organize the "Pumpkin Run" for this year's event.  Kent Wise informed that he would not be able to borrow a tractor from Rob Gilbert for this year's event and stated that he would have to look into renting a tractor from Knox's Rental at an estimated cost of $175.00 if a 2nd Hay Wagon is required.  Kent Wise also expressed concern about the condition of the wagon the Township has borrowed from Sonny Hicks in previous years. Dan Dixon indicated that he would contact Sonny Hicks and set up a time where members of the Township would be able to take a look at the wagon.  Harvest Day activities are scheduled from 2:00 PM to 4:00 PM on Sunday, October 21st rain or shine.

Ken Lehr reporting on the 2001 "Holiday Event" informed that the event has been scheduled for Friday, December 14th.  Ken Lehr informed that he contacted "Cast in Bronze" and indicated that the band has a prior engagement and would not available to perform at this year's event.  Ken Lehr reported that he had been in contact with the First Presbyterian Church Hand Bell Choir and stated that this organization would be interested in performing at the "Holiday Event". Ken Lehr indicated that he was also able to line up the same food vendor that was used for last year's event. Jennifer Grey-Rice asked if Ken Lehr has been able to contact anyone that would be able to provide decorations (pre-assembled decorated light panels) for this year's event.  Ken Lehr indicated that the companies he was able to contact were only interested in seasonal rentals and were not willing to provide the decorations for 1 day.

Sharon Lynn offered thanks to everyone that supported this year's Community Day and stated that the 2001 Community Day was a great success.

The meeting was adjourned at 8:15 PM.  The next meeting is scheduled for October 17th.
